Sichuan has recently issued the Development Plan on Service Industry of the 13th Five-Year Plan Period (referred as the Development Plan hereafter). According to the Development Plan, Sichuan projects to establish five development zones and forge a demonstration base which facilitates the coordinated development of the service sector.

　　Following the Development Plan, Sichuan will accelerate to establish a High-end Service Industry Leading Zone in Chengdu Plain, an Innovation Demonstration Zone of Producer Service Industry in Southern Sichuan, a Comprehensive Function Expansion Zone of Diversified Services in Eastern Sichuan, a Characteristic Zone for Sports, Health, and Old-age Care in Western Panzhihua, and an Ecological Tourism Service Cluster in Northwest Sichuan, so as to forge a demonstration base which facilitates the coordinated development of the service sector in the region.

　　High-end Service Industry Leading Zone in Chengdu Plain

　　It is stipulated in the Development Plan that, Sichuan, with Chengdu metropolitan circle as the center and extending impacts to the North through Mianyang and South through Leshan, will connect the conjunction cities of alongside the region to promote the servitization of the manufacturing industry, the upgrading and transformation of the industry, and the construction of a demonstration city with innovative development of the service industry, enhance the capabilities to pool high-end services, and establish an innovative highland for emerging products, technologies, industries, and business models and an open demonstration zone for inland service sector in Western China.

　　Sichuan will speed up effort to facilitate the coordinated and innovative development of neighboring cities such as Deyang, Ziyang, and Meishan and perfect the comprehensive and consumption service functions, in order to jointly build up a modern metropolitan circle which leads the whole province and exerts impacts on southwest and even the world.

　　Sichuan is expected to organize and implement and servitization projects of the manufacturing industry and work hard to develop emerging business forms such as green manufacturing, Internet Plus coordinated manufacturing, digital manufacturing, and smart manufacturing, to enhance the level of producer services; it will expedite the brand building of Chengdu Services, upgrade traditional daily services such as business and trade, catering, and tourism, and seek innovation in business forms, so as to forge a core growth pole of high-end service industry in Midwest Sichuan which pools high-end service functions and plays a leading role; moreover, Sichuan will promote the advantaged service sectors with characteristics in Deyang, Mianyang, Suining, Leshan, Yaan, Meishan, and Ziyang.

　　Innovation Demonstration Zone of Producer Service Industry in Southern Sichuan

　　According to the Development Plan, Sichuan will, by depending on Zigong, Luzhou, Neijiang, and Yibin, forge a frontier to connect the service transfer of the coastal cities in Eastern China, establish a service center with effects on the neighbors such as Yunnan Province, Guizhou Province, and Chongqing, and set up an important portal open to the south, so as to integrate the advantages in science and technology, capitals, techniques, and resources, accelerate the upgrading and transformation of the old industrial bases in Southern Sichuan, develop producer service sectors, and foster an innovation and entrepreneurship zone for regional e-commerce.

　　Sichuan plans to push forward the construction of a comprehensive industrial zone for shipping logistics and step up effort to develop multimodal transport such as railway-maritime shipping and road-maritime shipping; efforts will also be doubled to set up a regional business circulation center to enable Sichuan to be integrated in the green service economic belt of Yangtze River Corridor.

　　Sichuan will forge a refined tourism route along Yangtze River to propel the integrated development of maritime tourism, ecological tourism and cultural tourism and construct Yangtze River Barrier-free Tourism District, regional tourism cities and characteristic tourism destinations; furthermore, the healthcare service industry featuring the integration of medicine with healthcare and ecological healthcare will be developed and a demonstration zone for health and old-age care will be established in the conjunction area of Sichuan, Yunnan, and Chongqing.

　　Comprehensive Function Expansion Zone of Diversified Services in Northeast Sichuan

　　It is formulated in the Development Plan that, Sichuan, with focus on establishing a business logistics center in the conjunction area of Sichuan, Chongqing, Shaanxi, and Gansu, will improve the traditional service industry, give impetus to modern service industry, and build up a regional service base by depending on Guangyuan, Nanchong, Guang’an, Dazhou, and Bazhong.

　　Effort will be actively made to promote innovation on service products, technologies, and business forms and models, with focus on the emerging leading service sectors such as health and old-age care, modern logistics, e-commerce, and modern finance. Sichuan projects to establish an important village tourism destination of natural ecology, history and culture by making use of the regional advantages of characteristic resources in Nanlu Village Tourism Belt of Daba Mountain and Jialing River Tourism Industrial Belt, with focus on historical and cultural tourism, red-culture tourism, and ecological sightseeing tourism.

　　Characteristic Zone for Sports, Health, and Old-age Care in Western Panzhihua

　　The Development Plan maps out the strategy that Sichuan, with Panzhihua and Liangshan as the core, should lead the Anning Valley and Jinsha River area to forge a characteristic healthcare service zone, and construct a national development belt of healthcare service industry, with healthcare, tourism, and sports and leisure as the core and supported by green agriculture and national culture, by taking advantage of the healthcare resources such as sunlight in the winter, national sports training base, and medical mineral spring, for the purpose of building a national healthcare tourism destination.

　　Ecological Tourism Service Cluster in Northwest Sichuan

　　Following the Development Plan, Sichuan will bring the cultural advantages of Zang, Qiang, and Yi ethnical groups and plateau ecology in Tibetan Autonomous Prefecture of Garzê, and Tibetan and Qiang Autonomous Prefecture of Ngawa into full play to set up an all-for-one tourism demonstration zone, which is themed by cultural experience and ecological tourism with sightseeing tourism as the basis, and integrates special tourism such as outdoor sports and scientific popularization and investigation to promote the cross-border development of tourism industries.

　　Emphasis will be put on improving the tourism brand building such as Jiuzhai Valley, pandas, grasslands, and Shangri-La to forge the most beautiful Tibetan area in China and a tourism economic belt with Sichuan and Tibetan characteristics.
