In accordance with the Circular of the CPC Sichuan Provincial Committee and Sichuan Provincial Government on Printing and Releasing 'the Plan of the Institutional Reform of Sichuan Provincial Government' and 'the Opinion on the Implementation of the Plan of the Institutional Reform of Sichuan Provincial Government',the Sichuan Provincial Bureau of Sports,which is directly under Sichuan Provincial Government （referred to as the "SPBS"）,is hereby established.

　　Ⅰ. Adjustment of Functions

　　1）      Canceling such items of administrative approval as released by the provincial government;

　　2）      Reinforcing sports public services,push forward the development of a diversified sports service system,strengthen the function of promoting national fitness;

　　3）      Reinforcing the function of pushing forward the work in relation to youth sports.

　　Ⅱ. Major Functions

　　1）      To implement guidelines,policies,laws,rules and regulations on sports work promulgated by the State,participate in the drafting of rules and regulations on sports work throughout the province as well as ensure the implementation thereof;

　　2）      To study sports development strategies,formulate development plans for sports industry throughout the province,take charge of pushing forward the development of a diversified sports service system,promote sports public services and sports institutional reform;

　　3）      To be responsible for the overall planning of the development of mass sports and promoting national fitness plan throughout the province,supervise the implementation of national standards for physical exercises,pushing forward the development of National Physique Monitoring System and Social Sports Instructor Team System,provide guidance on the construction of public sports facilities,be responsible for supervision and management of public sports facilities;

　　4）      To be responsible for the overall planning of the development of competitive sports throughout the province,provide guidance on sports training,sports competitions and development of sports teams,organize and coordinate state-level and above comprehensive sports games,take charge of organizing and coordinating work in relation to provincial-level comprehensive sports games,coordinate affairs in relation to athletes' social security;

　　5）      To be responsible for the overall planning of the development of youth sports throughout the province,guide and promote youth sports work;

　　6）      To formulate development policies for provincial sports industry,regulate administration of sports services,promote the development of sports standardization,be responsible for supervising and managing sports lottery sales throughout the province;

　　7）      To provide guidance on and administrate work concerning sports foreign affairs,carry out sports international exchanges and cooperation and exchanges and cooperation with Hong Kong,Macao and Taiwan;

　　8）      To provide guidance on affairs in relation to sports scientific and technological researches,technical breakthroughs and achievements promotion,take charge of organizing and supervising anti-doping work in sports throughout the province;

　　9）      To handle relevant items of administrative approval as released by the provincial government; and

　　10）   To undertake other tasks assigned by the provincial government.

　　Ⅲ. Constitution of the Bureau

　　On the basis of the above functions,8 internal offices are set up in the Bureau.

　　1）      General Office

　　The general Office shall deal with affairs in relation to official papers and telegrams,conference organization,administrative information,confidential documentation,files,security,confidentiality,letters and visits from the public,administrative coordination,open administration,supervision and inspection and performance management. The Office shall be responsible for organizing and coordinating major sports events.

　　2）      Office for Polices,Rules and Publicity

　　The Office for Polices,Rules and Publicity shall formulate development plans for provincial sports industry,study major issues in the development of sports industry and provide policy advices. The Office shall be responsible for the drafting and revising of local sports rules and regulations. The Office shall undertake administration work according to the law. The Office shall undertake affairs in relation to supervising administrative law enforcement,administrative review,administrative respondence to law suits and administrative mediation. The Office shall be responsible for sports publicity and press release. The Office shall master sports theoretical dynamism,collect,compile and feed back important information on sports work. The Office shall push forward the development of sports culture throughout the province

　　3）      Office for Social Sports

　　The Office for Social Sports shall formulate development plans for mass sports throughout the province. The Office shall carry out National Fitness Program; promote the development and improvement of national fitness service system. The Office shall provide guidance on carrying out mass sports activities. The Office shall guide and promote the development of school sports,rural sports,urban sports and other social sports. The Office shall implement social sports instructor system and National Physique Monitoring System. The Office shall provide guidance on the implementation of physical exercises' standards promulgated by the State.

　　4）      Office for Competitive Sports

　　The Office for Competitive Sports shall formulate development plans for provincial competition sports and administrative system for sports competition throughout the province. The Office shall provide guidance on sports training and the development of sports teams. The Office shall take charge of the affairs in relation to guiding and organizing major national and international sports events held in Sichuan Province. The Office shall form teams to participate in national comprehensive sports games and national and international sports competitions. The Office shall undertake work in relation to reporting international referee,national referee and conferring title of referee of first category. The Office shall confirm and publish provincial sports records and youth sports records. The Office shall provide guidance on scientific and technological research and technical breakthroughs in sports field. The Office shall be responsible for organizing and supervising anti-doping work in sports activities.

