  According to Notice of CPC Sichuan Provincial Committee and Sichuan Provincial People’s Government about Issuing Transformation of Government Functions and Reform Plans of Institutions of Sichuan Provincial People’s Government and about the Implementation Suggestions on Transformation of Government Functions and Reform Plans of Institutions of Sichuan Provincial People’s Government, Sichuan Provincial Bureau of Press, Publication, Radio, Film and Television is established afflicted with Sichuan Provincial People's Government.   First, Function Adjustment

  1. Integrated Functions

  Integrating the original functions of Sichuan Provincial Bureau of Press and Publication (Sichuan Provincial Bureau of Copyright) and Sichuan Provincial Bureau of Radio, Film and Television into Sichuan Provincial Bureau of Press, Publication, Radio, Film and Television.

  2. Concealed Responsibilities

  (1) Canceling the examination and approval of establishing publication national chain operation units and registration if publication permission license for their unit transferring, or approval for merger, consolidation and division.

  (2) Canceling approval for establishing, transferring or operating publication of subordinate of any publishing entity.

  (3) Concealing the examination and approval of registration of changing journals.

  (4) Concealing professional technique identification responsibilities of publishing members; transferring these responsibilities to Western Area Center of Education and Training Center of State Administration of Press, Publication, Radio, Film and Television.

  (5) Concealing the responsibilities of registration of copyrights; transferring these responsibilities to Copyright Affairs Center of Sichuan Province.

  (6) Concealing the examination and approval of equity financing of radio and television transmission online firms.

   (7) Concealing administrative approval matters announced by Sichuan Provincial People's Government.

  3. Decentralized Responsibilities

  Decentralizing administrative approval matters and other responsibilities needed to conceal announced by Sichuan Provincial People's Government.

  4. Increased Responsibilities

  (1) Approving establishing audio-visual reproduction units, electronic publication duplication units and their changing in business scope, or merger, consolidation and division.

  (2) Approving local mutual exchange film exhibition for just one country.

  (3) Censoring domestic television series which foreigners also involve in producing.

  (4) Approving the logo change of municipal (prefecture) level, county (district) level radios and televisions.

  (5) Inspecting the read-only optical disc devices.

  (6) Approving continuously changing electronic publication.

  (7) Examining and approving filmmaking business of units except filmmaking units.

  (8) Approving and releasing low power wireless radio and television transmitting equipment.

  (9) Approving transmission service of operating radio and television programs in provincial level administrative areas.

  5. Strengthened Responsibilities

  1. Strengthening the promotion of public service in press, publication, radio, film and television sectors; enhancing the development of integration of urban and rural public service with all efforts; to promote the flourishing of press, publication, radio, film and television sectors in Sichuan.

  2. Guiding, coordinating and promoting the development of press, publication, radio, film and television sectors; optimizing resources, Strengthening business integration and promoting comprehensive integrated development.

  3. Refinancing the institution and mechanism reform in press, publication, radio, film and television sectors.

  4. Strengthening the planning guidance, supervision, and management of digital publishing and online audio-visual programs, public audiovisual carrier publishing programs; coordinating with other departments to promote their healthy development.

  5. Strengthening the protection of copyright, public service and state authorized international responses; to increasing efforts in combating copyright infringement and piracy.

  6. Strengthening international broadcasting capacity building of press, publication, radio, film and television in Sichuan; promoting the going global work of press, publication, radio, film and television programs.

  7. Reinforcing the innovation in management ideals and methods; fully playing market regulation, social supervision and industrial self-discipline.

  Second, Major Functions

  1. To implement guidelines, policies, laws, rules and regulations on press, publication, radio, film and television promulgated by the State and State Administration of Press, Publication, Radio, Film, and Television of the People's Republic of China as well as the decisions and deployments of the CPC Sichuan Provincial Committee and Sichuan Provincial People's Government; to grasp the correct direction of public opinion and creation orientation; to propose development goals for press, publication, radio, film and television in Sichuan.

  2. To shoulder the responsibilities of formulating local regulations and rules of the provincial government for the management of press, publication, radio, film and television and copyright; to formulate and implement policies, measures and industrial standards; to coordinate to promote administration by law within its system; to implement the responsibility system of administrative enforcement.

  3. To draft developing policies and planning for press, publication, radio, film and television sectors; to promote standardization and equalization of public service; to organize and implement significant welfare projects and events; to assist in the construction and development of press, publication, radio, film and television sectors in revolutionary areas, ethnic areas, rural areas and impoverished areas; to organize and guide the publication, printing and distribution of important documents, publications and textbooks in Sichuan; to formulate the organization and publication of ancient books in Sichuan and undertake coordination work.

