The Total Import and Export Value of Sichuan Province From January to September Has Exceeded That of Last Year

  From January to September this year, the total export and import value of Sichuan Province reached 333.69 billion yuan, exceeding that of last year with an increase rate of 51.9% on year-on-year basis. Among them, the export value was 180.71 billion yuan, up by 46.7%, import value 152.98 billion yuan, up by 58.6%. Both were far higher than the overall growth of the whole country in the same period.
 
  In order to boost the developing speed of foreign trade, Chengdu Customs has conducted measures in response to the requirement of "simplifying customs clearance" from General Administration of Customs, P.R.China to solve the problem of high cost and complex procedures of import and export system. In this way, the business environment can be fully optimized, the clearance cost further reduced and its efficiency improved.

  These measures include improving examining and operation efficiency, deepening the reform of paperless customs clearance, expanding the use of electronic devices assisting customs clearance, perfecting customs transfer and cancel after verification mode, simplifying procedures of temporary imported aviation material declaration, the express direct return and exhibition filing formalities, strengthening cooperation of law enforcement with port departments, and optimizing the first-tier goods supervision process of Chengdu Hi-tech Comprehensive Bonded Zone, etc. With the multi-pronged approaches, Chengdu Customs has managed to streamline its business and handle them effectively and efficiently.

  In September, the export and import value in Sichuan registered 43.67 billion yuan with an increase rate of 27.1% over that of last year. The export value reached 20.08 billion yuan, hitting a record high with an increase of 48.5% on year-on-year basis, 5.6% more than the growth rate of 45.7% last month. The customs clearance efficiency has also been improved with foreign trade.

  Sichuan has been in the forefront of the country in its customs clearance efficiency in the first 8 months this year. Based on this, the customs clearance time has been further reduced in September. The average customs clearance time for export and import was 7.72 hours, and that for export was only 0.7 hour, respectively decreasing by 48.7% and 41.2% compared with that of 2016. Besides, the paperless rate in Chengdu customs district was 98.3%, ranking among the top in China.
