Sichuan Provincial Department of Culture

  According to Notice of CPC Sichuan Provincial Committee and Sichuan Provincial People’s Government about Issuing Transformation of Government Functions and Reform Plans of Institutions of Sichuan Provincial People’s Government and about the Implementation Suggestions on Transformation of Government Functions and Reform Plans of Institutions of Sichuan Provincial People’s Government, Sichuan Provincial Department of Culture (hereafter referred to as Culture Department) is established as an institution of Sichuan Provincial People’s Government. Sichuan Provincial Department of Culture is listed the plate of Sichuan Cultural Relics Administration.

  First, Function Adjustment

  1. Integrating the administrative management responsibilities of Sichuan Cultural Relics Administration into Sichuan Provincial Department of Culture.

  2. Concealing administrative approval matters announced by Sichuan Provincial People's Government.

  3. Decentralizing administrative approval matters and other responsibilities needed to conceal announced by Sichuan Provincial People's Government.

  Second, Major Functions

  1. To implement the principles, policies, laws, regulations of the Party and national investment promotion as well as the decisions and deployments of the CPC Sichuan Provincial Committee and Sichuan Provincial People's Government on the development of culture, arts, cultural relics, and museums; to draft policies on the development of culture, arts, cultural relics, and museums in Sichuan; to draft local regulations and rules on the development of culture, arts, cultural relics, and museums; to coordinate to promote administration by law within its system; to implement the responsibility system of administrative enforcement.

  2. To formulate and implement development planning for culture, arts, cultural relics, museums, cultural industries, animation and game industry, cultural technology, and cultural market as well as the protection of intangible cultural heritage.

  3. To guide and coordinate the development of culture and art undertakings; to guide and coordinate the development of animation and game industry; to promote exchanges and cooperation with foreign cultural undertakings; to promote institutional restructure and reform of mechanism in the fields of culture and art.

  4. To guide and administrate literature and art undertakings; to guide artistic creation and production; to support representative, demonstrative and experimental cultural and artistic works; to promote the development of art undertakings in various forms; to administrate major culture and art activities at provincial level.

  5. To guide and manage public culture undertakings; to promote public cultural service in culture and art fields; to formulate and lead producing public cultural products; to provide direction to the construction of libraries, cultural centers (stations) and grassroot culture; to guide the construction of key cultural facilities and grassroot cultural facilities.

  6. To guide and administrate cultural relics and museums; to promote the construction of cultural relics and public cultural service system; to organize the investigation on cultural relics resources; to develop the protection, supervision and management of historical and cultural cities (towns, villages) and world heritages; to organize safety supervision of cultural relics; to involve in investigating and handling severe cases concerning cultural relics; to propose suggestions on budgets of cultural relics management undertaking.

  7. To guide and administrate intangible cultural heritages; to organize and implement protection of intangible cultural heritage and inheritance and popularization of natural excellent cultures.

  8. To supervise and manage culture market in accordance with laws; to guide the comprehensive enforcement in culture market.

  9. To promote the development of cultural and technological information construction and artistic scientific research undertakings; to guide artistic vocational education in cultural industry.

  10. To provide guidance on and administrate external cultural exchanges and cultural publicity and exchanges and publicity work with foreign countries, Hong Kong, Macao and Taiwan; to sign external cultural cooperation agreements on behalf of Sichuan Province; to organize the implementation of grand-scale external cultural exchange activities.

  11. To undertake relevant administrative approval announced by Sichuan Provincial People’s Government.

  12. To undertake other tasks assigned by Sichuan Provincial People’s Government.

  Third, Administrative Agencies

  Based on the responsibilities listed above, Sichuan Provincial Department of Culture is divided into 12 administrative agencies as follows.

  1. General Office (Office of Policies and Regulations)

  To coordinate comprehensively administration work of the Department and its subordinate units; to push forward the implementation of major events; to  formulate internal rules and regulations and annual work plans of the Department; to be responsible for the daily operation work as letters, meetings, files, confidential matters; to undertake safety, information, publicity, letters and visits, comprehensive management, and emergency management; to take charge of handling the suggestions put forward by National People’s Congress Deputies, proposals of members of CPPCC; to organize the drafting of medium and long term development plans and local rules and regulations for culture and arts; to undertake administrate reconsideration, administrate medication and administrative response; to bear the specific work of Office of the Leading Group for Listing and Regulating Celebrations Forum.

