In accordance with the Circular of CPC Sichuan Provincial Committee and Sichuan Provincial Government on Printing and Releasing ‘the Plan of the Institutional Reform of Sichuan Provincial Government'and ‘the Opinion on the Implementation of the Plan of the Institutional Reform of Sichuan Provincial Government'（ChuanWeiFa[2009]No.24）,Sichuan Provincial Commission of Population and Family Planning,which is a department of Sichuan Provincial Government,is hereby established.

　　I. Adjustment of Functions

　　1） Canceling such items of administrative approval as released by the provincial government.

　　2） Canceling the responsibility of promoting the development of the reproductive health industry.

　　3） Adding the responsibility of participating in the construction of a fundamental information database of the population throughout the whole province.

　　4） Enhancing the study on the provincial population development strategy,strengthening the administration and service regarding the family planning of the floating population,and maintaning a low fertility rate.

　　II. Major Functions

　　1） To implement guidelines,policies,laws,rules and regulations on population and family planning promulgated by the CPC and the State,participate in the drafting of local rules and regulations on  population and family planning throughout the province,and supervise the implementation of laws,rules and regulations regarding population and family planning.

　　2） To draft the provincial population development plan,study the population development strategy,put forward suggestions about the target and tasks of the integrated solution to population issues,research and propose about policies on the coordinated and sustained development of population,economy,society,resource and environment.

　　3） To draw up the medium-term and long-term plans and annual plans for population and family planning throughout the province,the development plan of population and family planning cause as well as the detailed rules and regulation on performance meansurement and evaluation,and supervise the implementation thereof; to maintain a low fertility rate.

　　4） To coordinate and advance the practice of responsibilities in relation to population and family planning by relevant departments and mass organizations; to promote the connection and coordination  of guidelines and policies on population and family planning with issues in relation to education,health,culture,employment and social security; to work with relevant departments on policies and measures that can promote the balance in the sex of newborn population; to establish and perfect the incentive policies system of family planning.

　　5） To study and put forth suggestions on policies that can promote the orderly mobility and rational distribution of population; to work out the service and administration plan for the family planning of floating population throughout the province,and to establish a mechanism where the family planning information of the floating population is shared and public service is accessible.

　　6） To monitor the development of population and family planning throughout the province,and put forth suggestions on releasing relevant safety alarms; to take charge of the statistics of population and family planning,the overall analysis and research on information and the development of informationalization; to participate in the construction of the fundamental information database of the population throughout the province.

　　7） To draw up the overall plan for scientific research on family planning of the province and ensure the implementation thereof; to administrate the technical service in relation to population and family planning according to relative laws and regulations; to organize evaluations and examinations on scientific research programs concerning population and family planning throughout the province,and release important information about scientific researches and technical service regarding family planning according to relative laws and regulations; to study and regulate the administration system on family planning contraceptives according to relative laws and regulations.

　　8） To push forward the implementation of promotion plans for family planning and reproductive health,improve the quality of newborn population,and work with relevant departments to reduce the quantity of defective population.

　　9） To draft the pulicity and education plan of population and family planning throughout the province,and launch pulicity and education activities concerning population and family planning for all people.

　　10） To direct and supervise affairs in relation to the administration on the budget of population and family planning throughout the province.

　　11） To draft the education and traning plans for cadres of population and family planning in the province; to direct the construction of public service network for population and family planning throughout the province as well as the work of relevant social organizations.

　　12） To take charge of affairs in relation to external exchange and cooperation in population and family planning of the province,and to be responsible for the implementation of international aid programs in relation to population and family planning.

　　13） To take on other matters assigned by the provincial government.

　　III. Constitution of the Commission

　　 Based on the above functions,8 internal offices are set up in Sichuan Provincial Population and Family Planning Commission：

　　1） General Office

　　 The General Office shall deal with affairs in relation to papers and telegrams,conference organizations,information,confidential documentation,files,security,confidentiality,letters and visits from the public,coordination of administrative affairs,open administration,supervision and inspection,and performance administration,etc. The Office shall take charge of affairs in relation to external exchange and cooperation in population and family planning. The Office shall coordinate the administration and direction on international aid programs in relation to population and family planning.

　　2） Research Office

　　 The Research Office shall investigate,research and analyze major issues in relation to population and family planning. The Office shall be responsible for the generall reform in population and family planning. The Office shall put forth suggestions on the establishment of the incentive,relief and security system that can benefit the families practicing family planning,direct and implement the incentive-oriented work in family planning. The Office shall carry out"three combinations" in family planning,i.e. the combination of family planning with the development of rural economy,the combination of family planning with the well-off of industrious farmers,and the combination of family planning with the promotion of civilized and happy families.

　　3） Office for Policies and Rules （Service and Administration Office for Floating Population）

　　 The Office for Policies and Rules shall draft local laws,rules and regulations on population and family planning throughout the province,and supervise the implementation thereof. The Office shall be responsible for affairs in relation to legal administration,supervision on administrative law-enforcement,administrative reconsideration,administrative response and administrative mediation. The Office shall promote the connection and coordination  of the guidelines and policies on population and family planning with  education，health,culture,employment and social security. The Office shall be responsible for mass autonomy in population and family planning,research and put forth suggestions on policies that can promote the orderly mobility and rational distribution of population,draft the administration plan for the family planning of floating population,and provide guidance to the establishment of a work mechanism for sharing information and public service. The Office shall carry out work in relation to the supervision on the development of floating population,the information integration and the facilitated rights protection of floating population concerning family planning.

