Since December 1st, Sichuan will fully implement three-certificate integration registration system, including individual business license, tax registration certificate, and social security registration certificate. This is another innovative measure for Sichuan to deepen business systematic reform. This measure will benefit about 3 million individual industrial and commercial households. The news was learned from Reform Briefing Conference of Sichuan Implementing Three-Certificate Integration for Individual and Commercial Households held on November 28th.

　　Three-Certificate Integration for Individual and Commercial Households indicates that the former 3 applications of individual and commercial households for business license from industrial and commercial administrations, for tax registration certificate from tax departments and social security registration certificate from social security departments will changed into a business license released by industrial and commercial administrations with a united social credit code on it. The new business license integrates the former functions of business license, tax registration certificate, and social security registration certificate. Tax departments and social security departments will not release relevant certificates any more. ”The integration of these three certificates simplifies the whole process of registration for individual industrial and commercial households.” Mr. Shen Jian, Deputy Director of Sichuan Provincial Administration for Industry and Commerce, indicated that after reforming, every individual industrial and commercial household will have their own unique 18-digit united social credit code. The code will still be left for checking even the license has been canceled. This measure means that after a series of reform, Sichuan marketing bodies will all adopt united codes as the only identification codes.

　　What should be noticed is that the policy of three-certificate integration will be used for all individual industrial and commercial households, including individual industrial and commercial households established by Hong Kong citizens, Macao citizens, Taiwan citizens, and Taiwan farmers. Individual industrial and commercial households could change their original business licenses for new ones without any fees.
