Chengdu Tianfu International Airport Economic Zone Planning Outline (hereafter referred to as The Outline) has been recently released. Approximately 300 square kilometers area around this new airport will be constructed into airport economic zone, built into a demonstration of green and low carbon development, a window of opening and cooperation, and a carrier of fostering and developing new driving forces. It will provide powerful support for the development and opening of Sichuan, even the whole Western China regions and foster emerging driving forces for Sichuan.
Covering 12 towns of Chengdu and Ziyang with the starting region of 35 square kilometers
The total planned area of this airport economic zone reach 298 square kilometers, consisting of Chengdu region and Ziyang region. Chengdu region includes 9 towns (some are partial) of Jianyang, Chengdu with the total area of 199 square kilometers. While Ziyang region covers 3 towns (some are partial) of Yanjiang District, Ziyang with the total area of 99 square kilometers.
The Airport Economic Zone is oriented as national level international aviation hub, national level inland airport economic development demonstration zone, important innovation and entrepreneurship base in Western China region, and critical modern airport new city in Western China. The Outline proposes that by 2020, supporting infrastructures for transportation, port, logistics, business services and so on will be completed to offer comparatively settlement conditions for enterprises. The starting area will amount to 35 square kilometers with completed layout. By 2030, the Airport Economic Zone will be fundamentally finished to form an industrial system oriented by advanced manufacturing and modern service, create an industrial agglomeration in airport manufacturing, aviation services, airport logistics and so on, and construct international-class infrastructure and public service facilities, gather high-end elements including talents, technologies, funds, information and so on, and develop into an important exchange center in China.
Building modern airport industrial system and layout with 5 functions
The construction land is merely 135 square kilometers in this 300 square kilometers Airport Economic Zone, indicating the highly industrial concentration. The Outline has specified to highlight on developing advanced manufacturing with strong aviation guidance and high added value, modern service in intellectual intensive type and capital intensive type, and modern international, high-end and special airport industrial system.
In order to comply with the comprehensive airport function layout and strengthen the interaction with Tianfu New District, The Airport Economic Zone will focus on constructing 5 function groups, including airport service, airport logistics, aviation research and development, airport manufacturing, and airport comprehensive service to lead airport industries achieve agglomeration and form a spatial development pattern of “one district, two regions and multiple function groups”.
Chengdu region will focus on developing relevant industries closely related to airport operation, such as airport logistics, comprehensive bonded services, aviation manufacturing, aviation maintenance and so and moderately develop relevant businesses such as headquarters economy, research and designing, business services and so on. While Ziyang region will highlight on developing airport guidance industries such as airport manufacturing, high-end business, tourism and vacation and so on to enhance urban supporting functions.
Airport service group will attract domestic and international high-end airline headquarter resources and construct comprehensive aviation transportation service guaranteeing base. Airport logistics group will form an international modern comprehensive logistics system integrated storage, transit, distribution, processing and so on. Aviation research, developing and manufacturing group will construct into an important aviation manufacturing and technology innovation base in Western China Region. Airport manufacturing group will develop cutting-edge manufacturing with high airport reliance and high added value. Airport comprehensive service group will construct aviation business zone, high-end living districts and airport satellite city.
Creating air-sea-land interlinking transportation system to enhance transportation transformation abilities
The Outline has proposed to create the Airport Economic Zone into a critical carrier for Sichuan to link with the world and form an opening land with the Yangtze River Economic Belt. It will highlight on western forward, influence Europe, Central Asia, Western Asia, South Asia, and Southeast Asia, integrate into European Economic Circle and Asia-Pacific Economic Circle, expand cooperation with countries along “One Belt and One Road” in fields such as energy resources, electronic information, equipment manufacturing, aviation, aerospace, project constructing and so on, vigorously develop service trade, enhance cooperation with ASEAN and Southern Asian countries, enlarge cooperation with Japan, South Korea and Australia in electronic information and agriculture and so on, and promote high-end cooperation to become an important door and carrier for west towards reform.
Specifically, to construct an modern sea-land-air interconnected transportation system, it will concentrate on Tianfu International Airport, link in the north with Qingbaijiang Railway Container Terminal, reach Yibin Port and Luzhou Port in the south, integrate Shuangliu Airport in the west, and form an outside transportation network with rails and highways. Meanwhile, it will also create a comprehensive passenger hub integrated with rail, highways, and airways and so on, accelerate inner road network construction and enhance transportation transformation abilities. The Outline has also proposed to actively strive for the inclusion in free trade zone and implementation of corresponding policies in the Airport Economic Zone.
