  According to Notice of CPC Sichuan Provincial Committee and Sichuan Provincial People’s Government about Issuing Transformation of Government Functions and Reform Plans of Institutions of Sichuan Provincial People’s Government and about the Implementation Suggestions on Transformation of Government Functions and Reform Plans of Institutions of Sichuan Provincial People’s Government, Sichuan Provincial Department of Agriculture is established as an institution of Sichuan Provincial People’s Government.

  First, Function Adjustment

  1. Integrated Functions

  Integrating the responsibilities of administrative management of Sichuan Provincial Animal Husbandry Foodstuff Bureau, administrative management about fishery of Sichuan Provincial Water Resources Department, the management about pig slaughtering of Sichuan Provincial Department of Commerce into the responsibilities of Sichuan Provincial Department of Agriculture.

  2. Concealed Responsibilities

  Concealing administrative approval matters announced by Sichuan Provincial People's Government.

  3. Decentralized Responsibilities

  Decentralizing administrative approval matters and other responsibilities needed to conceal announced by Sichuan Provincial People's Government.

  4. Increased Responsibilities

  (1) Responsible for grassland approval, exporting and importing approval of grass seed, qualification assessment for grass seed quality test agencies and grass seed inspector for projects built on the grassland directly for grassland protection and animal and husbandry service with the area over 70 hectares.

  (2) Responsible for collection approval of major animal epidemic materials, approval for establishing companies producing feed additives and premix addictive feed, and qualification assessment for vocational veterinary.

  (3) Responsible for approving foreign application for agricultural new plant variety right, approving the collection of wild plants under national first class protection managed by agricultural departments, qualification assessment for crop seed inspector.

  (4) Responsible for approving exporting and importing edible fungi strain, qualification assessment for edible fungi strain quality inspection agencies and inspector.

  (5) Responsible for approving scientific research, observation, and investigation in the core areas of national level nature reserves managed by fishery departments, approving visit and tourism activities in experimental areas of national level nature reserves managed by fishery departments, approving foreigners to entering into national level nature reserves managed by fishery departments, qualification assessment for training institutes of secondary and tertiary crew in fishery departments.

  5. Strengthened Responsibilities

  (1) Accelerating the construction of new agricultural management system and promoting the duties of modern agricultural development.

  (2) Strengthening the quality and security supervision of agricultural products and agricultural capital goods and promoting safety level of agricultural products.

  (3) Strengthening scientific and technological innovation based on modern seed industry, increasing scientific and technological support for agriculture, safeguarding national grain safety and effective supply for major agricultural products.

  (4) Reinforcing the guidance, supervision and management for ecological agriculture, recycling agriculture and agricultural biomass industry, promoting rational allocation of agricultural resources and sustainable agricultural development.

  (5) Accelerating agricultural informatization, promoting the wide application of information technology in agriculture.

  Second, Major Functions

  1. To implement guidelines, policies, laws, rules and regulations on agricultural sectors such as agricultural farming, animal husbandry, agricultural mechanization, agricultural reclamation and so on promulgated by the Party and state as well as the decisions and deployments of the CPC Sichuan Provincial Committee and Sichuan Provincial People's Government; to formulate and implement development strategies, medium and long term development plannings, and policies in agriculture and rural economy in Sichuan; to draft local rules and regulations concerning agriculture and rural economy in Sichuan; to formulate policies concerning agricultural taxation, prices, fiance and insurance, etc.; to put forward policy suggestions on agricultural sector protection and to promote the administrative management of agriculture in accordance with law.

  2. To undertake the responsibilities of improving rural management system; to propose policy advice on deepening rural economic reform and improving rural basic management system; to guide arbitration management of disputes concerning countryside land contracting, transferring and contracting land use right; to guide and supervise the reducing burdens on farmers and management on collective funds and labors; to guide the management on rural collective assets and fiance; to formulate and implement development planning and policies on agricultural industrialization; to direct and support the construction and development of agricultural socialization service system, rural ecological cooperative organizations, peasants’ cooperative societies, and agricultural trade associations.

  3. To guide the production of major agricultural products, such as grains, oil, livestocks, aquaculture and so on; to implement policies and measures aiming to promote the development of major agricultural products, such as grains, oil, livestocks, aquaculture and so on; to guide agricultural structure adjustment and improvement of product quality; to cooperate with other departments to guide agricultural standardization and large-scale production; to formulate and implement agricultural development planning; to be responsible for proposing and implementing suggestions on rural fixed asset investment scale and direction, fiscal funding arrangement, fiscal policies and projects; to involve in organizing and implementing subsidiaries to grain farmers, subsidies to improved varieties for animal husbandry and aquaculture and policy agricultural insurance.

