To promote the foreign trade development and make industries more open, General Office of Sichuan Provincial People’s Government issued A Three-Year(2018-2020) Foreign Trade Promotion Plan of Sichuan Province, putting forward the strategy of " Foreign Trade +" and stating that by 2020, the province's foreign trade volume in goods will have exceeded 550 billion yuan; the import and export volume of machinery and high-tech products will have respectively accounted for 70% and 60% of the total; the foreign trade volume of processing will be 260 billion yuan with an average annual growth of about 9%; the amount of enterprises handling import and export business will have exceeded 5000 and that with 500 million foreign trade volume will reach100.

　　The plan shows that "Foreign Trade+" strategy will be implemented. "Foreign Trade + Macro environment" "Foreign Trade + the Rule of Law" "Foreign Trade + Talent" and "Foreign Trade + Finance" will work together to promote the implementation of the strategy.

　　We need to actively participate "the Belt and Road Initiative ", promoting cooperation through trade for countries along "the Belt and Road", strengthening the construction of trade exchanges and cooperation platform with major countries (regions), and seizing the opportunity of pilot FTA construction so as to promote the development of foreign trade in our province.

　　The plan also proposes to speed up the construction of overseas marketing system. It supports companies to set up overseas branches and marketing outlets, merger with others and establish overseas subsidiaries, offices, business platform shops and exhibition center etc., and cross-border e-commerce enterprises to set up overseas warehouse. At the same time, construction of the demonstration zone of quality and safety of exporting goods and of products from their protected source districts will be carried out with focus on a number of Sichuan brands with high visibility and international competitiveness, thus enhancing the quality of exporting goods made in Sichuan.

　　The plan also proposes to develop port economy. With the basis of CDHTCBZ, Chengdu aerotropolis district, Qingbaijiang railway port, Luzhou port and bonded logistics center of Yibin port, the economic parks nearing airports, rivers and railways will be vigorously developed to provide a strong support for the steady growth of the province's foreign trade and its transformation. In addition, development of trade channels and carriers will be strengthened. We will actively participate in "the Belt and Road" construction to promote Yibin - Luzhou Port Development Zone and transportation linkage of Chengdu-Euro express railway.
