“Thousand-talent Program of Sichuan Province” Introduce 441 Outstanding Talents

  Innovate talents institutions and mechanisms and introduce talents according to the provincial strategy

  In late December, 2014, the list of candidates and teams attaining the financial support from the “Thousand-talent Program of Sichuan Province” was officially published. A total of 109 talents and 10 teams setting up their own career would receive the one-time funding from 500, 000 to 500,000,000. Up to now, in urgent need of talents for development, Sichuan has introduced 441 talents and 33 outstanding teams through the “Thousand-talent Program, in which there are 144 talents entering into the “National Thousand-talent Program” and thus rank the first in Southern China. This program has also promoted areas of Sichuan to introduce more than 29,000 professionals, providing strong support for the innovation and industrial upgrading.

  In Essential, the innovation-driven development is talent-driven. But the shortage of outstanding talents has become a bottleneck restricting the innovation-driven development. In this regard, Sichuan plans to introduce 1000 talents and 100 innovative entrepreneurial teams in five years, expand the radius for introducing talents from all over around the world, corporate with universities of Sichuan and participate in the global talents competition actively in a global horizon and open mind with New and High Technology Overseas and High-end Talent Fair as a platform.

  Last year, Sichuan organized four teams going to the United States, Canada, Britain and other places to introduce talents and held many job fairs at Harvard University, the University of Chicago, University of London and other well-known overseas universities and Silicon Valley to attract overseas outstanding talents and projects settled in Sichuan. At the same time, relying on the platform of New and High Technology Overseas and High-end Talent Fair, Sichuan also held overseas talent and technology cooperation forums and other special activities extensively, promoting more than 200 high-level overseas talents signed contracts with 45 provincial. Sichuan also signed a strategic cooperation agreement with Tsinghua University and held “Sichuan - Tsinghua Recruitment Week” attracting more than 700 people from Tsinghua University, Peking University and other famous universities.

  As one of the teams selected into the “Thousand-talent Program of Sichuan Province” last year, lead compound screening team is from Chengdu Pilot Drug Development Co., Ltd. which was founded by Dr. Lee Jin who had studied in British in 2012. After the effort of nearly three years, Pilot Drug Development has gathered a research team of 86 people including 14 PhDs and established a one-billion scale DNA coding compound libraries and commanded about 30 kinds of biological targets screening capabilities while there are only 3 foreign companies having the ability to provide this kind of technology currently.

  While trying to solve the talent shortage problem, Sichuan actively solves the talent inapplicable and unused problem. Status quo talent and technology contribution to economic growth rate is low, Sichuan broke the common practice of paying more attention to application rather than the results, explored the establishment of a talent incentive mechanism oriented in market demand and talents’ competence, published policies to promote the innovation and entrepreneurship for college students and scientists. According to those policies, at least 70% of the proceeds transferred from the achievements made by the stuff in research institutes and universities go to the person or team and 100% of proceeds transferred from the achievements of independent research and development go to the research or the team. In addition, Sichuan also granted 2,000,000 to 3,000,000 to the demonstration club for the innovation and entrepreneurship of college students, and fund tens of thousands to college students in order to achieve market-oriented industrialization of scientific and technological achievements and talents, providing qualified conditions for students who aims at innovation and entrepreneurship.

  Those favorable policies have stimulated technical talents college students. Until now, Sichuan has prized eight provincial students innovation and entrepreneurship demonstration clubs and nine demonstration gardens in the first batch, promoted the establishment of 38 students club, supported more than 6,000 college graduates setting up their own business and pushed a group of college students and technology professionals to innovate or become an entrepreneur. Now the province’s invention patents are growing at a speed of more than 30% year after year.

  In terms of the problem that the distribution of talents is not suited for the coordinated regional development, Sichuan introduced incentives to guide health professionals to serve the grassroots and carried out persistently activities of thousands of cadres helping the development of Tibetan areas and supporting poverty-stricken areas. There were a total of more than 1,100 health professionals serving the grassroots and 3,000 talents going to the Tibetan areas and poor areas in urgent need of talents. Meanwhile, Sichuan introduced talents in great need from Tsinghua University, Peking University and other famous universities in the country and arranged them to work at city authorities, county authorities and towns, promoting all kinds of talents going to the grass-roots and remote areas.

  Adhering to the combination of "going out" and "come in” in order to achieve the goal of both introducing and making good use of, Sichuan has built a talents development system featuring introducing openly, educating strategically and use scientifically, stimulated the energy of talents in setting up career and promoted a number of high-level talents to the fore, improving constantly the matching rate between talents service and the overall development in order to make sure that talents contribute more and more for the development.