  4. To be responsible for laying out and implementing overall planning and industrial policies for press, publication, radio, film and television sectors in Sichuan; to promote institution and mechanism reform in press, publication, radio, film and television sectors; to be in charge of collecting statistics press, publication, radio, film and television sectors in Sichuan.

  5. To supervise and manage publication and broadcasting of press and publication units and radio, film and television institutions as well as the content and quality of their publications and radio, film and television programs; to implement designed administrative approval and shoulder corresponding responsibilities; to take charge of management of journalist permits in Sichuan; to guide the supervision and management on market operation activities; to organize and investigate major law violations; to supervise private institutions engaging in publication; to guide the broadcasting of advertisements in radio and television programs.

  6. To be responsible for supervision of digital publication content and activities such as online and mobile publication; to promote the digital transformation of traditional publishing units; to take charge of supervising online audio-visual programs, public audiovisual carrier publishing programs and censoring their contents and quality.

  7. To be responsible for the integrating press, publication, radio, film and television sectors with technology; to formulate and implement technological developing planning, policies, and industrial technology standards of press, publication, radio, film and television sectors; to shoulder the responsibilities for supervising transmission coverage, monitoring and safe broadcasting of radio and television programs; to promote the integration of broadcasting network, telecommunication network and the Internet; to promote the construction of emergency broadcasting system; to guide and coordinate the security and protection in press, publication, radio, film and television sectors in Sichuan.

  8. To provide guidance, supervision and management for printing, duplication industries, and publication industry to promote the transformation and upgrading of printing and publication industry and the development of emerging industries.

  9. To be in charge of import management of publication, as well as the import and collection of radio and film; to coordinate with other departments to enhance the level of going global of press, publication, radio, film and television sectors in Sichuan; to be in charge of exchange and cooperation with foreign countries, Hong Kong, Macao, and Taiwan in press, publication, radio, film and television and copyright.

  10. To take charge of copyright management in Sichuan; to investigate copyright infringement and piracy of significant impact and concerning foreign affairs; to authorize to handle international copyright relationship and international treaty response affairs about copyright.

  11. To organize, guide and coordinate the eliminating pornography and illegal publications; to investigate major and important cases; to undertake the specific work of Leading Group of Eliminating Pornography and Illegal Publications of Sichuan Province.

  12. To be responsible for implementing national reading promotion in Sichuan.

  13. To guide, supervise, and manage major issues of Sichuan Radio and Television such as advocacy, development and transmission coverage; to lead and manage Emei Film Group and Sichuan Cable Television Network Co. Ltd.

  14. To undertake relevant administrative approval announced by Sichuan Provincial People’s Government.

  15. To undertake other tasks assigned by Sichuan Provincial People’s Government.

  Third, Administrative Agencies

  Based on the responsibilities listed above, Sichuan Provincial Bureau of Press, Publication, Radio, Film and Television is divided into 19 administrative agencies as follows.

  1. Office (Foreign Exchange and Cooperation Office)

  To be responsible for the daily operation work as letters, meetings, files, confidential matters; to undertake safety, privacy, security, performance management, information disclosure and letters and visits; to take charge of handling the suggestions put forward by National People’s Congress Deputies, proposals of members of CPPCC; to undertake the profiling of comprehensive documents, reports, research and chronicles; to be in charge of exchange and cooperation with foreign countries, Hong Kong, Macao, and Taiwan in press, publication, radio, film and television; to promote their going global; to coordinate with other departments to hold festivals, exhibitions, and forums and other major events; to formulate and implement security system and major emergency; to guide the security and protection of press, publication, radio, film and television.

  2. Administrative Approval Office (Office of Policies and Regulations )

  To be responsible for administrative system reform; to organize and coordinate administrative approval work; to undertake administrative approval matters of provincial level and matters approved by State Administration of Press, Publication, Radio, Film and Television; to formulate local regulations and rules for management of press, publication, radio, film, television and copyright; to undertake the organization, coordination, and supervision within its system and department by law; to undertake administrative enforcement supervision, administrative respondent, administrative reconsideration and administrative mediation; to undertake administrative approval work; to organize and coordinate with other departments to handle identification of publications and popularizing laws.

  3. Planning and Development Office

  To formulate and implement Development planning, policies, measures, and goals of press, publication, radio, film and television sectors so as to promote their sound development; to study and formulate significant reform measures in press, publication, radio, film and television sectors; to lead to guide and implement institution and mechanism reform, cultural and economic policies; to be in charge of collecting statistics of press, publication, radio, film and television sectors in Sichuan.

