　　On this fertile soil with bold reforms, in the past five years, the registered capital system has been reformed: business entity living up to certain standards can directly apply for registration to the Administration for Industry and Commerce and then begin its operation after getting its business license; the annual inspection of enterprises has been replaced by annual report publicity; multiple certificates has been further integrated.

　　New Measures
　　Deepening Reform of Commercial System Comprehensively

　　Ms. Wu Guiyan, born in Huaying, Sichuan, runs a micro enterprise in metal recycling now. In order to expand the business scope, she inquired the business quality supervision window of local government affairs hall, thinking that she needed to go to the business department for Operators of Renewable Resource Recycling Registration Certificate, but to be told that now all the procedures can be handled in one window in the industrial and commercial sector. Therefore, with the first business license integrating 10 certificates of the past, Wu became the first person benefiting from the reform of “integrating multiple certificates into one” in Huaying. 　　Five years ago, it would take more than a month to finish all the procedures for a new company’s registration, while today, “Let data does more and companies do less”, epitomizes the new registration system of commercial affairs.

　　On March 1st, 2014, the commercial system reform has been fully implemented in Sichuan Province in accordance with the unified arrangement of the State Council. In March 2014, the registration system reform of registered capital was carried out: business entities living up to certain standards can directly apply for registration to the Administration for Industry and Commerce and then begin their operation after getting their business licenses; annual inspection of enterprises has been replaced by annual report publicity; and market access has been fully relaxed by residence registration relaxation and the registration process optimization.

　　On September 25th, 2015, Sichuan Province,ahead of other places in China, successfully conducted reform of “integrating 3 certificates into one business license and one unified social credit code” ----the hardest part in all commercial reforms.  

　　On October 1st, 2017, integration of multiple certificates for enterprises, individual industrial and commercial households and farmer cooperatives were carried out in the whole province.
 On February 22nd, 2016, the reform that people can apply for the business license first and then handle relevant certificates comprehensively began in our province and the supervision of the whole process has also been strengthened. In October, 2016, based on the integration of Business license, Organization Code Certificate and Tax Registration Certificate, Social Insurance Registration Certificate and Statistics Registration Certificate were added, thus 5 certificates integrated into one.

　　More Than 1 Million’sIncrease of Market Entities in the Past 5 Years 

　　Great achievements have been made in the reform of commercial system. Market entities have increased from 3.4415 million 5 years ago to 4.5062 million now, and the total registered capital from 3042.914 billion yuan to 9723.189 billion yuan, with respective increase of more than 1 million entities and 6.6 trillion yuan.

　　In 2013, there were 3.4415 million market entities (including branches) in Sichuan with actual registered capital (financial contribution) 3042.914 billion yuan. Among them, the newly registered market entities and capital were 510,100 and 365.791 billion yuan.

　　In 2014, the industrial and business administration of the whole province further implemented and enhanced various measures. From March to June, the newly registered enterprises in our province reached 55,990, accounting for 27.28% of the total amount in the western region; newly registered capital increased by 114.42%, 57.52 percentage points higher than the national average growth rate. By June of 2014, the actual registered capital in Sichuan reached 4265.195 billion yuan.

　　By the end of March, 2015, there were 3.6455 million market entities (including branches) in the whole province with registered capital of 5181.63 billion yuan. What's more, by the end of June, 2016, market entities in Chengdu reached 1.359 million and that of the whole province was 4.5062 million with registered capital of 9723.189 billion yuan by the end of June, 2017.

　　New Actions
　　Expanding Supervision to Escort Development 

　　In the past 5 years, thousands of law enforcement officials from industrial and commercial sector in Sichuan have retrieved losses of millions of yuan for consumers. The action of "Red Shield" may reflect their contribution.

　　Since the beginning of 2013, the industrial and commercial administration of Sichuan carried out special actions of "Red Shield" to consolidate market orders given the frequent fake and shoddy products producing and selling in the busy period of consumption during the New Year's Day and the Spring Festival.

　　In 2014, the industrial and commercial sector of our province registered and investigated 2734 cases of counterfeit and shoddy goods and 1480 cases of infringement of consumer rights.
 During the "Red Shield" action in 2015, the province's industrial and commercial departments accepted and handled 7535 consumer complaints and reports, retrieving 7.21 million yuan in economic losses of consumers.

　　In 2016, the industrial and commercial and market supervision departments accepted and dealt with 23,540 consumer complaints and reports, saving 29.325 million yuan of economic losses for consumers.

　　In 2017, special action of “enhancing commodity quality supervision” was conducted by industrial and commercial and market supervision departments to strengthen the commodity quality supervision of key livelihood goods. 7359 cases were investigated and recorded and inspections of 11,554 batches of commodities in circulation field were carried out. Besides, 4040 cases of non-conforming articles worth over 41.48 million yuan were dealt with and registered by different levels of industry and commerce and the market supervision department.

　　Apart from the "Red Shield" action, the sense of serving people has been embodied in thousands of heavy work of the industrial and business sector of Sichuan. With implementation of electronic registration of enterprises, people can finish all the procedures for registration within doors. It is known to all that agriculture development and farmers' well-being should be supported by commercial activities including making contracts with partners and use trademarks. Cracking down on fraud on elderly people and protecting their rights, officials direct their rational consumption and retrieve the losses of the elderly. Private enterprises have been well protected. In addition to laws and regulations, any action to obstruct or intervene nonlocal private enterprises operating in this region is forbidden.

　　At present, with deepening commercial system reform, significant increase of market players, and gradual optimization of economic structure, the market environment of Sichuan Province is getting better, breeding more and more employment opportunities. That means a good situation of entrepreneurship and innovation of the mass is being formed.
