On June 13th, Mr. Wang Dongming, Secretary of Sichuan Provincial Committee of the CPC, and Mr. Yin Li, Vice Secretary of Sichuan Provincial Committee of the CPC, Governor of Sichuan Provincial People's Government, led a delegation to inspect and learn in Chongqing to further deepen in-depth cooperation between Sichuan and Chongqing, promote the growth of Chengdu-Chongqing Economic Zone, and promote to construct Chengdu and Chongqing city group into higher levels.

　　Mr. Sun Zhengcai, Member of the Political Bureau of the CPC Central Committee and Secretary of Chongqing Municipal Committee of the CPC, Mr. Huang Qifan, Vice Secretary of Chongqing Municipal Committee of the CPC and Mayor of Chongqing Municipal Peoples’s Government, attended relevant activities.

　　While in Chongqing, the delegation headed for Chang'an Automobile Engineering Institute to inspect the self research and development, industrial development for new energy automobiles and the construction of national major laboratories, went for Liangjiang New Zone Planning Display Hall for urban planning and reform for national platforms in promoting innovation and reform, headed for Liangjiang New District Internet Industrial Park for “Internet + Industrial Park” smart platform system and fostering and developing public innovation platform, headed for Zhubajie Internet Company for their innovation, operation and ideas. They had been learned and thought on the whole way. The prosperous development of Chongqing had left a deep impression on the delegation.

　　After the inspection, Chongqing Sichuan Deepening Cooperation Seminar was also held. Mr. Sun Zhengcai and Mr. Wang Dongming delivered a speech respectively. Mr. Huang Qifan and Mr. Yin Li introduced the social and economic development of Chongqing and Sichuan respectively, and signed 2016 Major Work Schemes for Deepening Sichuan and Chongqing Cooperation on behalf of Chongqing and Sichuan respectively. Before the seminar, relevant departments, cities and counties also signed 10 special cooperation agreements, including emergency management, industry and information, human resources and social security, Sichuan opera development and rock cave protection, regional food and drug safety guaranteeing, supervision on information and communication industries, joint construction of industrial parks and so on.

　　On behalf of Chongqing Municipal Committee of the CPC and Chongqing Municipal Peoples’s Government, Mr. Sun Zhengcai extended sincere welcome to the coming of Sichuan delegation. He mentioned that in recent years, Sichuan had implemented “three major development strategies”, promoted two leapfrogs, and achieved new chapters in all terms of events. There were multiple good experiences in Sichuan’s social and economic development which Chongqing should learn from. Last May Chongqing delegation had inspected and learned in Sichuan and one year later, Sichuan counterparts also learned in Chongqing, indicating the deep affection between Sichuan and Chongqing which would definitely promote the in-depth cooperation and faster development.

　　Mr. Sun Zhengcai said that since the signing of Sichuan-Chongqing Cooperation Momentum, Sichuan and Chongqing had worked hard to promote 18 major cooperation events in 6 fields. Meanwhile fields including industrial development. infrastructure linkage, marketing integration, information sharing, public services, environmental and resource protection and so on had achieved plentiful fruits. Long-term mechanism for cooperation and development and been formed gradually. As the construction of “One Belt and One Road” and the Yangtze River Economic Belt, as well as the releasing Pfizer Planning Scheme of the Yangtze River Economic Belt, Development Planning for Chengdu and Chongqing City Group and so on, cooperation between Sichuan and Chongqing had encountered with new opportunities and tasks. We should thoroughly implement the spirit of President Xi Jinping’s speeches and the requirements of the Central Government, firmly establish new development ideas, further optimize the thoughts and measures for mutual development and cooperation, and jointly promote mutual cooperation to step onto new stages. Firstly, we should adhere to the leading role of reform. We should pay more attention on deepening mechanism reform, give full play of the leading function of Sino-Singapore (Chongqing) Strategic Linkage Demonstration Project and the construction of Sichuan Comprehensive Innovation Trial Zone and so on, and accelerate the steps of regional economic integration. Secondly, we should adhere to question orientation. We should focus on precise highlight and target, jointly find the key circles and disadvantages blocking in-depth cooperation, and solve these difficulties. Thirdly, we should adhere to marketing orientation. We should give full play of the decisive function of marketing and the government role in resource allocation, promote resource elements to achieve free flow and optimized allocation of resources in regions. Fourthly, we should adhere to achieving breakthroughs in major fields. We should seize the major parts in ecological construction, industrial development, infrastructure, public services, and so on, strengthen coordinating and integration, and ensure that all the cooperation matters could be implemented. He hoped that Sichuan and Chongqing could work together to promote win-win development and cooperation and yield more remarkable achievements.

　　Mr. Wang Dongming said that in recent years, Chongqing had yielded obvious achievements in economic and social development, created and accumulated many good experiences in industrial upgrading and transformation, rural and urban reform integration, opening cooperation, financing reform and innovation and so on. Sichuan should learn from Chongqing. The historical tie between Sichuan and Chongqing had been established in a long term. The economic and cultural exchanges had been long as well. Especially since the signing of Sichuan-Chongqing Cooperation Momentum, under the supporting of the CPC committee and government, relevant department and cities had closely communicated with each other, gradually promoted the settlement of cooperation matters. Sichuan and Chongqing cooperation had entered into new stages which had laid solid foundation for further cooperation. Currently, Sichuan and Chongqing cooperation had embraced with new department advantages and conditions. The continuous implementation of “One Belt and One Road”, The Yangtze River Economic Belt, and a new round of Western China Development and so on had brought along major historical opportunities for the development of Chengdu and Chongqing city group. Especially when President Xi Jinping held a seminar in Chongqing, he had made new directions for the development of the Yangtze River Economic Belt and Chengdu Chongqing City Group.

　　Mr. Wang Dongming said that Sichuan and Chongqing had signed “1+10” cooperation agreements, carefully implemented the important speeches of President Xi Jinping and the deployments of the Central Government, arranged major tasks and projects of 2016 Sichuan and Chongqing cooperation, indicating that the cooperation between Sichuan and Chongqing had entered into deeper levels and higher levels. We were willing to work with Chongqing to seize historical opportunities, enhance cooperation mechanism, expand new cooperation fields, accelerate to promote the development of Chengdu-Chongqing Economic Belt and Chengdu-Chongqing City Group, and make more contributions for serving national strategies. Mr. Wang Dongming had also proposed 6 suggestions for deepening the cooperation between Sichuan and Chongqing. Firstly, we should strengthen cooperation in environmental protection, jointly construct the ecological barrier in the upstream of the Yangtze River. Secondly, we should further enhance infrastructure linkage and construct three dimensional transportation corridor in the upstream of the Yangtze River. Thirdly, we should further enhance the cooperation in high-end industries such as advanced manufacturing to jointly construct the modern industrial bases in the upstream of the Yangtze River. Fourthly, we should further enhance cooperation in cultural tourism to construct the golden tourism belt in the upstream of the Yangtze River. Fifth, we should further strengthen education and medical cooperation to construct public service integration development mechanism. Last, we should further strengthen cooperation in element market to construct Sichuan and Chongqing regional market.
