　　On October 11th, the teleconference of Sichuan Province to accelerate the development of "Internet + Government Services Model"was held, from which our reporter has learned thatour province's unified government service platform will officially run in December this year, when the government affairs in Sichuan will be handled in one website.

　　Gettinggovernment affairs handled within doors

　　What is the unified government service platform? Why can it make affairs done more conveniently within doors? Actually, the platform is also called the unified online government services platform. In Simple terms, it gathers all government services behind the only online “door”.

　　“Any government service in any department level can be dealt with in this website.”Officials of General Office of SichuanProvincial Government explained. This platform is to provideaffairs handling instructions, required materials and licenses, payment channels and relevant laws and regulations, etc. “Through the platform, people can get their affairs done in the website more conveniently even without going to any physical affairs halls.”

　　What’s more, the Internet may alsoprovide 24 hours’ service. “People can submit their applications and paytheir fines anytime and anywhere without the restrictions that if offline work windows close, their material cannot be submitted. Officials of General Office of Sichuan Provincial Government think it is one of the fundamental goals of government transforming its functions---- “serve the people and facilitate people’s life”.

　　“Let’s put it this way,handling government affairs in the future is just like shopping online today. You can get everything done at home.” Officials of E-government Affairs Officeof the provincial government said that the platform has terminals ofboth PC and mobile to meet different people’s needs. “People can download the APP and follow our WeChat subscription to check their credit value, pay a fine, switch or gettheir licenses, andinquire about life service information by their phones.”

　　Apart from different online choices, multiple choices offline are also available. Based on the unified government service platform of provincial level, Sichuan Province will advance to integrated the function of physical affairs halls and hotlinesof governmentservice with unified actions of provincial, city and county level. Namely, physical affairs halls will continue to play their role in providing government service including identity authentication and certificates handling as well asthe publicity, consultation and training of online platform.

　　Our reporter has learned from the conference that at present, major systems including the unified government service platform, portal website of government service, electronic certificate database, and identity authentication have been completely developed. Deyang, Mianyang and Ya’an as well as 5 provincial authorities including Science and Technology Department of Sichaun Province, the Department of Housing and Urban and Rural Development of Sichuan Province, Sichuan Provincial Department of Agriculture, Sichuan Provincial AdministrationforIndustry and Commerce, and the Administration of Quality and Technology Supervision of Sichuan Province PRC have undergone pilot tests. Officials of E-government Affairs Office saidit is expected to be available in the whole province in December.

　　Unified standards of government services

According tothe catalog of affairs under administration of provincial, city and county level as well as public service items, the name, conditions, permissions, materials, processes of affairs are being regulated by “one item, one standard and one code”. This will lead to the streamlining of affairs handling standards of different governmental level. The simplified standards will also be publishedthrough the portal website of Internet government service, APP, self-service machines, and brochures, etc.
