Sichuan Province Alleviating Poverty by Education to Prevent Poverty Passing to Next Generations

  Sichuan Province has published Sichuan Province Poverty Alleviation through Education Program (2017-2020) Implementation Plan to increase the level of education in poor areas of Sichuan.

  Sichuan Provincial Department of Education said that the program covers 88 poor counties in 4 major areas---Qinling-Daba Mountain area, Wumeng Mountains, Liangshan Area of Yi ethnic group and the Tibetan Plateau, and 530 thousand school-aged children from filed poor households in another 72 counties as well as all kinds of schools with weak education resources.

  For preschool education, it is required to build at least public kindergarten in each township in poor areas. Administrative villages with proper conditions can set up an independent kindergarten or sub-kindergarten. This will gradually drive to the forming of preschool education service network in poor rural areas.

  For high schools, support for secondary vocational school students are strengthen for those from filed poor households, another 500 yuan of living allowance are added for one student each semester based on their former grant.

  In minority concentrated areas, 15 years’ free education program continues; public kindergarten teaching fees and public high school tuition for 3 years are exempted in 51 counties (city) in autonomous areas, and textbooks are free for all high school students. By 2020, the 2 years’ pre-school education in the autonomous areas will be basically achieved and the gross enrollment rate for that of 3 years will be 80%; the gross enrollment rate of high school will be 90% to make high school education available for all.

  In addition to the construction of school facilities, the program also pays attention to strengthening qualities and abilities of rural teachers. The position title (duty) evaluation, and employment and living treatment are favorable for rural school teachers. The policy of living allowance of no less than 400 yuan per month per teacher in poverty-stricken counties in the above 4 districts will continue. At the same time, excellent urban teachers are encouraged to work in rural schools; administrative system reform of "managed by counties and recruited by schools” for teachers in the compulsory education stage will be conducted.
