On Nov.25th, 2017 Tianfu Financial Forum themed with civil military integration and financial innovation was held in Chengdu. Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of Sichuan Provincial People's Government, attended it and delivered a speech.

　　Representatives from government, industries, financial sector and think tanks all over the world gathered in Chengdu, deeply discussing how finance could better serve civil military integration, the supply side structural reform and financial innovation, policy opportunities for the innovation and development of civil military integration as well as civil military integration and financial innovation promoting the industrial transformation and upgrading, etc.

　　Mr. Yin Li welcomed the guests on behalf of Sichuan Provincial People’s Government. He said that 19th CPC National Congress has painted the magnificent blueprint for the great rejuvenation of the Chinese nation. Therefore, Sichuan Province will further implement the spirit of the congress and of the central financial conference, vigorously promoting the financial stability and development, reform and innovation, the construction of the western financial center to give full play to finance for its serving the real economy and the construction of a strong province. We will focus on financial innovation with a higher quality by highlighting the core task of system innovation, the establishment of a financial innovation demonstration zone, the use of digital finance and inclusive finance for a better financial environment and introducing more social capital into the development of competitive industries through direct financing platform. We will promote opening-up and cooperation with a higher level by actively integrating into the construction of “the Belt and Road” and “the Yangtze River Economic Belt”, advancing the construction of free trade zones to facilitate investment and trade, channeling more efforts into “bringing in and going out” to attract the world’s financial institutions settling in Sichuan, and increasing the free flow of capital and factors to build a new pattern of financial opening. We will innovate the developing system of financial talents with a focus on the “excellent, sophisticated and scarce” financial talents, perfecting the special supporting policies for the introduction of high-level talents and training system for innovative ones, optimizing the mechanism of their evaluation, incentive and flow, establish a financial talent system in line with the transformation driven by innovation. We will build a highland for civil military integration + financial innovation with the policy guidance and more financial support for military industry and enterprise intensive areas, and guide social capital into the development of civil military integration to provide strong capital supply for aerospace, nuclear technology application and other fields of military and civilian integration. We will do our best to coordinate our services to create a good social environment with better government service for civil military integration and financial innovation of Sichuan, which will lead to a better future for our province.

　　Mr. Hou Yunchun, former deputy director of Development Research Center of the State Council, and Mr. Long Hongshan, chief engineer of State Administration of Science, Technology and Industry for National Defense delivered their keynote speeches. There were also a number of thematic dialogues in the forum.
