On February 6th, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC and Governor of Sichuan Provincial People's Government, presided over 142nd Executive Conference of Sichuan Provincial People's Government to study and deploy work concerning key project management, the planning and construction of general airports, institutional reform of the state-owned asset management and so on.

　　The conference has principally approved Sichuan Management Methods for Key Projects which specifies the coverage and standards for the application of key projects, and highlights the principle that projects with new technologies, new products, new modes, and new business models will not be limited by investment scale, and projects violating policies concerning industries, environmental protection, land utilization and so on shall not be enlisted into major project pool. The Methods also specifies to establish supervision and encouragement mechanisms for provincial key projects, further implement responsibilities, integrate resources and gather power, and implement the smooth implementation of decisions and deployments for provincial key projects.

　　The conference has also principally approved Sichuan Provincial Layout Plan for General Airports (2016-2030) which specifies to construct five general airport groups in Chengdu Plain, Southern Sichuan Region, Southeastern Sichuan Region, Panxi Region, and Northwestern Sichuan Region based on the development orientations, resources, industrial foundation and so on of these 5 regions. The conference requires that all municipalities and departments should adhere to the principles of general planning, step-by-step implementation and government guidance and marketing orientations, integrate economic and social development with ecological and environmental protection, promote the construction of general airport network orderly and scientifically, and accelerate to construct modern comprehensive transportation system.

　　The conference has principally approved Implementation Opinions Concerning Reforming and Improving State-Owned Asset Management System, highlighting to orient on state-owned asset supervision and management system, controlling the layout, regulating capital operation, improving the benefits of capital, safeguarding capital security, and achieve the maintenance and increasing of state-owned capital value. The opinions have also proposed to reorganize and construct some provincial state-owned investment and operation companies and enhance the rational flow and structural optimization of state-owned capital.

　　The conference has also studied other affairs.

　　Before the conference, Mr. Peng Yiqiang, Vice Dean of School of Automobile and Transportation of Xihua University, gave a lecture concerning the key technologies and development of new energy automobile.
