Sichuan’s PPP work has stepped into a new stage. To promote the enthusiasm of private capital participating into PPP projects, Sichuan has released multiple measures including project management, policy specifications, and technical supporting to ensure comprehensively the transparency, specifications and long-term operation of PPP projects.

　　Relevant responsible officials from Sichuan Provincial Department of Finance introduced that Sichuan has released Measures for Promoting Cooperation between Sichuan Provincial People’s Government and Social Capital in order to construct the whole life circle management mechanism system and long-term promotion mechanism for PPP projects. Sichuan has also released a series of promotion measures, including formulating measures for PPP comprehensive subsidy funds to provide financing cost subsidies and oriented financial subsidies to demonstration projects. Moreover, Sichuan has also established PPP investment guidance funds to guide social capital involving into the investment and operation of PPP projects.

　　Sichuan has also highlighted on the authority releasing, transparency and standardization of process of these projects to erase information barriers and promote private capital to participate. By the end of March, 2016, there have been a total of 736 projects enlisted into PPP comprehensive information platform project base of the Ministry of Finance with the investment volume of over 700 billion yuan, making Sichuan rank No. 3 in China in terms of number and No. 4 in terms of investment volume. Next, Sichuan will release financial expenditure and budget management measures for PPP projects, formulate management measure for PPP project bases and management standards for comprehensive information platforms, as well as supporting policies and management measures in major fields including transportation, municipal administration, environmental protection and so on.
