Sichuan Provincial Commission of Ethnic and Religious Affairs ( Ethnic and Religious Affairs Commission of the CPC Sichuan Provincial Committee)

  According to Notice of CPC Sichuan Provincial Committee and Sichuan Provincial People’s Government about Issuing Transformation of Government Functions and Reform Plans of Institutions of Sichuan Provincial People’s Government and about the Implementation Suggestions on Transformation of Government Functions and Reform Plans of Institutions of Sichuan Provincial People’s Government, Sichuan Provincial Commission of Ethnic and Religious Affairs (the Ethnic and Religious Affairs Commission of the CPC Sichuan Provincial Committee) is established. Sichuan Provincial Commission of Ethnic and Religious Affairs is an institution of Sichuan Provincial People's Government in charge of ethnic and religious affairs in Sichuan, while the Ethnic and Religious Affairs Commission of the CPC Sichuan Provincial Committee is a functional department of the CPC Sichuan Provincial Committee responsible for ethnic and religious affairs in Sichuan.

  First, Function Adjustment

  1. Integrated Functions

  Integrating the original responsibilities of Sichuan Provincial Commission of Ethnic Affairs (the Ethnic Affairs Commission of the CPC Sichuan Provincial Committee), Religious Affairs Bureau of Sichuan Provincial People's Government into the functions of Sichuan Provincial Commission of Ethnic and Religious Affairs (the Ethnic and Religious Affairs Commission of the CPC Sichuan Provincial Committee).

  2. Concealed Responsibilities

  Concealing administrative approval matters announced by Sichuan Provincial People's Government.

  3. Decentralized Responsibilities

  Decentralizing administrative approval matters and other responsibilities needed to conceal announced by Sichuan Provincial People's Government.

  4. Increased Responsibilities

  Promoting the management of legalization and socialization of ethnic and religious affairs.

  5. Strengthened Responsibilities

  (1) Strengthening the guidance of urban ethnic affairs and coordinating the relationships of urban ethics.

  (2) Strengthening the guidance of work of scattered ethic minorities and minority townships in Sichuan.

  (3) Reinforcing the function of directing the work in relation to languages of ethnic minorities.

  (4) Reinforcing the guidance of religious societies and religious colleges.

  Second, Major Functions

  1. To implement the principles, policies, laws, regulations of the Party and national investment promotion as well as the decisions and deployments of the CPC Sichuan Provincial Committee and Sichuan Provincial People's Government on ethnic and religious affairs; to draft local laws and regulations on ethnic and religious affairs; to coordinate to promote administration by law within its system; to implement the responsibility system of administrative enforcement; to safeguard legitimate interest of minorities; to liaise with ethnic autonomous areas and to supervise and guide the implementation of laws on regional ethnic autonomy. 

  2. To carry out researches for theories,policies and major issues concerning ethnic affairs; to be in charge of collect and analyze ethnic and religious situations and information, and to offer policy advices in relation to ethnic and religious affairs.

  3. To coordinate with other related departments to perform duties on ethnic and religious affairs; to promote the management of legalization and socialization of ethnic and religious affairs; to enhance the implementation and convergence of ethnic and religious policies in relevant fields such as economic development and social undertakings; to guide the work on ethnic and religious affairs in Sichuan.

  4. To analyze and put forward work suggestions on coordinating ethnic relationship and religious relationship; to handle with major issues concerning ethnic relationship and religious relationship with other departments; to participate in safeguarding social stability of minority regions; to promote unity among all ethnic groups and make a converted effort to achieve prosperity and development for all and safeguard national unity.

  5. To draft provincial specialized plans for the development of the ethnic minority undertaking,as well as supervising and examining the implementation of such plans; to participate in drafting economic,social and other development plans for ethnic minorities and ethnic regions; to promote the establishment and improvement of a comprehensive appraising and monitoring system for the development of the ethnic minority undertaking; and push forward the ethnic affair service system and the ethnic affair administration information.