  4. Guiding industrialization of agriculture; to advance the agricultural development of integration in all stages of producing; to formulate and implement policies and planning about agricultural industries with advantages and effectiveness, the construction of modern agricultural industrial bases; to propose policies concerning circulation of bulk agricultural products and suggestions on importing major agricultural products; to study and research system construction and development planning for bulk agricultural products; to nurture, protect and develop agricultural product brands; to guide the development of leisure agriculture in Sichuan; to manage pig slaughtering; to organize and coordinate work concerning shopping basket program.

  5. To improve quality and safety of agricultural products; to supervise and manage quality and safety of agricultural products; to formulate, implement and supervise local regulations of quality of agricultural products with other departments; to be in charge of monitoring quality and safety of agricultural products;; to develop risk assessment and traceability of quality and safety of agricultural products; to release information concerning quality and safety of agricultural products; to guide the construction institutional assessment of agricultural inspection and detection system; to register, supervise, protect and manage identification of agricultural product bases, product certification, agricultural product geographical indications for those agricultural products in line with safety standards.

  6. To construct agricultural capital goods market system; to undertake the supervision and management of permission of agricultural capital goods such as crop seeds (seedling), edible fungi strain, silkworms, grass seeds, breeding livestocks, breeding aquaculture, pesticides, veterinary drugs (fishery drugs), feed, feed addictive, and so on; to supervise and manage veterinary medical equipment and fertilizers; to supervise and implement national standards of agricultural capital goods with other departments; to formulate and implement local standards concerning agricultural capital goods with other departments; to involve in rectifying and specifying agricultural material market order and counterfeiting of agricultural materials; to perform the responsibilities of supervising fishery, fishing ports, fishing boats, fishing machines, and fishing nets.

  7. To be responsible for formulating and implementing development planning for agricultural mechanization in Sichuan; to research on key technologies of agricultural mechanization and develop key technological equipment; to introduce, demonstrate and promote mew agricultural mechanical technologies and equipment; to guide the planning, construction and technology concerning agricultural mechanization infrastructure construction in Sichuan; to guide rural electromechanical irrigation and tractor road construction; to undertake sage use of agricultural mechanization.

  8. To be responsible for preventing and controlling significant crop pests and diseases; to formulate local rules and regulations concerning animal and plant epidemic prevention and quarantine; to develop and implement policies concerning animal and plant epidemic prevention and quarantine; to guide the construction of animal and plant epidemic prevention and quarantine system; to organize and supervise the work concerning animal and plant epidemic prevention and quarantine; to release epidemic information and fight against epidemic; to organize plant quarantine pest census; to undertake quarantine and approval of foreign crop seeds (seedling); to lead to manage foreign agricultural species; to organize veterinarian governance and veterinary medicine governance and testing.

  9. To undertake agricultural disaster prevention and alleviation; to monitor, check and release agricultural disasters; to organize restoration and allocation of agricultural production relief materials, such as seeds, seedling, fertilizers, veterinary (fishery) medicine, and so on; to propose suggestions on arrangement of production and relief funds; to direct emergency disaster relief and reconstruction.

  10. To manage agricultural and rural economic information; to monitor and analyze rural and agricultural economic operation; to develop relevant agricultural statistics; to release agricultural and rural economic information; to construct agricultural economic information system; to direct agricultural information service.

  11. To develop and implement plans, planning and policies concerning agricultural research and agricultural technology promotion in Sichuan; to organize provincial agricultural science and technology innovation system; to research on new breeding species of crops, livestock, aquaculture and so on; to introduce, demonstrate and test advanced agricultural technologies; to organize and implement researches on high and applied technologies, transformation of technologies and promotion of technologies in agricultural sector; to be in charge of managing agricultural technological achievements; to guide reform and construction of agricultural technology system; to be responsible for protecting new species of agricultural plants; to be in charge of supervising and managing safety of genetically modified organisms in agriculture.