  2. Arts Office

  To organize to formulate development plans for literature and art industries; to support representative, demonstrative and experimental cultural and artistic works; to  support outstanding literary and artistic works reflecting socialist core value system and key art schools and troupes representing provincial and above level and national characteristics; to guide art creation and producing; to promote the development of arts of all varieties; to organize,guide and coordinate provincial artistic performances and exhibitions as well as major artistic activities.

  3. Office for Cultural Market Management (Administrative Approval Office)

  To formulate development plans and policies for cultural market and ensure the implementation thereof; to administrate by laws cultural market such as commercial performances, online culture, entertainment places, Internet online service entities, and artwork; to promote the development of cultural market; to review electronic game machines in producing, importing and operating; to guide comprehensive enforcement of cultural market; to undertake administrative approval affairs of the Department; to shoulder the responsibilities of the Office of Leading Group for Cultural Market Management Of Sichuan Province.

  4. Cultural Industry Office

  To formulate development plans for cultural industry; to support and promote the construction and development of cultural industry; to promote the information construction of cultural industry; to guide and urge the development and implementation of major cultural industry programs; to guide the construction of cultural industry bases and regional special cultural industry clusters; to coordinate industrial planning, bases, program construction and exhibition trade of animation and online game industry.

  5. Office for Public Culture

  To formulate development planning for public culture; to involve in formulating local regulations, rules and policies of public cultural fields; to guide the publicity of culture and arts to guide the construction of libraries and cultural centers (stations); to promote the construction of key cultural projects, such as cultural information resources sharing project, digital library project, public electronic reading room construction planning, and protecting ancient books and so on; to guide all kinds of social cultural work, such as minority cultures, minor cultures and culture for the aged; to provide direction on the construction of cultural volunteer teams; to guide grassroot cultural activities; to promote the construction of village cultural activity rooms and community cultural activity centers.

  6. Office for Protecting Intangible Culture Heritage (Education and Technology Office)

  To formulate policies of intangible cultural heritage protection; to formulate preservation plans for representative items of intangible cultural heritages at provincial level; to organize to carry out preservation work of intangible cultural heritages;  to undertake reporting and accrediting work of representative items and heirs of intangible cultural heritages at national and provincial level; to provide guidance on work in preservation zones with distinctive cultural features; to guide and implement affairs in relation to inheriting,exploiting and popularizing of outstanding national cultural heritages; to formulate development plans for cultural and artistic education and cultural science and technology; to guide and coordinate breakthroughs and major results promotion of key cultural and artistic scientific research projects; to promote information construction of cultural science and technology; to provide guidance on artistic occupational education in culture sector.

  7. Office for Cultural Relics Conservation and Archaeology (Office for Supervising Cultural Relics Safety)

  To formulate development planning for cultural relics conservation; to involve in local regulation and rules concerning cultural relics conservation; to guide and manage cultural relics conservation in archaeology and large scale infrastructure construction programs; to develop investigate and achievement application of cultural relics resources; to undertake relevant checking work concerning cultural relics conservation, archaeology and cultural relics conservation units above provincial level; to undertake relevant checking and reporting work of world cultural heritage; to propose budget suggestions on special cultural relics conservation funds and undertake relevant checking and reporting work; to coordinate with other departments to supervise and manage the conservation of historical and cultural cities (towns and villages); to provide direction on and supervise cultural relics safety; to urge and investigate severe cultural relics safety incidents concerning cultural relics and museums; to develop administrative responsibility traceability of cultural relics; to assist related departments to investigate and handle severe cases about cultural relics.

  8. Office for Museums and Social Cultural Relics

  To draft development planning for museum; to involve in formulating local regulations and rules for the development of museums; to guide and manage museums; to undertake checking affairs concerning museums; to undertake the promotion and implementation of technology of cultural relics and museums, information, and standardization planning; to develop restoration, conservation and collection of mobile museums and public cultural service of museums; to organize exchanges and cooperation between different museums; to undertake identification, action and related checking affairs of entry and exit of cultural relics; to guide foreign cooperation and exchanges of cultural relics.

