It has been revealed by The Comprehensive Innovation Office of Sichuan Provincial Committee of the CPC that the comprehensive innovation and reform pilot plans for 15 cities and prefectures have been compiled and handed Sichuan Provincial People’s Government for approval, signifying that 20 comprehensive innovation reform pilot plans covering 21 cities and prefectures in Sichuan have been completed.
According to the requirements of The Central Committee of the CPC, Sichuan will systematically promote comprehensive pilot innovation reform and Chengdu, Deyang and Mianyang will be the pioneering cities in sichuan. On this foundation, Sichuan has expanded the pilot zone to Tianfu New Area and Panxi Strategic Resource Innovation and Development Pilot Zone, promoted and duplicated the pilot experiences and measures of Chengdu, Deyang and Mianyang actively in other Sichuan cities, and encouraged other cities to conduct pilot in other fields combining their own features and form a pilot layout of “3+2+N".
Last August, Sichuan has released 5 systematically promoting comprehensive innovation and reform pilot plans for Chengdu, Deyang, Mianyang, Tianfu New Area and Panxi Strategic Resource Innovation and Development Pilot Zone. Simultaneously, other cities and prefectures have initiated to formulate their own plans as well. By now, all other 15 cities have been completed and handed over to Sichuan Provincial People’s Government. By now, 20 pilot plans have been completed covering 21 cities and Tianfu New Area.
In September, 2016, Sichuan has released 9 lists for comprehensive reform, civilian-military integration development reform and so on which has been the implementation designing maps for comprehensive innovation and reform “Project 1”. According to these 9 lists, Sichuan has also released Sichuan 16 Policies for Encouraging Technical Talents for Innovation and Entrepreneurship, promoted reform measures including the independence in wage distribution for workers in companies and units. Sichuan has also carried out research achievement transformation and equity encouragement and other reform measures for 42 scientific units and 32 colleges. Sichuan has also organized to promote the research on 110 major and core technologies, accelerated to construct a batch of key innovation platforms, constructed 3 national level incubators and 33 national level massive maker spaces in 2016. The number of national level and provincial level laboratories has increased by 30 with the growth rate of 30%.
Civilian-military integration is the most obvious task for Sichuan to systematically promote comprehensive innovation and reform pilot. Sichuan has explored new mechanism for civilian-military integration in 2016, reasonably solved the problems in accessibility, procedure and information and so on, increased another 10 private enterprises participating into national defense technical industry, constructed the only civilian and military technology trade platform in China, and built a large technical resource sharing platform covering about 100 well-known experts, 15 key laboratories, 300 enterprises and over 2,000 large precision instruments and so on, established a provincial level civilian-military integration industrial development fund with 10 billion yuan, established civilian-military integration hi-tech industrial alliance, established strategic cooperation relationship with 12 central military units and China Academy of Engineering Physics, promoted the construction of 10 civilian-military industrial bases, and located the investment of 57 billion yuan.
In 2017, Sichuan will vigorously promote comprehensive innovation and reform pilot and accelerate to foster new engine for economic development. Relevant responsible official from The Comprehensive Innovation Office of Sichuan Provincial Committee of the CPC revealed that in 2017 Sichuan would further implement the 9 lists and accelerate to promote the 30 categories of reform tasks authorized by the Central Committee. Sichuan would also strive to smooth the channel for civilian-military integration, accelerate to establish the leading and working schemes jointly participating by Sichuan and the army, grasp the development of 10 civilian-military integration industrial bases, open the combining channels for technologies and economy, implement 15 technical transformation special action, smooth the channel between technologies and finance, vigorously develop angel investment, venture investment and equity investment, strengthen innovation industrial supporting, implement a batch of innovation projects including satellite application and so on, strengthen innovative talent supporting, deepen strategic cooperation between universities and Sichuan, and accelerate to construct innovation-driving talent development demonstration zone.