  12. To shoulder the responsibilities of agricultural resources zoning and protection; to guide the protection and management of agricultural lands, fishing waters, grasslands, beaches suitable for agriculture, wetlands suitable for agriculture and agricultural biological species resources; to be in charge of aquatic wildlife conservation; to manage the quality of cultivated lands by laws; to formulate and implement protecting and reform policies concerning cultivated lands and basic land quality; to develop resource saving and environment friendly agriculture with the application of engineering facilities, agronomy, agricultural machinery, and biography, and so on.

  13. To be responsible for rural energy construction and resource environment; to formulate and implement planning for rural resource environment construction; to guide the development and exploitation of rural renewable energy; to guide the development of agricultural biomass industry, rural, agricultural energy conservation and emission reduction; to undertake preventing and controlling agricultural non-point source pollution; to propose policy suggestions on agricultural production prohibited areas; to direct the development of ecological and recycling agriculture; to protect ecological environment of fishing waters with related departments.

  14. To draft and implement construction planning for rural and agricultural personnel team in Sichuan with other relevant departments; to guide agricultural vocational education and agricultural vocational development; to participate in the practical talent training projects of rural areas; to undertake educating and training farmers; to implement agricultural and rural professional technical qualification and manage qualification.

  15. To undertake foreign affairs about agriculture between different governments; to involve in formulating agriculture opening policies and export-oriented agriculture development planning; to implement agricultural bringing in and going global strategies; to promote agricultural trade; to develop international economic and technological exchanges and cooperation in agricultural sectors; to assist other related departments to organize and implement agricultural international aid projects.

  16. To be responsible for protecting, exploiting and managing state-owned farms and lands in Sichuan; to guide reform and development of state-owned farms.

  17. To undertake relevant administrative approval announced by Sichuan Provincial People’s Government.

  18. To undertake other tasks assigned by Sichuan Provincial People’s Government.

  Third, Administrative Agencies

  Based on the responsibilities listed above, Sichuan Provincial Department of Agriculture is divided into 24 administrative agencies as follows.

  1. General Office (Office for Letters and Visits)

  To be responsible for the daily operation work as letters, meetings, files, confidential matters; to undertake safety, privacy, security, performance management, information disclosure and letters and visits; to to take charge of handling the suggestions put forward by National People’s Congress Deputies, proposals of members of CPPCC; to undertake the profiling of comprehensive documents, reports, research and chronicles; to play a leading role in comprehensive management and handling major emergency incidents of the Bureau and its subordinate units; to be responsible for stability and medication work.

  2. Office of Policies and Regulations

  To draft local regulations and provincial government rules about agriculture; to research on agricultural industry policies; to propose policy suggestions about agricultural protection and development; to carry out research on key agricultural economic issues; to put forward suggestions on deepening rural and agricultural economic system reform; to undertake examination of legality and filing of administrative enforcement supervision, administrative respondent, administrative reconsideration, and administrative mediation and regulating documents; to undertake the organization, coordination, and supervision within its system and department by law; to guide the construction of agricultural administrative and enforcement system; to guide and supervise agricultural administrative enforcement work; to to involve in rectifying and specifying agricultural material market order and to organize counterfeiting of agricultural materials.

  3. Administrative Approval Office

  To guide administrative approval concerning agricultural industry; to be in charge of receiving and approving administrative approval matters concerning agriculture; to be responsible for organizing and coordinating investigating, demonstrating and approving administrative approval matters; to be in charge of issuing administrative permits; to undertake relevant administrative approval announced by Sichuan Provincial People’s Government.

  4. Office for Rural Cooperation and Economic Management

  To undertake the work of managing countryside land contracting, transferring land use right; to supervise and manage farmers’ burdens, one discussion for one case and collective funds and labors; to guide the management on rural collective assets and fiance; to nature and develop new agricultural operating subjects such as peasants’ cooperative societies, family farms and so on; to construct agricultural socialization service system; to mediate and arbitrate disputes concerning countryside land contracting; to undertake the work of constructing rural collective economic organizations, collecting data for rural income distribution, and auditing rural collective economic organizations; to organize to monitor the income and expenditure of rural collective economy as well as the burdens on farmers.

  5. Office for Market and Economic Information

  To formulate and implement planning for constructing rural and agricultural ecologic information system, constructing agricultural product market system and developing marketing and sale promotion of agricultural products; to regulate the running of agricultural product market with other departments; to guide the construction and management of standardization of agricultural product market; to be in charge of monitoring and analyzing rural and agricultural economic operation; to collect data about agricultural production; to manage rural and agricultural economic information; to guide agricultural information service; to organize and coordinate work concerning shopping basket program; to nurture, protect and develop agricultural product brands;.

