The General Office of Sichuan Provincial People’s Government has recently published the Action Plans of Overhaul and Regulation on Government Review for Construction of Investment Projects, which deploys further streamlining and integration of the procedures in the application for construction of the investment projects. There are altogether 73 items of government review for construction to be overhauled and regulated and 46 items remained thereafter.

　　The Plans specify that 38 items among the 73 items of government review are remained and 24 items are integrated to eight; two items requiring inter-department approval and nine items of mandatory assessment related to security issues are excluded.24 items are integrated to eight with four departments involved: 11 items for the Department of Housing and Rural-Urban Development are cut to four, for example, review on occupying and digging urban roads, laying pipelines and pole lines on urban roads, and building municipal pipelines on urban bridges are streamlined to review on construction of municipal facilities; six items for Sichuan Provincial Water Resources Department are reduced to two, for instance, review on water resources evaluation report of construction projects and water acquisition permission are combined simply as water acquisition permission; four items for Cultural Heritage Department are integrated to one; and three items for Forestry Administration are cut to one. Department of Security Supervision and Regulation, Department of Land and Resources, Meteorological Administration, and Earthquake Administration are responsible for nine mandatory assessment items related to security issues.
To overhaul and regulate the government review is a major task for streamlining administration, delegating more powers, improving regulations and providing better services, as well as a crucial measure for paving the final one kilometer before the construction and stimulating social vitality for investment.

　　According to relevant requirements, all departments and parties involved should adjust and release the list of review items for construction as soon as possible. People in charge of all remained items should be properly established based on the principle of a universal window open to the outside. All matters, except for those related to health and security issues such as safe production and environmental protection, should follow the principle of simplifying application materials, shortening the time for application, and making it convenient for enterprises to get things done. As for mandatory assessment related to security issues, correspondent measures should be formulated in details with strict supervision and regulation to ensure a full-round implementation of the measures.
