Recently, Sichuan Provincial Economic and Information Commission issued the Guidelines on the Development of Light Industry of Sichuan Province in the Thirteenth Five-year Plan, stating that the added value of light industry should increase by about 9% annually during the 13th FYP, about 3 percentage points higher than the national target.

　　Compared with the growth rate, this guideline pays more attention to the quality of improvement, with science and technology, green and featured industry clusters as the key words. To develop technological light industry, it clarifies that technology R&D and experiment expenditures of key enterprises should account for more than 2.2% of the revenue from their main business. The circular economy will be vigorously developed for the goal that by the end of "13th Five-Year Plan", the decreasing rate of energy and water consumption per unit of industrial added value and the total emission of major pollutants stands at the national advanced level in the industry. The characteristic light industry should be strengthened, and more than 5 industrial clusters will be supported to create a new industrialization demonstration base.

　　We will adhere to the overall planning of light industry and textile industry for their coordinated promotion. Guidelines on the Development of Textile Industry of Sichuan Province in the Thirteenth Five-year Plan is issued simultaneously. According to the plan, by the end of the 13th FYP, the added value of the textile industry in our province will have increased at an average annual rate of about 7% and its output value will keep the first place in central and western regions.

　　To accelerate the quality and efficiency of the textile industry, our province will aim at brand building, technological innovation, green development and industrial agglomeration. We will create good brands, striving to add 6-8 self-owned famous enterprises of textile and craft equipment with strong influence in China and to cultivate 20 influential characteristic enterprises as well as 55 well-known domestic brands. We will increase investment in research and development; large enterprises’ research and experimental expenditures should account for over 1% of the revenue from its main business. To accelerate green development, we will strive to make the energy consumption per unit of industrial added value in textile industry decrease by 18% by 2020 and the recycling amount of textile fiber account for around 30% of the total in our province. For industrial agglomeration and development, we will spare no effort to build 12 industrial agglomeration districts whose total output value is over 5 billion yuan with 5 of them exceeding 100 billion yuan. The total industrial output value in industrial agglomeration district will make up more than 70% of that of the whole province.