  6. To study and analyze issues concerning economic development and social undertakings of ethnic minorities and ethnic regions in the province,as well as providing special policy advices; to assist the provincial CPC committee and the provincial government in ethnic affairs involved in the projects for the well-being of people in ethnic regions; and to coordinate scientific and technological development,counterpart aid, economic and technological cooperation, immigration, poverty reduction and development,etc. in ethnic regions.

  7. To organize and direct publicity and educational activities to popularize ethnic policies, laws, regulations and basic knowledge throughout the province; to conduct awarding ceremonies for the unity and progress of ethnic groups on behalf of the provincial government; to guide urban ethnic affairs and coordinate the relationships of urban ethic groups; to guide work of scattered ethic minorities and minority townships in Sichuan and to coordinate major ceremonies in national autonomous areas.

  8. To administer the work in relation to languages of ethnic minorities in the province; direct the translation and publication of materials in languages of ethnic minorities,as well as the collection,sorting and publication of ancient books of ethnic minorities.

  9. To fulfill the functions of administering religious affairs in accordance with law; to protect citizens' freedom of religious belief and ordinary religious activities in accordance with law, to safeguard the lawful rights and interests of the religious circle,and to promote harmony of religious relationship.

  10. To give direction to religious associations in arranging activities in accordance with law and rules, to support religious associations' self-construction, to assist religious associations in running religious colleges and schools, to encourage religious associations' self-education about patriotism, socialism, national reunification and ethical solidarity, and to deal with relevant matters of religious associations that need the government's settlement or coordination.

  11. To give direction to religious affairs authorities of municipal (prefecture), county (district) governments of in exercising administration functions and dealing with material religious events in accordance with law, guarding against illegitimate and illegal activities in the name of religion, and resisting division, infiltrative and destructive activities conducted by overseas force taking advantage of religion.

  12. To administer foreign affairs in relation to religion,to undertake exchange, communication, cooperation work concerning foreign areas, Hong Kong, Macao and Taiwan in ethnic and religion, and to take part in foreign publicity in relation to religion.

  13. To participate in drafting construction planning for minority cadres and religious cadres; to study and put forward policy suggestions about the minority cadre construction in ethnic areas; to liaise with minority cadres; to train, educate and appoint of minority cadres in ethnic areas.

  14. To undertake relevant administrative approval announced by Sichuan Provincial People’s Government.

  15. To undertake other tasks assigned by CPC Sichuan Provincial Committee and Sichuan Provincial People’s Government.

  Third, Administrative Agencies

  Based on the responsibilities listed above, Sichuan Provincial Commission of Ethnic and Religious Affairs (the Ethnic and Religious Affairs Commission of the CPC Sichuan Provincial Committee) is divided into 15 administrative agencies as follows.

  1. Office

  To be responsible for the daily operation work as letters, meetings, files, confidential matters; to undertake safety, privacy, security, performance management, information disclosure and chronicle compilation; to undertake major ceremonies in national autonomous areas and the studying, visiting and inspection of minority and religion figures; to shoulder the responsibilities of collecting and analyzing situations and information about ethnic and religious affairs and information construction; to undertake ethnic and religious affairs service system construction.

  2. Office of Policies and Regulations (Administrative Approval Office)

  To draft local regulations, government rules and policies about ethnic and religious affairs; to safeguard legitimate interest of minorities; to undertake ethnic identification, ethnic composition management; to conduct awarding ceremonies for the unity and progress of ethnic groups; to cooperate with other relevant departments to handle the work concerning women, children, the aged, the disabled, and double-support; to undertake the organization, coordination, and supervision within its system and department by law; to undertake administrative enforcement supervision, administrative respondent, administrative reconsideration and administrative mediation; to undertake administrative approval work.

  3. Supervision and Review Office 

  To be responsible for  coordinating,directing, supervising and examining the implementation of laws, regulations and policies in relation to ethnic affairs; to supervise and guide the specific work of implementing laws of regional autonomous areas; to lead in the promoting legislation and socialization management of ethnic affairs and religious affairs; to  formulate warning and emergency response mechanisms for major events and incidents concerning ethnic minorities and religious relationship; to put forward advice for building ethnic solidarity and harmonious religious relationship; to coordinate with other departments to handle issues; to take part in coordination of campaigns for safeguarding stability and prevent splits and issues concerning administrative divisions, border disputes, resource ownership, etc. in ethnic regions; to guide and supervise the activities of promoting ethnic unity and progress and harmonious temples and churches.