  4. Public Service Office

  To formulate the basic public service policies and security standards of press, publication, radio, film and television sectors in Sichuan; to promote its equalization and integrating of urban and rural development; to plan, organize and implement major welfare projects concerning public service such as village coverage of radio and television, emergency radio, book house projects, and newspaper reading places; to construct the long and effective running of public service; to to assist in the construction and development of press, publication, radio, film and television sectors in revolutionary areas, ethnic areas, rural areas and impoverished areas; to guide and supervise the construction of major infrastructure of welfare projects.

  5. Publicity and TV Series Management Office

  To undertake the guidance, supervision and coordination concerning radio and television publicity and broadcasting; to guide and supervise the producing and broadcasting of theoretical documentaries, documentaries and animations; to direct and regulate the broadcasting of TV series; to supervise innovation and excellence of radio and television programs; to monitor on radio and television programs and investigate on law violations; to censor the content of domestic, introducing and co-producing TV series(including cartoons); to undertake censoring domestic television series which foreigners also involve in producing.

  6. Press and Newspaper Office

  To undertake the supervision and management of the publications of newspapers (newspaper offices) and journals (periodical offices); to take charge of supervision and management of subordinate institutions and correspondence stations established by domestic newspaper and periodical offices; to examine the contents of Sichuan's newspapers and periodicals and analyze the public opinions; to supervise the contents and quality of continuous internal documentary publications; to take charge of approval, releasing, recording and management of journalist permits in Sichuan; to investigate and handle major press illegal activities.

  7. Film Office

  To take charge of management and supervision filmmaking, releasing and screening units and their operations; to censor the film contents; to guide and coordinate major film events in Sichuan; to be responsible for the collection, using and management of special funds for film; to take charge of territory review of domestic films; to undertake the approval local mutual exchange film exhibition for just one country and filmmaking business of units except filmmaking units; to direct digital translation work of national language films; to supervise and lead the welfare film screening in rural area.

  8. Publishing Management Office (Office for Organizing and Publishing Ancient Books)

  To undertake supervision of book, audiovisual, electronic, online and digital publishing units and activities; to censor the contents and quality of books, audiovisual products, electronic and online publications as well as the operation of online literature, mobile books and literature business; to supervise the publishing Pfizer animation and online games; to promote the digital transformation of traditional publishing units and undertake relevant digital publishing service system construction; to organize and guide the publication of important documents, publications and textbooks in Sichuan; to be responsible for implementing national reading promotion in Sichuan; to formulate the organization and publication of ancient books in Sichuan and undertake coordination work of ISBN and edition number.

  9. Office for Printing and Duplication Management

  To formulate and implement management rules and methods of printing and duplication industry; to take charge of supervising and recording management of printing and duplication industry; to investigate and handle illegal printing and duplication actions; to organize and guide the printing and duplication of important documents, publications and textbooks in Sichuan; to inspect the read-only optical disc devices; to promote the transformation and upgrading of printing and publication industry and the development of emerging industries; to guide the quality testing of qualification inspection agencies on printing and duplication products.

  10. Office for Media Agency Management

  To undertake supervision and management of radio and television broadcasting institutions and operations, radio and television program producing institutions, the transmission of radio and television programs, the premium channels of cable televisions and mobile television operations; to supervise and manage the logo change of municipal (prefecture) level, county (district) level radios and televisions; to specify transmission order of radio and television; to supervise the landing and reception of satellite television reception facilities and foreign satellite television programs; to guide and supervise the advertising broadcasting in radio and television programs.

  11. Office for Online Audiovisual Programs Management

  To undertake the supervision and management of the contents and business of online audiovisual programs, radio and television video on demand, public audiovisual carrier publishing programs; to guide the development and publicity of online audiovisual programs; to promote the integration of broadcasting network, telecommunication network and the Internet.

  12. Office for Anti Illegal and Prohibited Publications ( Office for Leading Group of Eliminating Pornography and Illegal Publications of Sichuan Province)

  To implement national principles and policies concerning eliminating pornography and illegal publications; to investigate and handle key cases of illegal and prohibited publication activities; to formulate and implement action planning for eliminating pornography and illegal publications; to organize, direct and coordinate with work of eliminating pornography and illegal publications and to undertake the specific work of Leading Group of Eliminating Pornography and Illegal Publications of Sichuan Province.

  13. Management Office for Publishing

  To formulate and implement management rules and methods of publishing industry; to be responsible for censoring importing and exporting publications and foreign donated publications;  to organize and guide the publishing of important documents, publications and textbooks in Sichuan; to be in charge of annual examination and review of publishing companies; to supervise publishing industry to promote its transmission, upgrading and development; to investigate and handle illegal publishing and operation of publications.

