Recently, Sichuan Provincial People’s Government has replied and approved the pilot scheme of relatively centralized administrative licensing reform, agreeing its implementation in 31 counties (cities, districts) including Jinjiang District of Chengdu, Fucheng District of Mianyang, Fushun County of Zigong, Longmatan District of Luzhou, Chuanshan District of Suining, and Yilong County of Nanchong.

　　It defines that the Administrative Examination and Approval Department, the administrative authority in 31 pilot counties (cities and districts) for relatively centralized administrative licensing, is set up as a department of the people's government at the corresponding level. When it comes into force, other departments shall not exercise the administrative licensing right which has been unified to the Administrative Examination and Approval Department.

　　It is required that pilot counties (cities, districts) shall establish a standardized and efficient administrative reconsideration and litigation mechanism to exercise relatively centralized power of administrative licensing. The Administrative Examination and Approval Department shall coordinate with other departments. Administrative approval system, such as the administrative law enforcement responsibility system and evaluation system of the supervision need to be improved in these pilot areas to strengthen supervision of a whole process on the implementation of this reform. The Administrative Examination and Approval Department and other authorities of the government affairs service hall shall strictly exam and approve administrative affairs in accordance with laws, regulations and procedures.
