On the morning of December 12th, the major projects of Sichuan Province in the fourth quarter of 2017 and “three major campaigns” on pollution prevention and controlling started. Mr. Wang Dongming, Secretary of Sichuan Provincial Committee of the CPC, attended it and announced the start of these projects. Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of Sichuan Provincial People's Government and Mr. Cao Jianhua, Board Chairman of Aero Engine Corporation of China (AECC) attended the event and delivered speeches.

　　Before it started, Mr. Wang Dongming and Mr. Yin Li listened to the official reports on investment and other key projects of Sichuan Province and Chengdu City, Xindu District and Gas Turbine Research Institute of AECC.

　　Mr. Yin Li stressed in his speech that all departments in our province need to study and implement the spirit of the 19th National Congress of CPC, further enhance the effectiveness of events in the “project year” with more strength and intensity on them, so as to provide strong project support for a higher quality and more sustainable development in accordance with the deployment of the 11th Provincial Congress of the CPC and the 2nd Session of the 11th Plenary Meeting of Sichuan Provincial Committee. We should focus on development to promote projects in line with the national investment direction, making up weak areas, perfecting structure and promoting transformation, and step up our efforts to prepare for, introduce and settle major projects of infrastructure, industries, ecological environmental protection and livelihood. We need to innovate ways and focus on projects: putting forward projects through innovative thinking, declaring projects in line with policies, producing projects through planning, introducing investment projects by investment and promotion, attracting projects by optimizing the environment, so as to further improve the accuracy and effectiveness of business and investment attracting. We should make responsibility clear in projects, including their implementation subject, quality standard and schedule, to guarantee they are carried out with clear responsibility, personnel and schedule. We must strengthen the projects support, enhancing collaborative support and communication cooperation with the system of leading cadres contacting key projects, strengthening elements protection to create favorable conditions for their construction and constantly improving the level of project construction and management.In the process of construction, we must adhere to the priority of quality and strictly implement the responsibility system of safety production, ensuring that the project can stand the test of time and practice, so as to create new impetus for and make new contributions to a beautiful, prosperous and harmonious Sichuan.

　　Mr.Cao Jianguo, on behalf of AECC, expressed his congratulations on the starting of major projects of the fourth quarter in 2017 of Sichuan Province. He said that AECC, with the guidance of the spirit of the 19th National Congress of CPC, will help the in-depth military and civilian integration of Sichuan with the professional and open scientific research system of small cores and big collaboration; it will accelerate the development of aviation engine industry with the opportunity of major projects of aircraft engines and gas turbine, and strive to make Sichuan a world-class base of aviation engine, thus making new contributions to the science and technology innovation and economic development of Sichuan Province.

　　Mr. Wang Ning, Member of the Standing Committee of the CPC Sichuan Provincial Committee, Vice Governor of Sichuan Provincial People’s Government, presided over the commencement ceremony. Mr. Yang Hongbo, Vice Governor of Sichuan Provincial People’s Government, introduced the starting of “three major campaigns” on pollution prevention and controlling in the sub-venue and Mr. Luo Qiang, Deputy Secretary of the CPC Chengdu Municipal Committee, Mayor of Chengdu City, introduced the construction of major projects in Chengdu and the starting of centralized projects in the main venue. Mr. Wang Jianguo, Secretary of the CPC Sichuan University Committee, introduced the national major science and technology infrastructure (Sichuan) project of medical transformation in the sub-venue. The comrades in charge of projects in Mianyang, Yibin, Dazhou and Meishan introduced the construction of local major project and centralized projects in the sub-venue.

　　At about 10 in the morning, Mr. Wang Dongming announced the commencement of the major projects of the fourth quarter in 2017 and the “three major campaigns” of pollution prevention and controlling in Sichuan Province. Meanwhile, the project vehicles and machinery equipment tooted, showing that 1390 major projects were officially launched.

　　The commencement ceremony had its main venue in R & D headquarter project construction site of Gas Turbine Research Institute of AECC and sub-venues of “three major campaigns” of pollution prevention and controlling and the national major science and technology infrastructure (Sichuan) project of medical transformation as well as 20 city (prefecture) sub-venues. On that day, 1390 major projects started with a total investment of 713.2 billion yuan. Among them, there were 508 major industrial projects with investment of 309.2 billion yuan, 502 infrastructure projects with investment of 232.7 billion yuan, 260 projects of people's livelihood and social undertakings with investment of 87.3 billion yuan and 120 other projects with investment of 84 billion yuan. The implementation of these major projects will provide strong impetus for our province to stabilize economic growth, transfer mode and adjust structure, laying a solid foundation for the development of our province next year or even longer.

　　Mr. Wang Minghui, Member of the Standing Committee and Secretary General of the CPC Sichuan Provincial Committee and Mr. Tang Limin, Secretary General of Sichuan Provincial People’s Government attended the ceremony in the main venue. Officials of relevant provincial departments, cities and prefectures participated in the commencement ceremony in the main venue or sub venues.