  14. Copyright Management Office

  To be responsible for administrative management concerning copyright; to formulate and implement policies and measures for protecting copyright; to manage and use the works whose copyright belongs to the nation; to manage copyright registration and legitimate permit; to authorize to undertake international treaty response affairs about copyright and handle copyright relationship concerning foreigners and those from Hong Kong, Macao and Taiwan; to investigate and handle major or illegal behaviors concerning foreign affairs in copyright field; to organize and promote the legalization of software; to organize and guide the publicity and implementation of Copyright Law of the People's Republic of China in Sichuan; to guide the collective management of copyright.

  15. Science and Technology Office (Office for Safe Broadcasting)

  To formulate scientific and technological development plans, policies and technical standards in relation to radio, film, television and new type audiovisual media; to formulate and implement plans for transmission network and monitoring network for radio, film and television throughout the province; to develop scientific and technological innovation; to undertake the monitoring quality and technology supervision, inspecting, metrology, testing and safe broadcasting of radio and film; to undertake the construction of Xinjiang-Tibetan Radio and Television Coverage Projects; to supervise the order of transmitting equipment of radio and television frequency and channels and low power wireless radio and television.

  16. Office for Station Management

  To formulate administrative regulations for medium-wave and short-wave stations directly subordinated to the Bureau and ensure their implementation; to supervise and manage the daily broadcasting of medium-wave and short-wave stations directly subordinated to the Bureau; to assist safe broadcasting in full power, schedule and modulation; to construct and develop medium-wave and short-wave stations; to undertake the construction and maintenance after broadcasting; to formulate, implement and supervise the major broadcasting plans in medium-wave and short-wave stations.

  17. Financial Office

  To bear the responsibilities of supervision and management of finance of the Bureau and its subordinate units; to supervise and check the usage of special; to be responsible for budget, final accounts, the management of state-owned assets, basic construction projects, government procurement, internal audit and other funds; to apply and manage special fund projects concerning publishing funds, cultural development funds; to involve in examining the price of textbooks and supplementary books for primary and secondary students.

  18. Personnel Office

  To elaborate planning, education and training planning for personnel construction of  press, publication, radio, film and television sectors; to be in charge of employee education and training, qualification management, vocational skill identification, vocational assessment and appraisal; to be in charge of personnel, employee quota and wage in the Bureau and its units.

  19.  Retired Personnel Office

  To take charge of retirees issues and to guide retirees in the units directly under it.

  Party committee in this unit is obliged to carry out activities between the Party members and the masses in the units directly under it. CPC Sichuan Provincial Committee stipulates the setting requirement for functional institutions.

  Fourth, Staffing and Leadership Positions

  Sichuan Provincial Bureau of Press, Publication, Radio, Film and Television holds 128 administrative employees, 1 separate management administrative employee and 6 administrative cadres who are military officer transferring to civilian work, including 1 director-general (director of Sichuan Provincial Bureau of Copyright), 4 deputy directors-general, 1 director of the Office of Party, 22 administrative employees at section level (including 1 full-time deputy secretary of the Party committee, 1 full-time deputy director of Office for Leading Group of Eliminating Pornography and Illegal Publications of Sichuan Province and 1 deputy director), 29 administrative employees of deputy section level.

  The Provincial Commission for Discipline Inspection and the Department of Supervision holds 5 employees accredited to special project personnel system of discipline inspection and supervision, including 1 chairman of discipline inspection team (Ombudsman), 1 director in Supervisory Office (vice chairman of inspection team) and 1 deputy director.
The number of retired service employee is confined to 2.

  Fifth, Others

  1. About the management of copyright, exercise power on behalf of Sichuan Provincial Bureau of Copyright.

  2. The division of responsibilities in management of animation and online games. Sichuan Provincial Bureau of Press, Publication, Radio, Film and Television is responsible for management of animation programs in films and online audiovisual programs, the publishing of animation and approving of online publishing of game publications. Sichuan Provincial Department of Culture is in charge of industrial planning, industrial bases, project construction, exhibition trading and market supervision of animation and online games.

  3. The establishment, responsibilities and administrative employees of its units are specified elsewhere

  Sixth, Supplementary Provisions

  This regulation is interpreted by Office of Public Sectors Reform of CPC Sichuan Provincial Committee while the adjustments will be performed by Office of Public Sectors Reform of CPC Sichuan Provincial Committee based on required procedures.
