Sichuan Will Realize Direct Interconnection with Major Economic Entities

      “Sichuan Province logistics development middle-term and long-term planning (2015-2020)” was issued lately. It proposes to build Sichuan into the best port service system in western part of China, which will become a bridge tower leading to Europe.

      By 2020, a basic modern logistics service system will be built, which is economic and convenient, efficient, safe and reliable, green and environmentally friendly with smooth flow of goods; hence to build Sichuan Province into a logistics hub in western part of China which links the Silk Road Economic Belt to Yangzi River economic belt.

      Sichuan will construct and complete China’s fourth-largest international aviation passenger and cargo hub, the largest international railway logistics hub and the largest highway logistics hub in western part of China.

      Recently, the provincial government issued “Sichuan Province logistics development middle-term and long-term planning (2015-2020)”. According to this planning, by 2020, a basic modern logistics service system will be built, which is economic and convenient, efficient, safe and reliable, green and environmentally friendly with smooth flow of goods, therefore to build Sichuan into a logistics center in western part of China, a logistics hub which links the Silk Road economic belt to the Yangtze River economic belt.

      According to related officials from provincial government logistic office, the biggest bright spot of the planning is that it provides a more reasonable space layout. This planning puts forward a policy: to combine with industry development trends and build a array of important logistic nodes according to the layout of the province's productivity and the overall transportation system planning; hence form a logistics space layout with“a core, five poles, multi-points”. By reasonable localization and coordination and distribution of labor, a spatial distribution framework of the logistics industry will be build, which is focused, hierarchical clear, fully functional.

      Optimize the core logistic hub. Further emphasize Chengdu’s core status as it is the national logistics node cities and the main logistics hub of Sichuan province, thus to guide the logistics industry and achieve rapid development. Comprehensively boost the construction of Chengdu logistic hub by using its air-ground combined transportation advantages, economic function as a megacity and Tianfu New District Planning and Construction. The “Five Poles” of development are logistics growth pole along the Yangtze River, logistics growth pole of northern Sichuan, logistics growth pole of northeastern Sichuan, logistics growth pole of Panxi, and logistics growth pole of central Sichuan. Foster more logistic hubs. Relying on adjacent counties with strong economy or large population, industry concentration area and hub station, Sichuan makes a plan to construct logistics nodes among provinces to promote the development of covering areas or the ones accelerating commerce circulation, supporting relative industries and near the transportation hub, and focus on the construction of logistics park, transport facilities, and the express mail distribution center. The planning also points out to further improve the professionalization, modernity and internationalization level of logistics, strive to develop the logistics industry with an average annual growth of around 8.5%, try to increase the proportion of third-party logistics significantly, spread the use of new logistics equipment and latest technology, and finish the building of a service system aiming to offering the best port service in the west and the bridgehead towards Europe to realize the straight connection among major economies in the world.

      Further complete logistics infrastructure. Further unblock the logistic channel; blend in the development of “One Belt One Road” economic belt and Yangtze River economic belt. Build Sichuan into China’s fourth-largest international aviation passenger and cargo hub, the largest international railway logistics hub and the largest highway logistics hub in western China.   

      Significantly enhance the competitiveness of logistics enterprises. Foster more than 30 major logistic enterprises whose main business income surpass 500 million yuan and more than 15 logistic enterprises whose main business income is over 1 billion yuan. Introduce more than 100 large well-known international and domestic logistics enterprises. The number of national 5A-class logistics enterprises reaches 5 or more.

      Significantly reduce Logistics costs. The total logistic costs of the whole society to the gross regional production ratio drops to 16% approximately. This planning also proposed to encourage those logistics enterprises to promote their core competitiveness, operating efficiency and service level through the establishment of strategic alliances.

      Accelerate the construction of 10 major projects including multimodal transport project, logistics park project, logistics enterprise training projects and so on.