　　4） Development Planning and Information Office

　　 The Development Planning and Information Office shall research on the population development strategy of the province. The Office shall work out the medium-term and long-term plans and annual plans for population and family planning,the development plans of the population and family planning cause,and detailed regualtions on performance meansurement and evaluation,and supervise the implementation thereof. The Office shall carry out key inspections in relation to population and family planning throughout the province. The Office shall supervise the development of population and family planning,and bring forward suggestions on releasing relevant safety alarms. The Office shall be responsible for the statistics of population and family planning,the overall analyses and research on information and the development of informationalization. The Office shall take part in the construction of the fundamental information database of the population throughout the province.

　　5） Publicity and Education Office

　　 The Publicity and Education Office shall work out the publicity and education plans for population and family planning throughout the province. The Office shall be responsible for affairs in relation to social publicity and press release concerning population and family planning. The Office shall provide guidance to publicity affairs on the level of grass-roots and subordinate agencies,administrate and direct international cooperation programs concerning the publicity of population and family planning. The Office shall coordinate the administration on the sex of newborn population.

　　6） Scientific& Technological Service Office

　　 The Scientific& Technological Service Office shall work out and implement the overall plan for scientific research in population and family planning,and the plans and regulations concerning technical service and reproductive health service,put forth suggestions on the policies about the quality of newborn population. The Office shall organize examinations and evaluations on scientific research programs in relation to population and family planning,release the important information about the scientific researches and technical service concerning family planning. The Office shall direct and supervise the affairs in relation to the technical service for family planning,the network construction on the grass-roots level,the administration and distribution of contraceptives. The Office shall work with relevant departments to reduce the quantity of newborn defective population,provide guidance to various places on carrying out A-class prevention measures from birth defects. The Office shall organize and direct technical appraisals concerning family planning,like the medical appraisal on complications of contraceptive operations and on ill and handicapped children. The Office shall take charge of affairs in relation to the practice licensing for technical service agencies of family planning established by the province and the municipalities  （prefectures）. The Office shall be administrate and direct international cooperation programs concerning family planning and reproductive health.

　　7） Finance Office

　　 The Finance Office shall draw up the construction plan of the technical service network for family planning and ensure the implementation thereof. The Office shall prepare budgets and final accounts of various divisions,direct and supervise the administration and utilization of population and family planning funds,the incentive and assistance funds and social upbringing fees. The Office shall be responsible for the application of capital construction projects in relation to population and family planning,and for the financial supervision and administration thereof. The Office shall check and propose the requirements plan for family planning contraceptives,and administrate the fees for contraceptives. The Office shall take charge of the administration on finance and state-owned assets in the Commission. The Office shall direct and supervise the administration on finance and state-owned assets in subordinate agencies. The Office shall be responsible for affairs in relation to internal auditing. 

　　8） Personnel Office （Office for Affairs of Retired Staff）

　　 The Personnel Office shall provide guidance to the construction of the public service network for population and family planning throughout the province. The Office shall be responsible for the institutional organization and personnel matters in the Commission and subordinate agencies. The Office shall take charge of the training of cadres in the line of population and family planning in the province. The Office shall be responsible for affairs in relation to retired staff,and provide guidance to the affairs related to retired staff in subordinate agencies.

　　 The Party Committee of the Commission shall be responsible for work in relation to Party-and-mass relationship in the Commission and subordinate agencies. Its work organs are to be set up by the Party Group of the Commission in accordance with provisions by the CPC Sichuan Provincial Committee.

　　IV. Personnel and Number of Leaders

　　 Sichuan Provincial Population and Family Planning Commission is to have 64 staff,including one Director and 3 Deputy Directors. Party secretaries are to be appointed in accordance with provisions by the CPC Sichuan Provincial Committee. The Commission is to have 9 officials of leading roles of divisions or equivalents （including one full-time deputy secretary for the Party Committee of the Commission or director of the Party Office of the Commission） and 13 officials of assisting roles of divisions or equivalents.

　　 The Commission is to have one staff under separate administration. The Commission is to have one official under separate administration transferred from military forces.

　　 The Commission is to have 3 positions for special personnel of disciplinary inspection and supervision delegated by Sichuan Provincial Commission of Disciplinary Inspection and Supervisory Department of Sichuan Province,including one Head of the Disciplinary Inspection Team （Special Commissioner for Supervision）,and one Director of Supervision （Deputy Head of the Disciplinary Inspection Team）. All the above personnel shall be subject to the administration provided in the Circular of the General Office of the CPC Sichuan Provincial Committee and the General Office of Sichuan Provincial Government on Transmitting the ‘Opinion of Sichuan Provincial Commission of Disciplinary Inspection,Organization Department of the CPC Sichuan Provincial Committee,the Office of Institutional Establishment of Sichuan Province and Supervisory Department of Sichuan Province Concerning the Implementation of Centralized Administration on Delegated Organs of Sichuan Provincial Commission of Disciplinary Inspection and Supervisory Department of Sichuan Province'（ChuanWeiBan[2005]No.30）

　　V. Miscellaneous

　　 Provisions for the establishment,functions and institutional organization of subordinate public institutions shall be formulated otherwise.

　　VI. Supplementary Provisions

　　 These provisions are subject to the interpretations and adjustment by the Commission of Institutional Organization of the CPC Sichuan Provincial Committee in accordance with specified procedures.
