On March 21st, Yin Li, Vice Secretary of Sichuan Provincial Party Committee and Governor of Sichuan Province, hosted the 144th executive meeting of Sichuan Provincial People’s Government for the purpose of studying the important spirits of the two sessions and of General Secretary Xi Jinping’s speech on the deliberation of Sichuan delegation in the Fifth Session of the 12th National People’s Congress, researching on and putting into practice the distributive tasks for government reports of work, plans and budgets, as well as preliminarily passing the development plan of tourism and service industry for the 13th Five-Year Plan period.
The meeting has preliminarily passed the Tourism Plan for the 13th Five-Year Plan Period, which proposes to establish a new phase of 511 All-For-One Tourism. “5” stands for five biggest areas in Sichuan including core tourist destinations on Chengdu Plain, Northwest Sichuan, Northeast Sichuan, Western Panzhihua, and Southern Sichuan; the former “1” refers to ten biggest tourist destinations such as Chengdu International Tourist Destination, Mount E’mei International Tourist Destination, and Jiuzhaigou Valley World Heritage Tourist Destination; the latter “1” represents ten extraordinary tourist routes such as Panda International Tourist Route, Shangri-la Cultural and Ecological Tourist Route, and Three-Kingdom Cultural Tourist Route. The Plan stipulates that Sichuan will promote mutual penetration and integration between tourism and culture, agriculture, industry, music, sports and etc, transform Tourism Plus into All-Industry Plus Tourism, and seek innovations in all-for-one tourism. It is required at the meeting that effective connection between tourism and communication and urban construction be strengthened, tourism infrastructure be improved, and a comprehensive regulatory mechanism for tourism market be forged and perfected, so as to foster a favorable environment for tourism of social civilization and safeguard the construction of tourism-based provinces and important tourist destinations of the world.
The meeting has passed the Service Industry Plan for the 13th Five-Year Plan Period, which makes it clear that, five emerging leading service industries should be given priorities such as e-commerce, modern logistics, modern finance, scientific services, and health care for the elderly; four pillar service industries should be consolidated and enhanced including modern tourism, commodities and trade communication, culture and sports, and real estate; four developing service industries involving modern exhibition, service outsourcing, human resources, and energy conservation and environmental protection should be strengthened with the proportion of service industry to GDP accounting for some 50% by 2020. The meeting demands that more efforts be made in bringing talents and training the talents and the Plan be implemented as soon as possible.
The meeting also passed the Plan for Registering Residence of Agricultural Migrants and Other Permanent Residents, which states that measures to register residence will be expanded, and supporting policies will be formulated to ensure that the urbanization rate of Sichuan reach 38% by 2020.
Other affairs have also been discussed at the meeting.
Before the meeting started, Fu Yonglin, Director of Sichuan Provincial Committee of Tourism Development, had introduced the Suggestions on Further Promotion of Tourist Investment and Consumption issued by the General Office of the State Council.
