Management Office of Sichuan Government Affairs Service

  According to Notice of CPC Sichuan Provincial Committee and Sichuan Provincial People’s Government about Issuing Transformation of Government Functions and Reform Plans of Institutions of Sichuan Provincial People’s Government and about the Implementation Suggestions on Transformation of Government Functions and Reform Plans of Institutions of Sichuan Provincial People’s Government, Management Office of Sichuan Government Affairs Service ( deputy department level) is established as administrative institution of Sichuan Provincial People’s Government.

  1. Function Adjustment

  Integrating the administrative management responsibilities originally undertaken by Sichuan Provincial Government Affairs Service Center, organizing, adjusting, and promoting Sichuan deepening the reform of administrative approval system and relevant responsibilities such as the open execution of administrative powers by operation of law originally undertaken by General Office of Sichuan Provincial Government into the functions of Management Office of Sichuan Government Affairs Service.

  2. Main Functions

  (1) Implementing the Party's and national principles, policies, regulations and laws in deepening reform of administrative approval system, strengthening government affairs service and promoting public resources exchange management and the policies and deployment of the CPC Sichuan Provincial Committee and Sichuan Provincial People's Government; shouldering the responsibilities for drafting relevant local regulations, laws as well as supervising their implementation.

  (2) Responsible for leading to drafting and implementing policies, systems, methods, and standards of Sichuan provincial administrative approval system reform, government affairs service, and public resources exchange management management service.

  (3) Responsible for directing, coordinating, supervising and promoting administrative approval system reform, government affairs service, and public resources exchange management management service in Sichuan. Focusing on the organizing provincial level administrative approval matters. Coordinating, promoting, supervising and managing provincial departments (units) receiving and handling administrative approval matters and other government affairs service as well as provincial level public resources exchange management service.

  (4) Guiding and enhancing the construction of all levels of government affairs service and the system of public resources exchange management service in Sichuan; responsible for the comprehensive management of evaluation expert database, electronic trading systems, credit evaluation system and intermediary agency database for making Sichuan entering into government affairs service and the system of public resources exchange management service; building the information online dynamic data interactive system platform and guiding the construction of the system of public resources exchange management service; accepting complaints about government affairs service and public resources exchange management service, coordinating with other relevant departments to handle them by laws and regulations. 

  (5) Guiding and carrying out the training and research, evaluation and analysis of administrative approval system reform, government affairs service, and public resources exchange management service in Sichuan.

  (6) Organizing to promote the open execution of administrative powers by operation of law, and undertaking the construction of platform and operation management of administrative powers electronic government affairs hall.

  (7) Undertaking the specific duties of leading group of deepening administrative approval system reform and Sichuan Provincial Public resources exchange Management Committee.

  (8) Responsible for other tasks assigned by Sichuan Provincial People’s Government.

  3. Administrative Agencies

  Based on the responsibilities listed above, Management Office of Sichuan Government Affairs Service is divided into 5 administrative agencies as follows.

  (1) General Office

  Responsible for the daily operation work as letters, meetings, files, confidential matters, financial matters, logistics; undertaking safety, privacy, performance management, information disclosure; responsible for relevant work such as personnel, party affairs, education and training; carrying out research work for relevant comprehensive files, reports and policies. 

  (2) Administrative Approval System Reform Office

  Responsible for drafting and implementing policies, systems, methods and standards for deepening administrative approval system reform; guiding, coordinating, implementing and promoting deepening administrative approval system reform; coordinating, supervising and managing dynamic on provincial departments (units) concealing, maintaining or adjusting administrative approval matters; organizing research, evaluation and analysis on deepening administrative approval system reform; undertaking the specific duties of leading group of deepening administrative approval system reform.

  (3) Management and Guidance Office for Government Affairs Service

  Responsible for drafting and implementing policies, systems, methods and standards about government affairs service; guiding the construction of government affairs service system and the construction of standardization; supervising, investigating and guiding the entering and withdrawing provincial government affairs service of provincial departments (units) and government affairs service of resources exchange Service Center; supervising and guiding government affairs service of halls and subordinate government of resources exchange Service Center and provincial departments (units); profiling work publication on government affairs effectiveness; organizing research, evaluation and analysis of government affairs service; accepting complaints about government affairs service, coordinating with other relevant departments to handle them by laws and regulations.

  (4) Guidance and Management Office for Public resources exchange

  Responsible for drafting and implementing policies, systems, methods and standards about public resources exchange management service; promoting the construction of public resources exchange management service system and the construction of standardization; responsible for the comprehensive management of evaluation expert database, electronic trading systems, credit evaluation system and intermediary agency database for making Sichuan entering into government affairs service and the system of public resources exchange management service; building the information online dynamic data interactive system platform and guiding the construction of the system of public resources exchange management service; profiling catalogs for public resources exchange; organizing research, evaluation and analysis of public resources exchange management service; accepting complaints about public resources exchange management service, coordinating with other relevant departments to handle them by laws and regulations; undertaking the specific duties of Office of Sichuan Provincial Public resources exchange Management Committee.

  (5) Supervision Office of Administrative Power Online Operation

  Responsible for the planning, construction, management and security of administrative power electronic government affairs hall platform, Sichuan provincial administrative approval common softwares, Management Office of Sichuan Government Affairs Service office website; organizing to promote the open execution of administrative powers by operation of law of provincial departments (units); guiding and supervising the open execution of administrative powers of all level governments by law and the information construction work of government affairs service and public resources exchange service.

  4. Staffing and Leadership Positions

  There are 27 administrative employees and 3 administrative cadres whose are military officers transferring to civilian work in Management Office of Sichuan Government Affairs Service, including 1 director-general, 2 deputy directors-general, 5 positions at section level and 5 positions at deputy section level.

  The number of official employees is limited to 4.

  5. Others

  (1) Guiding the daily business work of government affairs service and resources exchange service center in Sichuan.

  (2) About division of responsibilities. According to the requirement of administrative approval system reform and relevant laws and regulations, such as Law of the People's Republic of China on Tenders and Bids, Government Procurement Law of the People's Republic of China, and Auction Law of the People's Republic of China, Management Office of Sichuan Government Affairs Service is responsible for drafting and implementing policies, systems, methods and standards of administrative approval system reform, government affairs service and public resources exchange management service and guiding, coordinating, supervising and promoting the construction of all levels of government affairs service and the system of public resources exchange management service in Sichuan. Sichuan Provincial Government Affairs Service Center and resources exchange Service Center shoulder the responsibilities of the site service and management of service platforms. Provincial departments (units) is in charge of administrative supervision and management of government affairs service and transaction of public resources exchange management service within its responsibilities.

  6. Supplementary Provisions
    This regulation is interpreted by Office of Public Sectors Reform of CPC Sichuan Provincial Committee while the adjustments will be performed by Office of Public Sectors Reform of CPC Sichuan Provincial Committee based on required procedures.