  6. Guidance Office for Industrial Development

  To guide agricultural industrialization operation and structure adjustment of products and industries; to be responsible for initial processing at the producing places and commercialization processing; to guide the publicity and promotion of key projects of agricultural industry; to guide policies on strategic emerging industries (bio-agriculture); to formulate and implement policies and planning for leisure agriculture; to undertake the creating and identifying leisure agricultural scenic spots and naturing new agricultural operating subjects; to shoulder the responsibilities of agricultural economic exchange and cooperation with other provinces; to formulate policies on policy agricultural insurance, agricultural credit, listing of leading enterprises; to be responsible for collecting, supervising and managing credit rating concerning agricultural companies; to be responsible for agricultural resource zoning.

  7. Planning and Finance Office (Office for Ethnic Affairs)

  To draft development strategies, medium and long term planning for agricultural and rural economy; to put forward and implement policies and project suggestions on rural and agricultural development; to guide and supervise the implementation of agricultural subsidy policies; to be responsible for managing agricultural projects and funds; to develop agricultural disaster recovery and reconstruction; to compile budgets and implement thems; to guide and supervise financing work of its subordinate units; to guide rural and agricultural economy in regions inhabited by ethnic groups.

  8. Technology and Education Office

  To be in charge of constructing agricultural technological innovative system, industrial technological system, agricultural technological system, and farmer education and training system; to be in charge of agricultural research, technological introduction, transferring achievements and farmer education and training; to research on new breeding species of crops, livestock, aquaculture and so on; to shoulder the responsibilities of managing agricultural technological achievements, protecting wild plant resources and security management of genetically modified organisms in agriculture.

  9. Office for Grain and Oil Crops (Seed Management Office)

  To formulate and implement policies, planning and plans on the development of grain and oil crops; to undertake the responsibilities of adjusting planting structure of grain and oil crops, farming system reform and standardization producing, and constructing bases for grain and oil industries; to protect genetic resources of grain and oil crops; to prevent and control severe pests and diseases; to organize restoration and allocation of seeds for disaster relief and against natural disasters; to participate in policy subsidiaries to grain farmers, policy agricultural insurance and biomass industry development; to implement subsidies to improved varieties and protecting new species in agricultural plants; to take charge of species identification for major crops; to supervise and manage producing, selling and the quality of crop seeds.

  10. Office for Ecological Crops

  To formulate and implement policies, planning and plans for developing ecological crops; to be in charge of formulating and implementing major technological measures for ecological crops; to be responsible for layout, restructuring and standardization producing of ecological crops; to protect gen resources of ecological crops; to paly a leading role in promoting modern agriculture; to guide the construction of industrial bases for ecological crops; to prevent and control severe pests and diseases of ecological crops.

  11. Office for Soil, Fertilizer, Resources and Environment

  To formulate and implement policies, planning and plans for the development of soil and fertilizers and protection of agricultural resources and environment; to undertake the protection of cultivated land quality and registration and approval of fertilizers; to formulate and implement major technological measures concerning soil, fertilizers and agricultural resources and environment; to guide the protection and management of agricultural lands, beaches suitable for agriculture, wetlands suitable for agriculture; to undertake the construction and management of rural energy; to be responsible for comprehensive development and exploitation of agricultural biomass and renewable energy; to undertake controlling agricultural non-point source pollution; to protect and manage the protection of soil and environment of the producing place; to undertake agricultural energy conservation and emission reduction.

  12. Agricultural Mechanization Development Office

  To formulate and implement policies, planning and technological standards for the development of agricultural mechanization; to be in charge of organizing, guiding, technological promoting, nurturing service organizations and providing information service for agricultural mechanization; to propose development and technological requirements for agricultural machinery equipment; to organize and implement testing, identification, qualification supervision of agricultural machinery equipment; to manage maintenance of agricultural machinery equipment; to propose and implement policies and suggestions on updating and abandoning agricultural machinery equipment; to be responsible for guiding the construction of agricultural mechanization infrastructure, such as roads, machinery and sheds, and so on; to compile, recommend, support and promote agricultural machinery equipment catalogue; to organize and implement development and supporting policies for agricultural mechanization.