  9. Office for foreign Cultural Liaison (Office for Cultural Affairs with Hong Kong,Macao and Taiwan)

  To formulate policies for external exchanges and exchanges with Hong Kong, Macao and Taiwan; to provide guidance on and administrate affairs in relation to external cultural exchange and publicity as well as exchanges and publicity with Hong Kong, Macao and Taiwan; to be responsible for overall planning, coordinating and organizing the implementation of grand-scale external cultural exchange activities; to undertake matters in relation to signing overseas cultural cooperation agreements; to organize the implementation of inter-governmental annual cultural exchange plans; to promote going global of cultural cooperations and cultural products; to promote cultural trade with foreign countries, Hong Kong, Macao, and Taiwan.

  10. Finance Office

  To work out medium and long term plans for key projects of cultural facilities; to manage funds for cultural administration; to take charge of financial work of the Department; to  guide and supervise affairs in relation to finance,infrastructure construction,state-owned assets and government procurement of subordinate agencies; to be responsible for statistical work of the culture system; to take charge of financial audit work of subordinate agencies of the Department; to provide guidance on the key cultural construction and grassroot cultural facilities conservation.

  11. Personnel Office

  To be responsible for matters in relation to personnel administration, education and training,institutional organization, labor and payment of the Department and its subordinate agencies; to formulate and organize to implement personnel development plans for culture and art industry; to undertake qualification accrediting work of professional technical personnel within the cultural system; to provide guidance on and push forward systematic reform of provincial cultural system; to guide institutional restructure and reform of mechanism in culture and art fields in provincial level; to provide guidance on the work in relation to vocational qualification administration of employees in culture and art fields in provincial level with other departments.

  12. Retired Personnel Office

  To take charge of retirees issues and to guide retirees in the units directly under it.

Party committee in this unit is obliged to carry out activities between the Party members and the masses in the units directly under it. CPC Sichuan Provincial Committee stipulates the setting requirement for functional institutions.

  Fourth, Staffing and Leadership Positions

  Sichuan Provincial Department of Culture holds 72 administrative employees and 5 administrative cadres who are military officer transferring to civilian work, including 1 director-general (director of Sichuan Cultural Relics Administration), 4 deputy directors-general, 1 director of the Office of Party, 13 administrative employees at section level (including 1 full-time deputy secretary of the Party committee), and 15 administrative employees of deputy section level.

  The Provincial Commission for Discipline Inspection and the Department of Supervision holds 5 employees accredited to special project personnel system of discipline inspection and supervision, including 1 chairman of discipline inspection team (Ombudsman), and 1 director in Supervisory Office (vice chairman of inspection team).

  The number of retired service employees is confined to 1.

  Fifth, Others

  1. Responsibility division concerning managing animation and online game. Sichuan Provincial Department of Culture shall take charge of industrial planning, bases, program construction, exhibition trade and market supervision related to animation and online game. Sichuan Provincial Bureau of Press, Publication, Radio, Film and Television is responsible for the administration of film and television animations and on-line audio-visual animation programs, administrating animation in publishing, and pre-approving online releasing of game publication.

  2. Responsibility division concerning managing world heritages. Sichuan Provincial Department of Housing and Urban-Rural Development is responsible for applying for world natural cultural heritages in Sichuan, together with Sichuan Provincial Department of Culture applying for world cultural and natural heritage in Sichuan and protecting, supervising and managing historical and cultural cities (towns and villages). Sichuan Provincial Department of Culture shall take charge of applying for world cultural heritages in Sichuan, together with Sichuan Provincial Department of Housing and Urban-Rural Development applying for world cultural and natural heritage in Sichuan and protecting, supervising and managing historical and cultural cities (towns and villages).

  3. Settings, responsibilities and staffing in other public institutions are stipulated separately.

  Sixth, Supplementary Provisions

  This regulation is interpreted by Office of Public Sectors Reform of CPC Sichuan Provincial Committee while the adjustments will be performed by Office of Public Sectors Reform of CPC Sichuan Provincial Committee based on required procedures.