  4. Office for Urban and Scattered Minority Communities

  To study and propose policy advice on legislation and socialization management of urban minority; to guide and promote urban ethnic work and handle floating minority service management; to guide and handle conflicts, disputes concerning ethnic affairs in the cities and other significant incidents greatly influencing ethnic relationship; to guide the implementation of ethnic policies in urban areas and scattered minority communities; to coordinate with other departments to handle the specific world concerning ethnic service in urban areas and scattered minority communities; to deal with matters concerning minority customs; to manage related special funds.

  5. Office for Economic Development

  To provide special policy advice in relation to economic development of ethnic minorities and regions; to coordinate with other departments to deal with specific matters; to draft specialized plans for the development of the ethnic minority undertaking, as well as supervise the implementation of such plans; to undertake statistics, analysis and the building of a comprehensive appraising and monitoring system in ethnic regions; to organize and coordinate with other departments to implement livelihood projects in ethnic areas launched by CPC Sichuan Provincial Committee and Sichuan Provincial People’s Government; to coordinate counterpart aid, economic and technological cooperation, ethnic trade, production of special products needed by ethnic groups, immigration, poverty reduction, etc. in ethnic regions; and to administer ethnic minority development funds.

  6. Office for Cultural Publicity and Foreign Liaison

  To study and propose special policy advice for the development of culture, sports, news, publishing, broadcasting, film, and television; to coordinate with related departments to handle specific problems; to guide ethnic cultural exchange and industrial development; to be in charge of ancient books of minorities; to assist with related departments to undertake the protection of cultural relics and heritages; to undertake significant ethnic cultural and sport activities; to release news, official weibo, and monitor public opinions; to direct and coordinate with other departments to handle foreign matters in ethnic affairs and religious affairs in Sichuan; to undertake exchange, communication, cooperation and approval work concerning foreign areas, Hong Kong, Macao and Taiwan in ethnic and religion; to guide liaison work of units direct under it.

  7. Office for Education, Technology, Ethnic Languages and Letters (Office for Sichuan Provincial Commission of Minority Languages and Letters)

  To study and propose special policy suggestions on the development of education, hygiene, science and technology in minorities and ethnic areas; to cooperate with other departments to handle specific matters; to draft and implement work planning for minority languages and letters in Sichuan; to undertake standardization and information of minority languages and letters; to guide the translation and publication of minority languages and letters; to participate into the popularization of bilingual education and science promotion; to shoulder the responsibilities of the assessment of high-level profess titles in translating minority languages and letters; to guide the running of Tibetan schools and Yi schools in Sichuan; to undertake the specific duties of Sichuan Provincial Commission of Minority Languages and Letters.

  8. Office for Han Buddhism, Taoism and Islam

  To undertake the management in accordance with law of affairs concerning Han Buddhism, Taoism and Islam; to carry out research and propose policy suggestions; to liaise with figures in Han Buddhism, Taoism and Islam; to guide relevant religious societies and schools to run by laws; to educate and develop religious figures and workers; to undertake the management of Islam pilgrimage affairs; to guide the religious departments of city (prefecture), county (district) governments to manage Han Buddhism, Taoism and Islam affairs; to promote legislation and socialization, management of Han Buddhism, Taoism and Islam affairs; to undertake the management of other religions and civil beliefs except Buddhism, Taoism, Islam, Catholicism, and Christianity.

  9. Office for Catholicism and Christianity

  To undertake the management in accordance with law of affairs concerning Catholicism and Christianity; to carry out research and propose policy suggestions; to liaise with figures in Catholicism and Christianity; to guide relevant religious societies and schools to run by laws; to educate and develop religious figures and workers; to guide the religious departments of city (prefecture), county (district) governments to manage Catholicism and Christianity affairs; to promote legislation and socialization, management of Catholicism and Christianity affairs; to cooperate with other departments to prevent and handle hereby.