　　5）      Office for Youth Sports

　　The Office for Youth Sports shall formulate development plans for youth sports work and management system of teenager amateur training throughout the province. The Office shall guide and supervise the implementation of youth sports' exercise standards. The Office shall provide guidance on the development of sports school at all levels,sports traditional item schools and youth clubs throughout the province,as well as affairs in relation to sports cultural education and teenager amateur training. The Office shall be responsible for organizing provincial-level comprehensive sports games and provincial youth sports competitions as well as examining the qualifications of athletes.

　　6）      Office for Sports Economy

　　The Office for Sports Economy shall formulate development plans and policy proposals for sports industry throughout the province. The Office shall undertake regulating sports service management and promote specific work in relation to sports standardization. The Office shall provide guidance on the construction of public sports facilities. The Office shall undertake supervising and managing sports lottery sales. The Office shall providence on work in relation to infrastructure in the Bureau and subordinate agencies and state-owned assets management. The Office shall undertake work in relation to sports statistics,budget management,planned investment and financial management. The Office shall be responsible for the approval of mountain climbing activities.

　　7）      Personnel Office

　　The Office shall be responsible for matters in relation to personnel and institutional organization of the Bureau and its subordinate agencies. The Office shall undertake affairs in relation to athletes' social security. The Office shall be responsible for affairs in relation to selecting and appointing leading bodies and leading cadres under the administration of the Party Group of the Bureau and recommending leading personnel to provincial sports communities. The Office shall undertake work in relation to reporting International Master of Sports,Master Sportsman and other skill grades as well as conferring title of first-grade sportsman. The Office shall be responsible for work in relation to reporting and qualification accrediting of professional technical personnel within the system. The Office shall take charge of overseas affairs and affairs concerning Hong Kong,Macao and Taiwan within the system.

　　8）      Office for Affairs of Retired Staff

　　The Office for Affairs of Retired Staff shall be responsible for affairs in relation to retired staff and provide guidance on the work in relation to retired staff in the line of directly subordinate agencies throughout the province.

　　The Party Committee of the Bureau shall be responsible for work in relation to Party-and-mass relationship in the Bureau and subordinate agencies. Its work organs are to be set up by the Party Group of the Bureau in accordance with provisions by the CPC Sichuan Provincial Committee.

　　Ⅳ. Personnel and Number of Leaders

　　The Sports Bureau of Sichuan Province is to have 43 staff,including one Director and 3 Deputy Directors （including one part-time Deputy Director）. Party secretaries are to be appointed in accordance with provisions by the CPC Sichuan Provincial Committee. The Bureau is to have 9 officials of leading roles of divisions or equivalents （including one full-time deputy secretary for the Party Committee of the Bureau or director of the Party Office of the Bureau） and 9 officials of assisting roles of divisions or equivalents.

　　The Bureau is to have 3 positions for special personnel of disciplinary inspection and supervision delegated by Sichuan Provincial Commission of Disciplinary Inspection and Supervisory Department of Sichuan Province,including one Head of the Disciplinary Inspection Team （Special Commissioner for Supervision） and one Director of Supervision （Deputy Head of the Disciplinary Inspection Team）. All the above personnel shall be subject to the administration provided in the Circular of the General Office of the CPC Sichuan Provincial Committee and the General Office of Sichuan Provincial Government on Transmitting the 'Opinion of Sichuan Provincial Commission of Disciplinary Inspection,Organization Department of the CPC Sichuan Provincial Committee,the Office of Institutional Establishment of Sichuan Province and Supervisory Department of Sichuan Province Concerning the Implementation of Centralized Administration on Delegated Organs of Sichuan Provincial Commission of Disciplinary Inspection and Supervisory Department of Sichuan Province' （ChuanWeiBan [2005]No. 30）.

　　The Bureau is to have one service personnel for retired staff.

　　Ⅴ. Miscellaneous

　　The Sports Bureau of Sichuan Province shall undertake specific work assigned by Provincial Sports Association.

　　Provisions for the establishment,functions,and institutional organization of subordinates shall be formulated otherwise.

　　Ⅵ. Supplementary Provisions

　　These provisions are subject to the interpretations and adjustment by the Commission of Institutional Organization of the CPC Sichuan Provincial Committee in accordance with specified procedures.
