Sichuan Provincial People’s Government Affairs Service and Public Resources Exchange Service Center

  According to Notice of CPC Sichuan Provincial Committee and Sichuan Provincial People’s Government about Issuing Transformation of Government Functions and Reform Plans of Institutions of Sichuan Provincial People’s Government and about the Implementation Suggestions on Transformation of Government Functions and Reform Plans of Institutions of Sichuan Provincial People’s Government, Sichuan Provincial People's Government Affairs Service and Public Resources Exchange Service Center (short for Government Affairs Service and Public Resource Trade Center) is established afflicted with Sichuan Provincial People’s Government.

  First, Function Adjustment

  Integrating the original responsibilities of Government Affairs Service Platform of Management Office of Sichuan Government Affairs Service and the functions of Sichuan Provincial People's Public Resources Exchange Service Center into Sichuan Provincial People's Government Affairs Service and Public Resources Exchange Service Center.

  Second, Main Functions

  1. To implement and carry out the principles, policies, laws, regulations of the Party and national investment promotion as well as the decisions and deployments of the CPC Sichuan Provincial Committee and Sichuan Provincial People's Government on government affairs service and public resources exchange; to participate into developing local planning and relevant rules.

  2. To provide places, facilities, information and site management service for government affairs service and public resources exchange service; to undertake the tasks of construction and management of platform of government affairs service and public resources exchange service.

  3. According to rules, to develop and implement site management rules and regulations, work procedure and service standards about provincial government affairs service and public resources exchange service; to promote service standardization of government affairs service and public resources exchange service; to organize and begin parallel processing coordinating work of provincial platform; to supervise, manage and assess on service windows and workers of government affairs service of provincial departments (units); to supervise, manage and assess on staff of public resources exchange institutes.

  4. To inspect subject qualification and relevant project procedures involved in public resources exchange activities based on rules; to provide site management and service about public resources exchange in provincial exchange service center, such as bidding of project construction programs, state-owned property transactions, mining rights and transferring franchise rights; to undertake public resources project exchange service entrusted in accordance with law.

  5. To responsible for the comprehensive management of evaluation expert database, electronic trading systems, credit evaluation system and intermediary agency database for making Sichuan entering into government affairs service and the system of public resources exchange management service; to construct performance open system for practitioners of public resources exchange; to develop site credit information record, assessment and releasing.

  6. To involving in comprehensive assessment and evaluation on government approval system reform of provincial departments (units), development of government service and public resources exchange service; to support for the supervision of related sectors.

  7. To guide on business of municipal and county government affairs service and public resources exchange centers; to perform research and training of staff on relevant work.

  8. To be responsible for manage and supervise of site order in accordance with law; to record and brake violations of site management system; to transfer and handle with workers violating laws and regulations based on responsibilities.

  9. To be responsible for other tasks assigned by Sichuan Provincial People’s Government and other related departments.

  Third, Administrative Agencies

  Based on the responsibilities listed above, Sichuan Provincial People's Government Affairs Service and Public Resources Exchange Service Center is divided into 5 administrative agencies as follows.

  1. Office

  To undertake comprehensive coordination of the center; to develop and implement system of the offices, electricity, meetings and the center; to organize important meetings and draft important documents; to take responsibilities for information, goals, confidentiality, security, letters and calls, emergency management and so on; to publicize related laws, regulations and policies and research on key issues; to undertake necessary logistical support for government affairs service, public resources exchange service and the center.

  2. Government Platform Service Office

  To provide comprehensive service for provincial departments (units) and staff stationed in the center; to be responsible for site management and daily assessment.

  3. Parallel Approval Service Office

  To undertake the coordination of provincial parallel approval service; to provide government approval service for the settlement of provincial key construction projects and investment projects; entrusted by related departments, to undertake government approval service.

  4. Transaction Acceptance Office

  To liaise and coordinate with related industrial authorities; to develop site exchange work process of public resources exchange; to undertake transaction project registration, releasing and supervision in accordance with law; to ensure time and place of project transaction.

  5. Exchange Organization Office (Exchange Center of Mining Rights)

  To manage and provide service for project bidding (auction); to record site misconducts; to be responsible for inspecting personnel identifies of transaction parities (except for bidders); to protect bidding sites, facilities and equipment; to undertake responsibilities of online (live) bidding and electronic price competition of online bidding projects; to provide service for mining rights transferring.

