Implementation Methods for Reform of High School Entrance Examination and Enrollment System Issued

  Implementation Methods for Further Reform of High School Entrance Examination and Enrollment System by Sichuan Provincial Education Department has been issued, putting forward that by 2020, there will have been a high school entrance examination admission mode based on junior high school academic proficiency testscores and comprehensive quality evaluation in school, and an orderly and effective supervision management mechanism.

  This reform includes 5 major tasks: implementing junior high school academic proficiency test, improving students' comprehensive quality evaluation, reforming enrollment methods, further improving independent enrollment policy and strengthening enrollment management.

  For the first task, our province will fully integrate the junior high school graduation examination with the high school entrance examination. For areas having integrated the two exams, we will standardize it as the junior high school academic proficiency examination. For areas which haven’t, the integration should start from Grade 1 junior students enrolled in the autumn of 2017. All subjects will be covered in the examination and their scores are set under the provisions of the education program, studying time in line with curriculum standards and curriculum capacity in compulsory education. The test papers of Chinese, mathematics and English are prepared by the provincial education department while other subjects by cities (states), and different areas can cooperate in teat paper preparation if needed. Test results can be presented by scores or ranks, and ranks are encouraged for capable areas.

  The evaluation of students' comprehensive quality mainly includes 5 aspects, namely moral character, academic level, physical and mental health, artistic accomplishment and social practice. The growth record of students in schools is the main basis, including the realistic record, reorganizing and selection, publicity audit and final archives. Students' comprehensive quality files should be provided for senior high schools as an important basis or reference for their independent recruitment and merit selection.

  For the reform of the enrollment methods, we will carry out pilot reform of high school examination and enrollment system to explore a proper admission mode based on junior high school proficiency test scores and the comprehensive quality evaluation in Mianyang, Yibin and Meishan. The reform will then cover other places when we get experience. The comprehensive pilot reform began in Grade 1 students of junior high school enrolled in the fall of 2017. Other areas started the junior high school academic proficiency test and comprehensive quality evaluation among Grade 1 junior high school students enrolled in autumn of 2017. Their high school enrolment method continues in the current way. The high school enrollment methods based on junior high school proficiency examination and comprehensive quality evaluation should be conducted in all districts among junior middle school freshmen in the autumn of 2021---the deadline. Sichuan will build a cooperation mechanism between common high schools and secondary occupation schools for their mutual selection of courses, credit recognition and resource sharing to provide more choices for high school students. We should continue to implement quota system for quality schools, where over 50% students enrolled by provincial demonstration public high schools should come from surrounding junior high schools in a proper proportion.

  To further improve the self-enrollment policy, we will give a certain number of independent enrollment quotas for provincial demonstration public high schools to recruit students with academic expertise and innovative potential. The qualification and program of autonomous enrollment within cities should be approved by the municipal (prefectural) educational administration department, and the enrollment ratio is generally not more than 5% of the enrollment plan.

  To strengthen enrollment management, all public and private high schools are prohibited to organize exams for enrollment before students finish the junior high school academic proficiency test. It is forbidden to send students who have not completed the nine-year compulsory education to the first grade of high school in advance, and deprive the junior school graduates of their rights to participate the high school entrance examination and enrollment opportunities. Public schools are prohibited from enrolling students in the name of private schools, vice versa. It is forbidden to send students who have been recruited by public schools to private schools or social training institutions.
