Sichuan Provincial Office of Civil Air Defence

  In accordance with the Circular of the CPC Sichuan Provincial Committee and Sichuan Provincial Government on Printing and Releasing'the Plan of the Institutional Reform of Sichuan Provincial Government'and'the Opinion on the Implementation of the Plan of the Institutional Reform of Sichuan Provincial Government'(CWF〔2009〕No.24),the Sichuan Provincial Office of Civil Air Defence ("SPOCAD" for short),which is directly under Sichuan Provincial Government,is hereby established. The Office is also in the name of the Sichuan Province Civil Defence Bureau.

  I.       Adjustment of Functions

  1)      Canceling such items of administrative approval as released by the provincial government; and

  2)      Adding some functions in relation to civil defence.  

  II.    Major functions

  1)      To implement state guidelines,policies,laws,regulations and rules in relation to civil air defence and other civil defence; and draft local regulations,rules and policies in relation to civil air defence and other civil defence for the province;

  2)      To formulate development plans and annual plans for civil air defence and the civil defence sector as a whole for the province,and organize the implementation of the said plans upon approval;

  3)      To define defence categories and standards for major cities of civil air defence and other civil defence in the province; examine and approve plans combining civil air defence and other civil defence and urban construction; examine whether requirements in relation to civil air defence and other civil defence are implemented in the overall urban construction plans; examine and approve plans in relation to civil air defence and other civil defence; and direct,supervise and examine the construction of civil air defence and other civil defence in civil defence cities and important economic targets;

  4)      To direct civil air defence and other civil defence organizations; direct the formulation of air defence plans by cities throughout the province; supervise and examine the implementation of city air defence plans and various security plans; and direct the construction and trainings of mass organizations for air defence;

  5)      To take charge of civil air defence and other civil defence informatization; and formulate plans for civil air defence,civil defence communication and the warning network,and organize the implementation of the said plans;

  6)      To take charge of the air defence and disaster prevention integration involved in the work of civil air defence; undertake emergency rescue tasks assign by the government; participate in formulating work plans and annual work plans for emergency rescues; draft and organize the implementation of emergency rescue plans in relation to civil air defence and other civil defence; participate in drafting and supervise the implementation of security plans for medical aid,material reserves,water and power supply,etc. in relation to civil air defence and other civil defence; take charge of the planning,construction and administration of shelters involved in civil defence projects; and organize trainings for civil air defence and other civil defence volunteers,as well as emergency evacuations;

  7)      To formulate general plans for the construction of civil air defence and other civil defence for the province as a whole; launch,supervise and administer construction and maintenance of civil air defence and other civil defence projects; supervise,examine and direct the execution of civil air defence and other civil defence requirements in urban construction,fundamental construction and underground space development and utilization by cities; and launch civil air defence and other civil defence command projects,public shelter projects and main evacuation road projects;

  8)      To carry out publicity and education activities of civil air defence and other civil defence; formulate plans for civil air defence and other civil defence education; and together with relevant departments,carry out,supervise and examine the popularization of basic knowledge and skills of civil air defence and other civil defence;

  9)      To administer funds,materials and assets for civil air defence and other civil defence; and draw up budgets and final accounts for the sector of civil air defence and other civil defence,as well as supervising and examining the use of the aforesaid funds and assets;

  10)  To organize scientific and technological researches in relation to civil air defence and other civil defence,and promote the application of research results;

  11)  During wartime,to release air raid alarms; organize the implementation of blackouts; organize and direct evacuations and sheltering activities in relation to civil air defence and other civil defence; assist in air and other defence operations in significant areas and cities; assist relevant departments in daily necessity supply and other security work; eliminate consequences brought by air raids; and assist relevant departments in resuming the normal life and production activities of the people;

  12)  To direct the civil air defence and other civil defence work below the provincial level and assist in the administration of leading cadres below the provincial level;

  13)  To undertake relevant administrative approval matters released by the provincial government; and

  14)  To undertake other tasks assigned by the provincial government and the Sichuan Province Commission for National Defence Mobilization.

  III.Constitution of the Office 

  On the basis of the functions above,6 internal departments are set up under the Civil Air Defence Office of Sichuan Province (the Sichuan Province Civil Defence Bureau).

  1)      General Department

  The General Department shall be responsible for: undertaking political activities of leaders of the Office (the Sichuan Province Civil Defence Bureau); organizing research,publicity,education and coordination activities for general policies and regulations; taking charge of the general coordination and political affairs of the Office by formulating work rules and plans and supervising the implementation thereof; supervising the implementation of leader instructions and decisions made at relevant meetings; taking charge of meeting organization,document review and approval; message handling; confidential files,secretary affairs,government affair information,work performance administration,letter handling and reception of visitors; and undertake relevant administrative approval matters released by the provincial government.   

