On Dec. 13th, Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of Sichuan Provincial People's Government, presided over a theme conference in Chengdu to study and implement the spirit of the national pilot free trade area symposium. It is also to study on the construction of Tianfu New Area, Tianfu International Airport and Tianfu International Aerotropolis and Chinese (Sichuan) Pilot Free Trade Zone, stressing the need to conscientiously implement the central and provincial decision and the spirit of the 2nd Session of the 11th Sichuan Provincial Party Committee Plenary to further strengthen coordination and efforts to promote key projects with high standard, high quality and high efficiency so as to lay a solid foundation for building a beautiful, prosperous and harmonious Sichuan.

　　Mr. Yin Li pointed out that Tianfu New Area is important for the economic and social development of our province; therefore, Chengdu, Meishan and provincial departments should speed up key works of this area with its position of the most dynamic emerging growth pole, an inland open economy highland and a modern international metro suitable for industries, business and living in western China on the basis of the clear leadership and management system. We need to speed up the revision and improvement of its planning and establish statistical monitoring system and evaluation system to effectively guarantee the progress of key tasks such as the building of characteristic and advantageous industrial clusters, city infrastructure and public service facilities; the provincial departments should further strengthen the support for the construction of Tianfu New Area, helping with the difficulties and problems in its construction to build a new engine for the future development of Sichuan. The construction of Tianfu International Airport and Tianfu International Aerotropolis is crucial for the further opening of our province. Therefore, the local government and relevant departments need to make a high-level construction plan of the main project of the airport and its supporting projects and integrate preparation for the operation and management of the two airports, promoting their efficiency and competitiveness and building a national first-class international aviation hub. Besides, we also should promote the construction of Tianfu International Aerotropolis, which will be built into an inland airport economic portal and lead to the industrial transformation and upgrading as well as a better city image for the construction of National Central city. The construction of the pilot free trade zone is a leading project for the comprehensive development and opening of Sichuan; the local government and relevant departments should, conscientiously implementing the central and provincial deployment and requirements and firmly grasping the requirement of modern economic system construction and high development quality, always put the system innovation as a core mission of free trade zone construction and advance it solidly,  continue to deepen the reform of “administration streamlining” with the problem orientation for greater breakthroughs in separation of business license and business certificate, comprehensive supervision of “random selection of inspection objects and law enforcement inspectors and the process and results of examination known to the public in time”, a negative list of market access and other key areas; we also need to strengthen the joint development and cooperation of local governments and departments with innovative ability for the new advantages of the opening mechanism of Sichuan according to the position of “four areas and one highland (the western leading area for opening and development, the pioneering area supporting inland opening strategy, the hub area of international opening channel, the new highland of inland open economy, and the demonstration area of inland’s collaborative opening with areas along the Yangtze River and the coast)”.
