Chengdu Customs Supports Building Western Prospective FRZ

  In order to support building Chengdu Hi-tech Comprehensive Free Trade Zone into prospective free trade zone in western China, with the help of General Administration of Customs of the PRC and based on the real situations of Sichuan, Chengdu Customs has tried 8 policies among all the 14 policies on Chengdu Hi-tech Comprehensive Free Trade Zone so as to make full preparations for integrating with policies issued by Shanghai Pilot Free Trade Zone.

  In the first half of 2014, Shanghai Pilot Free Trade Zone has released 14 supervising service policies which could be copied and promoted. Currently, Chengdu Customs and Sichuan Development and Reform Commission are studying transplanting replication solutions of Shanghai Pilot Free Trade Zone. Besides, Chengdu Customs has approved to General Administration of Customs of the PRC for promoting Sichuan Customs Special Supervision Area as the first batch of pilot areas. If this were approved, reform and innovative policies of Shanghai Pilot Free Trade Zone would be promoted comprehensively in Sichuan.

  Among the 8 implemented policies, 6 policies are concerning the optimization of customs clearance procedures, including implementing self transportation system in special supervision areas, unitary system of cancel after verification on processing trade, centralized reporting system, simplified clearance accompanying documents, centralized collective tax system, intelligent customs examination and passage management system.

  Sichuan Customs is sparing no efforts to promote Sichuan clearance integration construction in all areas and fields. Last June, “smooth communication” was firstly initiated between Chengdu Hi-tech Comprehensive Free Trade Zone and Chengdu Shuangliu Airport. 10 clearance procedures had been simplified, reducing 15 million yuan of operating cost. Through a series of reform, the average operating time for exports in Chengdu Customs area has been reduced to 0.3 hour while 0.1 hour in Chengdu Hi-tech Comprehensive Free Trade Zone. By the end of 2014, it is expected that Sichuan could achieved clearance integration in all areas, laying a solid foundation for joining into Yangtze River Economic Area clearance integration.

  Another 2 reform policies are concerning expanding bonded function. One policies is bonded display trade system. At present, Chengdu Hi-tech Industrial Development Zone and Shuangliu Park have built bonded display trade system, i.e. imported food trading center. Another is domestic and foreign maintenance system. Foxconn in Chengdu Hi-tech Comprehensive Free Trade Zone has become first batch of pilot maintenance company for products sold in domestic market approved by General Administration of Customs of the PRC. Sichuan International Aero Engine Maintenance Company jointly invested by Air China and Snecma Safran Group has been settled in Shuangliu Park. Currently, Ministry of Commerce has approved it to develop overseas bonded maintenance of CFM56 series engines. After the project is completed, it will be the most competitive aviation engine maintenance base in the world.

  In the first half of 2014, the export-import volume of Sichuan has reached 206.53 billion Yuan, up 10.1%. The export-import volume of Chengdu Hi-tech Comprehensive Free Trade Zone accounts for over 40% of that of Sichuan, ranking second among 30 comprehensive free trade zones in China.