  13. Agricultural Machinery Safety Supervision Office

  To formulate safety and technological standards for agricultural machinery; to be in charge of supervising and managing safety and technological inspection, registration (recording), issuing license plats of agricultural machinery, such as tractors and combined harvesters, as well as operators and coaches; to organize the inspection of safety of agricultural machinery; to handle security risks; to guide the monitoring system construction of agricultural machinery safety; to handle agricultural machinery incidents by laws; to test exhaust emissions of agricultural machinery such as tractors; to guide the safe producing of agricultural industry.

  14. Office for Electromechanical Irrigation

  To formulate development planning for rural electromechanical irrigation and technological and standards for electromechanical irrigation system; to develop and implement requiring plans and distribution for rural electromechanical irrigation funds; to guide the construction of rural electromechanical irrigation program and service organizations.

  15. Office for Animal Husbandry

  To formulate development planning and policies for animal husbandry and dairy; to be in charge of implementation and management of animal husbandry programs such as livestock standard breeding areas, subsidies to livestock improved varieties, shopping basket program for livestock, and so on; to guide and provide service for comprehensive usage of livestock breeding waste; to be in charge of modern animal husbandry major counties construction and deepening pilot construction; to guide restructuring of animal husbandry and scale breeding; to be responsible for livestock standardization management; to shoulder the responsibilities for breeding livestock management, as well as the protection and exploitation of genetic resources of livestock; to take charge of industrial guidance of dairy.

  16. Feed Office (Feed Industry Office)

  To be in charge of management of feed industry; to formulate and implement development strategies and planning for feed industry; to formulate and implement major technological reform schemes in feed industry; to formulate and implement local regulations for feed and quality standards for feed products; to draft and implement quality monitoring planning for feed products; to be in charge of technological assessment of producing permits for feed and feed addictive; to undertake the technological assessment of product approval number of feed additives and premix addictive feed; to take charge of development and exploitation of feed resources such as crop straw.

  17. Grassland Office

  To organize the compiling and implementation of development planning and plans for grassland protection, exploitation, construction and grassland animal husbandry; to be in charge of grassland administrative enforcement; to implement grassland basic system; to shoulder the responsibilities of protecting, exploiting, constructing and managing grasslands; to organize and supervise grass industry policies and implementation of key projects; to undertake disaster prevention and relief work such as preventing and controlling prairie fire, preventing and handling rodents and insects of prairie, and defending from weather disasters; to undertake the specific work of Prairie Fire Prevention Office of Prairie Fire Prevention Headquarters of Sichuan Province.

  18. Office for Veterinarians and Veterinary Medicine

  To be responsible for administrative management for veterinarians and veterinary medicine; to formulate local rules, regulations and industrial planning for veterinarians, veterinary medicine and pig slaughtering; to organize work such as preventing and controlling animal diseases, supervising and enforcing concerning animal hygiene; to undertake the specific work of Office of Outburst Severe Major Animal Epidemic Emergency Command Headquarters of Sichuan Province.

  19. Farm Management Office

  To be responsible for formulating social and economic development planning, plans and policies in farm system; to guide reform and development of state-owned farms; to take charge of guiding state-owned asset management, finance and statistics of farms; to be responsible for farm land protection and usage management; to formulate and implement development planning, plans and projects of southern subtropical crops.

  20. Office for Supervising and Managing Agricultural Product Quality and Safety (Management Office for Green Food)

  To be in charge of supervising and managing agricultural product quality and safety; to formulate local standards for agricultural products and related agricultural capital goods; to bear the responsibilities for organizing, directing and assessing agricultural inspection and testing system construction; to register, supervise, protect and manage identification of agricultural product(breeding) bases, product certification, agricultural product geographical indications for those agricultural products in line with safety standards; to take responsibilities for quality safety risk assessment of agricultural products and information dissemination; to be responsible for inspecting and testing agricultural product quality and safety; to take charge of green food management.

  21. International Cooperation Office

  To undertake foreign affairs about agriculture between different governments; to organize foreign economic and technical exchanges and cooperation in agriculture; to be in charge of agricultural exchanges cooperation with Hong Kong, Macao and Taiwan; to coordinate with other departments to manage cooperation and exchange affairs with agricultural international organizations and institutions; to implement agricultural bringing in and going global strategies; to be responsible for developing foreign markets for agricultural products; to shoulder the responsibilities of constructing agricultural product exporting bases; to research on the development of overseas agriculture.

