Symposium for Investment Cooperation between Sichuan and Top 500 Central SOEs Held in Beijing

  After the two sessions have concluded, the Symposium for Investment Cooperation between Sichuan and Top 500 Central SOEs and Project Agreement Signing Ceremony were held in Beijing in the afternoon on March 15th. Hao Peng, Secretary of the Party Committee of the State-owned Assets Supervision and Administration Commission of the State Council, and Wang Dongming, Secretary of Sichuan Provincial Party Committee, attended the symposium and gave speeches. Yin Li, Governor of Sichuan Province and Vice Secretary of Sichuan Provincial Party Committee, and Xu Fushun, Deputy Director of the State-owned Assets Supervision and Administration Commission of the State Council, together with 41 chairmen of central SOEs, also presented at the symposium.

  Hao Peng stated that, the symposium organized and hosted by Sichuan Provincial Party Committee and Sichuan Provincial People’s Government plays a vital role in deeply studying and implementing the spirits in the important speeches made by General Secretary Xi Jinping, putting into practice the major decisions and deployments of the CPC Central Committee and the State Council, as well as cultivating cooperation and seeking common development. As a major province with tremendous resources, huge population, and boosting economy, Sichuan enjoys distinguished geographical advantages and favorable market environment. The central SOEs have long been in close partnership with Sichuan with increasing investments and intensified cooperation. As a result, numbers of large-scale central SOEs with enormous competitiveness have been rooted in Sichuan with plenty of key cooperative projects successively completed and put into production, thus becoming an important part of Sichuan’s pillar industries such as new energy, new materials, aviation and aerospace, electronic information and equipment manufacturing, as well as a major force promoting structural restructuring, transformation and upgrading, and economic and social development of Sichuan in a solid manner.

  According to Hao Peng, this year is important for implementing the 13th Five-Year Plan and deepening the supply-side structural reform, so it is of great significance to promote reform, development, and stability, especially when the CPC Party is to hold the 19th National People’s Congress this year. The central SOEs should deeply study the guiding principles of the General Secretary Xi Jinping on the deliberation of Sichuan delegation, implement the deployments made in the two sessions, enhance strategic cooperation with Sichuan at a higher level and in a broader manner, and make contributions to the transformation and leapfrog development of Sichuan Province. First, the central SOEs should take the initiative to put the national strategies into practice, gain a deep understanding of Sichuan’s role and position in national strategies such as One Belt One Road Initiative and Yangtze Rive Economic Belt, and Large-scale Development in the West, observe the characteristics of Sichuan’s social and economic development, as well as seek common grounds and starting points, so as to be involved in the implementation of the national strategies and the development plans of Sichuan industries, and conduct cooperation in various areas with Sichuan such as manufacturing, big data, clean energy, modern service industry, integration of civil and military industry, and high-tech parks, thus promoting the transformation of Sichuan Province. Second, the central SOEs should continue to accelerate innovation, participate in the comprehensive innovative reform experiments of Sichuan in an all-round manner, and undertake the major innovative projects in Sichuan, in a bid to establish a platform for innovative development, and push forward the integration of technologies and capitals and the transformation of scientific and technological achievements, thus propelling Sichuan to stride on forward. Third, the central SOEs should deepen internal reforms, take part in the reforms and reorganizations of Sichuan SOEs, and stand firm to the market-oriented cooperation with Sichuan enterprises of all kinds of ownerships in a multi-level and multi-field manner, so as to promote consecutive development of Sichuan Province. Fourth, the central SOEs should fulfill social responsibilities, keep the idea of green development in mind, and prudently alleviate poverty through industrial growth and by carrying out targeted measures, so as to forge harmonious central SOEs which benefit the people and promote coordinated development of Sichuan Province.

  On behalf of the Sichuan Provincial Party Committee and Sichuan People’s Government, Wang Dongming extended warm welcome to all the guests present at the symposium and sincere gratitude to the State-owned Assets Supervision and Administration Commission of the State Council and central SOEs for the long-term care and support. According to Wang Dongming, the central SOEs are back stones of the socialist economy with Chinese characteristics and the pillars of national economy. The cooperation between Sichuan and central SOEs boast a long and profound history. Since the 18th National People’s Congress was held, central SOEs have enjoyed rapid growth with a large number of major projects completed or under construction, becoming a vital force driving the economic and social development of Sichuan Province. Sichuan is always committed to studying and implementing the spirits of the speeches made by President Xi Jinping and is devoted to the strategy of transformation with enhancing qualities and profits, greater potentials, and better prospects, thus creating a vast space and stage for the cooperation between Sichuan and central SOEs.

