On April 29th, Mr. Wei Hong, vice secretary of Sichuan Provincial Committee of the CPC and governor of Sichuan Provincial People’s Government, presided over a symposium in Chengdu to research on the thought method and focus of implementation of “Internet Plus” in Sichuan. He required to foster a sound environment for Internet enterprises to grow freely, integrate all efforts to grasp opportunities, and promote “Internet Plus” strategy to achieve immediate results in certain key fiends.

      In recent years, Sichuan has promoted and upgraded information infrastructure, deepened the strategies such as Broadband Chinese, smart city, information in favour of the public, and so on, witnessed the rapid development of information consumption, improved greatly government information level, and been equipped with relatively strong comparative advantages to develop Internet economy. Currently, China is making “Internet Plus” action plan from the national level.
　　
      Sichuan Development and Reform Commission, Sichuan Provincial Economic and Information Commission, Sichuan Provincial Department of Commerce, Sichuan Provincial Department of Transport and other government departments, together with some basic telecommunication enterprises such as Sichuan Telecom, Sichuan Mobile, and Sichuan Unicom, listed the major elements in promoting the key fields such as “Plus Manufacturing”, “Plus E-Commerce”, “Plus Transportation”, “Plus Agriculture”, “Plus Culture” of “Internet Plus” strategy and major facts of policy top design, basic infrastructure construction, advantageous resource integration and so on, and proposed opinions and suggestions concerning recent work focus and accelerating promotion.

      After listening to the reports carefully, Mr. Wei Hong pointed out that “Internet Plus” strategy involves all aspects of economic and social development, which would change traditional commodity circulation mode through Internet e-commerce, improve the producing management and marketing modes of traditional manufacturing enterprises through Internet information technology, and integrate government public service through Internet big data and cloud computing. Internet Plus is the new engine of Sichuan to achieve economic transformation and upgrading in new normal. Sichuan is equipped with comparative advantages in information infrastructure, Internet industrial bases, market space, innovation and so on. Therefore, the government should response actively the enthusiasm of all parties to participate in “Internet Plus” strategy, build a sound environment for Internet enterprises to grow freely, integrate all efforts to grasp opportunities, and promote “Internet Plus” strategy to achieve immediate results in certain key fiends. We should also pay close attention to the schedule of making “Internet Plus” action plan from the national level, and formulate our docking provincial implementation timely. We should accelerate to formulate the work focus to promote “Internet Plus” strategy from the provincial level and dock timely with relevant enterprises with platform and technology requirements. We should carry out deep research on implementation of “Internet Plus” strategy and consider building Internet Plus development research institute and formulate special planning in Thirteen Five Plans. Moreover, we should accelerate to build organization and coordination mechanism of implementing “Internet Plus” strategy in order to solve difficult problems in the process of implementing “Internet Plus” strategy. We should also research to specify the supporting policy and working measures of implementing “Internet Plus” strategy.
