By 2020, Sichuan will finish the establishment of the National Development Land for Strategic Emerging Industries and National Pioneer Zone for Innovative Industrial Development and Transformation. Sichuan Provincial People’s Government has early issued The 13th Five-year Plan for Strategic Emerging Industries, which deploys the development plan, layout, and key projects of strategic emerging industries in the period including Information Technology, new energy, high-end equipment, new materials, biology, energy conservation and environmental protection.

　　The Plan proposes that, by 2020, the total production of strategic emerging industries will enjoy tremendous growth with its proportion to GDP accounting for 15%; application of invention patents will achieve an annual increase of 12%, with the number of patents owned by every 10,000 people doubled; key enterprises with their own brands and strong self-innovative capabilities and playing a technologically leading role will surface; relevant standards and regulations, credit system and law system will be gradually perfected so as to bring more fairness to the market and adapt the current industrial ecology to emerging models and businesses.

　　The Plan advances six measures to realize the goals mentioned above. First, efforts should be made to set up a mechanism for the mandatory transformation of scientific and technological achievements and promote academic vacation system in higher education institutions and scientific research organizations, so as to enhance innovative abilities. Second, the involvement of advantaged enterprise to global innovation network should be encouraged by establishing research centers and platforms for technical transfer in western countries, in a bid to breed key enterprises. Third, the government should play a better role in leading the market to foster pre-market by purchasing services. Fourth, the economic, social, and administrative functions and authorities in national high-tech zones should be further explored to strengthen functions in parks. Fifth, pilot projects on decoding intellectual property rights of national defense and reforming the part-time and full-time employment of leaders and cadres in scientific and research institutions of military industry should be promoted to ensure coordinated development of military and civil industries. Sixth, in order to enhance cooperation, local enterprises should be supported to participate in the formulation of international standards, apply for international patents, and increase international certification cooperation of enterprises and products. The Plan also put forward that pilot project on Internet equity crowdfunding should be carried out to expand equity funding channels for scientific and technological start-ups; the subsidy policy for industries such as solar photovoltaic power, wind power, and new energy automobiles should be perfected with further exploration in tax supporting polices for innovative activities in preparation and start-up periods.