  22. Auditing Office

  To audit and supervise fiscal and financial revenues, assets, liabilities, ownership rights, and fixed-asset investment programs of the Bureau and its subordinate units; to undertake the responsibilities of auditing and assessment of economic responsibility audition to main leading cadres during their official term, the budget implementation of different offices and internal controlling system construction; to lead to settle and audit basic construction program cost; to undertake special audition to main agricultural programs; to guide agricultural industrial audition; to handle auditing matters such as inquiries and verification assigned by superior departments.

  23. Personnel Office

  To be in charge of public sectors and personnel of the Bureau and its subordinate units; to guide cadre training of agricultural industries and the development of agricultural vocational skills; to involve in agricultural practical personnel training; to implement agricultural and rural professional technical qualification and manage qualification; to undertake foreign intellect introduction related to agriculture.

  24. Retired Personnel Office

  To take charge of retirees issues and to guide retirees in the units directly under it.

  Party committee in this unit is obliged to carry out activities between the Party members and the masses in the units directly under it. CPC Sichuan Provincial Committee stipulates the setting requirement for functional institutions.

  Fourth, Staffing and Leadership Positions

  Sichuan Provincial Department of Agriculture holds 180 administrative employees, 1 separate management administrative employee and 5 administrative cadres who are military officer transferring to civilian work, including 1 director-general, 1 deputy director-general, 1 director of the Office of Party, 1 chief agronomist, 1 chief economic manager, 23 administrative employees at section level (including 1 full-time deputy secretary of the Party committee), and 9 administrative employees of deputy section level.

  The Provincial Commission for Discipline Inspection and the Department of Supervision holds 5 employees accredited to special project personnel system of discipline inspection and supervision, including 1 chairman of discipline inspection team (Ombudsman), 1 director in Supervisory Office (vice chairman of inspection team) and 1 deputy director in Supervisory Office.

  The number of retired service employees is confined to 3.

  Fifth, Others 

  1. Transferring Sichuan Provincial Bureau of Fishery, fishery schools, and Sichuan Longsnout Catfish Stock Station affiliated to Sichuan Provincial Water Resources Department, and the subordinate units of Sichuan Provincial Animal Husbandry Foodstuff Bureau to Sichuan Provincial Department of Agriculture.

  2. Responsibility division different from Sichuan Provincial Economic and Information Commission. Sichuan Provincial Economic and Information Commission of Sichuan Province is responsible for agricultural product processing industries. Sichuan Provincial Department of Agriculture is in charge of agricultural product primary processing of agricultural producing mainstays such as farmers or farmers’ cooperative associations in agricultural producing places.

  3. Responsibility division different from Sichuan Provincial Department of Environmental Protection. Sichuan Provincial Department of Environmental Protection is responsible for overall supervision on agricultural and rural environmental protection. Sichuan Provincial Department of Agriculture is in charge of preventing and controlling agricultural non-point source pollution, protecting and managing agricultural resource environment, and promoting the sustainable development of ecological agriculture and agriculture.

  4. Responsibility division different from Sichuan Provincial Food and Drug Administration. Sichuan Provincial Food and Drug Administration shoulder the responsibilities of quality and safety supervision and management on edible agricultural products after entering into wholesale and retail markets or producing and processing companies. Sichuan Provincial Department of Agriculture is responsible for quality and safety supervision and management on edible agricultural products in planting and breeding before entering into wholesale and retail markets or producing and processing companies. It also takes charge of supervision and management on inputs such as pesticides, veterinary medicine, fertilizers, feed, feed addictive, and other inputs in other farming and breeding industries as well as the supervision and management on quality and safety in livestock slaughtering and purchasing raw and fresh milk. These two departments should establish food safety traceability mechanism, strengthen coordination and work continuity and form supervision joint efforts .

  5. Responsibility division different from Sichuan Provincial Bureau of Tourism. Sichuan Provincial Bureau of Tourism and Sichuan Provincial Department of Agriculture should build sound coordination mechanism to promote rural tourism development. Sichuan Provincial Department of Agriculture is responsible for enhancing leisure industry.

  6. Settings, responsibilities and staffing in other public institutions are stipulated separately.

  Sixth, Supplementary Provisions

  This regulation is interpreted by Office of Public Sectors Reform of CPC Sichuan Provincial Committee while the adjustments will be performed by Office of Public Sectors Reform of CPC Sichuan Provincial Committee based on required procedures.
