On March 27th, Yin Li, Vice Secretary of Sichuan Provincial Party Committee and Governor of Sichuan Provincial People’s Government, hosted the 18th Leading Group Meeting on Building Mianyang Science & Technology City, to implement the important spirits of the two sessions and in the remarks made by General Secretary Xi Jinping on the deliberation of Sichuan delegation of the Fifth Plenary Session of 12th National People’s Congress and make arrangements of the key tasks for Building Mianyang Science & Technology City.

　　During the meeting, new progresses and breakthroughs made in the transformation of innovative achievements, industrial growth, development of human resources, open cooperation and financial services have been praised, and deliberation on the Key Arrangements for Building Mianyang Science & Technology City 2017, Suggestions of the 13th Coordination Group Meeting on Building Mianyang Science & Technology City, and the Solution on the Fifth China (Mianyang) Science & Technology City High-Tech Expo has been delivered.

　　Yin Li stressed that, in order to advance the building of Mianyang Science & Technology City, members of the leading group should deeply study and implement the important spirits of the remarks made by General Secretary Xi Jinping, focus on state-of-the-art science and technology with a good sense of responsibility and urgency, prudently promote industrial development, project construction, enterprise building and forge better products, and serve the social and economic develop of the country and Sichuan with solid innovations. First, an full-round innovation reform trial should be advanced, major projects should be implemented, channels for science and technology and finance should be got through to tackle fund problems, and the overall advantages of civil-military integration should be strengthened to achieve faster industrial development, so as to accelerate to form a model which can be imitated and popularized. Second, scientific and technological innovations should be furthered by developing scientific and technological SMEs, bring in more high-level talents, and create a more favorable environment for innovation and entrepreneurship, so as to inject more vigor into the Science & Technology City. Third, open cooperation should be further deepened and expanded, the Expo should be turned into a complete success, an exchange platform for open cooperation should be forged, ties between Sichuan and famous academies, higher education institutions and enterprises should be strengthened, so as to give rise to an array of key projects, high technologies, and achievements made in emerging strategic industries and constantly enhance the openness of the City. Fourth, cooperation between relevant parties should be intensified. Related departments of Sichuan Provincial People’s Government and Mianyang Municipal People’s Government should fully perform the duties and increase collaborations so as to further transform the pilot policy opportunities endowed by the Central Government into pragmatic measures and turn the measures into solid achievements.