  6. Exchange Assessment Office

  To be in charge of site management, providing service, keeping related documents and submitting results for expert extraction and exchange assessment; to perform the duties of recording credits and assessment of public resources exchange practitioners.

  7. Site Supervision Office

  To be responsible for site supervision and maintaining order of government affairs service and resources exchange sites; to receive, transfer and assist the investigation of problems and complains of site transactions; to cooperate with enforcement agencies to monitor and enforce at transaction sites.

  8. Finance Office

  To be responsible for managing state-owned assets and finance of the center; to develop and implement related management system; to be in charge of financial auditing.

  9. Personnel and Education Office

  To be responsible for public sectors, personnel, education and training of the center and its institutions.

  10. Retiree Worker Office

  To provide service for retirees of the center and its institutions.

  Party Committee Office undertakes the responsibilities of the Party in the center and its institutions and guide work about workers, the youth and the women.

  Discipline Committee Office (Monitoring Office) is responsible for the discipline inspection work of discipline inspection, working together with Party Committee Office.

  Fourth, Staffing and Leadership Positions

  Sichuan Provincial People's Government Affairs Service and Public Resources Exchange Service Center holds 68 administrative employees (10 ratified administrative employees for high-level professionals and urgently needed personnel and gradually wiped out), including 1 director-general (also secretary of Party Committee, department level), 3 deputy directors-general, 1 full-time deputy secretary of the Party Committee and Discipline Committee(associated department level), 11 directors at section level (including 1director of the Party Committee Office), 17 administrative employees of deputy section level.

  Fifth, Others

  1. Sichuan Provincial People's Government Affairs Service and Public Resources Exchange Service Center is for public welfare. The employment funds are managed in accordance with “checked budget and fixed (special) grants”. After the development of relevant supporting policies of different departments released by the Central Government and Sichuan Province, carry out according to these policies.

  2. Sichuan Provincial People's Government Affairs Service and Public Resources Exchange Service Center is an integrated comprehensive service platform for government affairs service and public resources exchange service. According to related regulations, administrative approval events of other provincial departments and their institutions should be handled in the center in an open manner. Other provincial departments and their institutions shall no longer provide public resources exchange service. Related public resources exchange projects shall be transferred in the center.

  3. About division of responsibilities. In accordance with the requirements of administrative approval system reform and other laws and regulations, such as Law of the People's Republic of China on Tenders and Bids, Government Procurement Law of the People's Republic of China, and Auction Law of the People's Republic of China, Sichuan Provincial People's Government Affairs Service and Public Resources Exchange Service Center undertakes the responsibilities of drafting and implementing policies, systems, methods, standards about administrative approval system reform, government affairs service, and public resources exchange management service and guiding, coordinating, supervising, and promoting system construction of all level government affairs service and public resources exchange service. Sichuan Provincial People's Government Affairs Service and Public Resources Exchange Service Center is in charge of site service and management of service platform. Provincial departments (units) shoulder the responsibilities of administrative supervision and management on government affairs service and public resources exchange service.

  4. Information Center for Sichuan Provincial Government Affairs Service and Public Resources Exchange Service is also a public welfare unit of Sichuan Provincial People's Government Affairs Service and Public Resources Exchange Service Center. The employment funds are managed in accordance with “checked budget and fixed (special) grants”. There are 6 ratified administrative employees of Information Center, including 1 at section level, mainly in charge of construction, management, and maintenance of information technology platform of the center,  docking with information platforms of other provincial departments, managing, collecting, sorting out, and releasing project entering transaction information, providing site consultant service, collecting transaction data and keeping site transaction profiles.

  5. Procurement Center of Sichuan Provincial People's Government is also a public welfare unit of Sichuan Provincial People's Government Affairs Service and Public Resources Exchange Service Center. The employment funds are managed in accordance with “checked budget and fixed (special) grants”. There are 12 ratified administrative employees of Information Center, including 1 at section level and 1 at deputy section level, mainly in charge of carrying out government centralized procurement activities commissioned by other provincial departments and units, developing work regulation, and purchasing items beyond procurement catalogue and over standardized limit.

  Sixth, Supplementary Provisions

  This regulation is interpreted by Office of Public Sectors Reform of CPC Sichuan Provincial Committee while the adjustments will be performed by Office of Public Sectors Reform of CPC Sichuan Provincial Committee based on required procedures.