  Wang Dongming said in his speech that the inauguration of the symposium and the signing of relevant agreements are not only new accomplishments delivered by the long-term cooperation between the two parties but also a new beginning of deepening cooperation. He proposed several suggestions for intensifying cooperation between Sichuan and central SOEs. First, the two parties should continue to enhance cooperation in infrastructure construction of various areas including airport, expressway, railway, intercity railroad, urban rail transportation, energy and telecommunication, so as to promote high-level regional connectivity in an all-round way. Second, the two parties should deepen cooperation in high-end industries and combine the advantages of central SOEs in capital, technique, management, and brand with the development potentials of Sichuan industries in order to forge major industrial clusters involving electronic information, automobile, railway transportation, aviation and combustion engine, modern finance, modern logistics, as well as cultural tourism, and help Sichuan to transform. Third, cooperation in agricultural supply-side reform should be increased to fully tap ecological agricultural resources, including developing characteristic industries such as tea, liquors, dishes, medicine, and fruits of Sichuan, in a bid to stimulate the agricultural development vitality. Fourth, cooperation in scientific and technological innovation should be strengthened. Featuring the integration of civil and military industry, base construction of high-tech industries such as aviation, space, nuclear power, and information security should be accelerated to promote the blossom of innovation and creation. Fifth, cooperation in poverty alleviation and the improvement of people’s livelihood should be furthered to bring the significant role of central SOEs in road construction of poor areas, water diversion project, rural grid reconstruction, poverty alleviation through industrial development and partner assistance model into fully play, so as to help impoverished people to shake off poverty and live a moderately prosperous life. Central SOEs are welcomed to participate in the projects for people’s well-being and charity cause such as the reconstruction of rundown areas and dilapidated buildings, culture and sports, and health care as well, so as to work together to expand the space for the development of internal demands.

  According to Wang Dongming, Sichuan will create a favorable market and political environment for central SOEs to invest and develop. Sichuan is confident that, under the firm leadership of the CPC Central Committee with Comrade Xi Jinping as the core and with the strong support of the State-owned Assets Supervision and Administration Commission of the State Council, more achievements will be delivered in the pragmatic cooperation between the two parties.

  During the symposium, Liu Jie, Vice Governor of Sichuan Province, introduced Sichuan’s position in the social and economic development, the deepening of the implementation of SOEs’ reforms, and the cooperation between Sichuan and central SOEs. Shu Yinbiao, Secretary of the CPC Party Committee and Chairman of the State Grid, Zhang Xuewu, Chairman of China National Travel Service Group Corporation, Zhang Zongyan, CEO of China Railway Group Ltd., Guo Jianxin, Secretary of the CPC Party Committee and CEO of China National Pharmaceutical Group, as well as Xu Niansha, Secretary of the CPC Party Committee and CEO of China Poly Group Corporation, have also made remarks. They stated that, over the years, Sichuan has maintained good momentum for social and economic development, providing a solid foundation and favorable environment for central SOEs to invest continuously and plough deeply in Sichuan; central SOEs will step up to seize the opportunities brought by Sichuan’s transformation and leapfrog development so as to be rooted in, integrated in, and in support of Sichuan and seek for mutual benefits and win-win cooperation in a all-round manner.

  On the ceremony, Sichuan Provincial People’s Government has signed framework agreement for strategic cooperation with China National Petroleum Corporation, State Grid, China Huadian Corporation, Shenhua Group, China Mobile Communications Corporation, China National Travel Service Group Corporation, and China Railway Group Limited; State-owned Assets Supervision and Administration of Sichuan Province signed framework agreement for strategic cooperation with China Chengtong Holdings Group Ltd., China State-owned Enterprises Restructuring Funds Co., Ltd., Sichuan Development Holding Co., Ltd., and China Reform Holdings Corporation Ltd.; framework agreements for strategic cooperation have also been signed between Sichuan Tourism Development & Investment Co., Ltd. and China Travel International Investment Hong Kong Co., Ltd., Sichuan Energy Investment Co., Ltd., and PetroChina Southwest Oil & Gasfield Company, Sichuan Communications Group Co., Ltd. and Guojian Highway Investment Co., Ltd. of China Merchants Group and China Railway City Development & Investment Group Co., Ltd., as well as Sichuan Provincial Railway Construction Investment Group Co., Ltd. and China Guodian Corporation and China Construction Group Co., Ltd.. An additional array of cooperation projects have also been signed during the period. All signed projects account for a total value of 435.6 billion yuan.

  Zhu Hexin, Vice Governor of Sichuan Province, Tang Limin, General Secretary of Sichuan Provincial People’s Government, officials of the State-owned Assets Supervision and Administration of the State Council and other provincial authorities, and several heads of Sichuan SOEs also showed up at the symposium.
