Sichuan Provincial Economic and Information Commission has recently published Guidance on Big Data Industry Development during the 13th Five-year Plan in Sichuan Province, defining that 4 highlands of big data is to be set, namely big data ecological construction, development and innovation, application demonstration and talent aggregation, with the core of data resources sharing mechanism and industrial integration and innovation.

　　Based on the “4 highlands”, this government document has put forward quantitative goals of different periods: the big data output value in our province is to exceed 50 billion yuan by 2018, and 100 billion yuan by 2022, driving increase of 300 billion yuan of relevant industries.

　　It has also set 5 main tasks to achieve the goals: optimizing the layout of big data industry, building its development ecosphere, perfecting the industry chain, cultivating new business formats, and strengthening construction of data security system. 8 key development projects have been arranged: the regional distribution of big data industry, its capacity support, optimization of ecological environment, construction of the whole industry chain, improvement of the government’s management, better services for people’s livelihood, cultivation and application of new business formats, and guarantee of industry security.

　　According the document, Sichuan Province will construct a national big data industry development cluster of Chengdu, Mianyang, Meishan and Luzhou, building centers of data resources agglomeration, data processing, application and services, as well as 4 competitive industrial modules with their own characteristics, namely intelligent manufacturing, big data circulation service, civil-military integration and information security; data application under the government administration, including supervision of market and food safety, monitoring and management of public areas as well as public safety, will be improved; the application of big data in social security services, transportation services, new intelligent cities, medical health services, smart tourism, targeted poverty alleviation and services for agriculture, rural areas and farmers, education and other livelihood services will be optimized; the integrated development of manufacturing industry and the Internet will also be deepened.