  10. First Office for Tibetan Buddhism

  To undertake the management in accordance with law of affairs concerning Tibetan Buddhism in Ganzi Tibetan Autonomous Prefecture; to carry out research and propose policy suggestions; to liaise with figures in Tibetan Buddhism in Ganzi Tibetan Autonomous Prefecture; to guide relevant religious societies and schools to run by laws concerning Tibetan Buddhism in Ganzi Tibetan Autonomous Prefecture; to educate and develop religious figures and workers; to guide the religious departments of prefecture and county governments to perform management responsibilities; to promote legislation and socialization, management and social stability of Tibetan Buddhism in Ganzi Tibetan Autonomous Prefecture.

  11. Second Office for Tibetan Buddhism

   To undertake the management in accordance with law of affairs concerning Tibetan Buddhism in Aba Autonomous Prefecture and Mulish County; to carry out research and propose policy suggestions; to liaise with figures in Tibetan Buddhism inAba Autonomous Prefecture and Mulish County; to guide relevant religious societies and schools to run by laws concerning Tibetan Buddhism in Aba Autonomous Prefecture and Mulish County; to educate and develop religious figures and workers; to guide the religious departments of prefecture and county governments to perform management responsibilities; to promote legislation and socialization, management and social stability of Tibetan Buddhism in Aba Autonomous Prefecture and Mulish County.

  12. Planning and Finance Office

  To shoulder the responsibilities of management of finance, audit, state-owned assets, infrastructure and government procurement of the Commission and the units direct under it; to manage relevant special funds.

  13. Personnel and Cadre Office

  To study and propose policy suggestions on cadre team construction of minorities and ethnic regions; to involve in drafting and implementing construction Planning for minority cadre teams and ethnic, religious teams; to undertake the specific work of liaise with minority cadres; to carry out training, education, selected and recommendation of cadres of minorities and in ethnic ares; to be in charge of personnel and employee quota in the Commission and its units.

  14. Office for Ethnic and Religious Affairs Commission of the CPC Sichuan Provincial Committee

  To research on theories, policies and major issues concerning ethnic affairs and religious affairs and propose policy suggestions on promoting ethnic affairs and religious affairs; to formulate comprehensive and important manuscripts concerning ethnic affairs and religious affairs; to be responsible for promoting related departments to perform duties on ethnic affairs and religious affairs; to liaise with numbers and their working units of Ethnic and Religious Affairs Commission of the CPC Sichuan Provincial Committee; to undertake the specific duties of Ethnic and Religious Affairs Commission of the CPC Sichuan Provincial Committee.

  15. Retired Personnel Office

  To take charge of retirees issues and to guide retirees in the units directly under it.
Party committee in this unit is obliged to carry out activities between the Party members and the masses in the units directly under it. CPC Sichuan Provincial Committee stipulates the setting requirement for functional institutions.

  Fourth, Staffing and Leadership Positions

  Sichuan Provincial Commission of Ethnic and Religious Affairs (the Ethnic and Religious Affairs Commission of the CPC Sichuan Provincial Committee) holds 91 administrative employees, 1 separate management administrative employee and 7 administrative cadres who are military officer transferring to civilian work, including 1 director-general (deputy director of Ethnic and Religious Affairs Commission of the CPC Sichuan Provincial Committee), 4 deputy directors-general, 1 director of the Office of Party, 16 administrative employees at section level (including 1 full-time deputy secretary of the Party committee), 9 administrative employees of deputy section level.

  The Provincial Commission for Discipline Inspection and the Department of Supervision holds 4 employees accredited to special project personnel system of discipline inspection and supervision, including 1 chairman of discipline inspection team (Ombudsman), 1 director in Supervisory Office (vice chairman of inspection team).

  The number of official employees is confined to 4 ( including 1 retired service employee).

  Fifth, Others

  The establishment, responsibilities and administrative employees of its units are specified elsewhere.

  Sixth, Supplementary Provisions

  This regulation is interpreted by Office of Public Sectors Reform of CPC Sichuan Provincial Committee while the adjustments will be performed by Office of Public Sectors Reform of CPC Sichuan Provincial Committee based on required procedures.