  2)      Department for Control & Communication 

  The Department for Control & Communication shall be responsible for: directing the formulation of city air defence plans,various security plans and plans for building bases for populations evacuated during wartime; drawing up plans for building civil air defence communication and warning networks,and organizing the implementation of the aforesaid plans; directing the building of specialized civil defence contingents in major cities,tactic and skill trainings,and educational activities in relation to civil air defence and other civil defence; supervising and examining the implementation of measures to protect significant economic targets; and assisting relevant departments in ensuring communication during earthquakes or other disasters and accidents. 

  3)      Department for Civil Defence Emergency Response 

  The Department for Civil Defence Emergency Response shall be responsible for: making use of civil air defence resources and participating in emergency rescues; taking part in formulating work plans and annual work plans for emergency rescue; planning,building and administering civil defence shelters; formulating and implementing emergency rescue plans in relation to civil air defence and other civil defence; participating in drafting and supervising the implementation of security plans for civil air defence and other civil defence involving medical aid,material reserves,water and power supply,etc.; directing the building of civil air defence and other civil defence organizations and the relevant trainings; carrying out trainings and exchange activities for civil air defence and other civil defence volunteers; taking charge of the purchase,reserve and allocation of emergency rescue materials within the Department’s authority; and organizing evacuations during emergencies.

  4)      Department for Construction Project Administration

  The Department for Construction Project Administration shall be responsible for: formulating general plans for civil air defence and other civil defence construction projects for the province as a whole; supervising and examining the maintenance and management of civil air defence and other civil defence construction projects; examining and directing the execution of civil air defence and other civil defence requirements in urban construction,fundamental construction and underground space development and utilization by cities; directing civil defence cities in the construction,administration and development of civil defence projects,and undertaking examination and approval procedures for civil defence project termination; implementing the tactic and technology standards for civil defence projects; launching civil air defence and other civil defence command projects,public shelter projects and main evacuation road projects; working excellently,together with relevant departments,on the planning,design,construction,quality,acceptance upon examination,etc. of civil defence projects; trainings for professionals in civil defence projects,exchange,promotion and application of relevant scientific and technological results,and the administration on specialized defence equipments and technologies; and drawing up policies and rules for both peacetime and wartime.

  5)      Department for Financial Planning  

  The Department for Financial Planning shall be responsible for: formulating medium and long-term development plans and annual plans for civil defence financial affairs,as well as supervising and examining the implementation of the said plans; administering civil defence funds,materials and assets at the provincial level,as well as supervising and examining the use of such funds,materials and assets below the provincial level; formulating civil defence financial plans,administration methods for financial affairs and statistics,and budgets and final accounts for civil defence provincial funds,as well as supervising and examining the execution of the said plans and methods; the administration,utilization and accounting of administrative funds of the Office; and the administration on income from policies for both peacetime and wartime and on the state-owned civil defence assets,the supervision on financial affairs of relevant construction projects,and the reserve and administration of specialized civil defence equipments and devices.

  6)      Personnel Department (Department for Affairs of Retired Staff)

  The Personnel Department shall be responsible for: building an excellent cadre team in the Office and the units directly subordinate to it; organizing trainings,exchange activities and appraisal of cadres; carrying out political examinations on out-going personnel; administering staff structures and personnel affairs of the Office and units directly subordinate to it; assisting in the administration of the cadre teams in civil defence departments below the provincial level; and taking charge of the retired staff affairs of the Office and directing the retired staff affairs of units directly subordinate to the Office.

  The Party Committee of the Office shall be responsible for work in relation to Party-and-mass relationship in the Office and directly subordinate units. Its work organs are to be set up by the Party Group of the Office in accordance with provisions by the CPC Sichuan Provincial Committee.  

  IV.  Personnel and Number of Leaders

  The Civil Air Defence Office of Sichuan Province (the Sichuan Province Civil Defence Bureau) is to have an administrative staff of 42,including 1 Director and 2 Deputy Directors. The Party Secretary of the Office is to be appointed in accordance with relevant requirements set by the CPC Sichuan Provincial Committee. The Office is also to have 7 officials of leading roles of divisions or equivalents (including 1 full-time deputy secretary for the Party Committee of the Office or director of the Party Office of the Office) and 6 officials of assisting roles of divisions or equivalents.

  The Office is to have 1 administrative official under separate administration; and 3 officials under separate administration transferred from military forces.

  The Office is also to have 2 positions for special personnel of disciplinary inspection and supervision delegated by the Sichuan Provincial Commission of Disciplinary Inspection and the Supervisory Department of Sichuan Province,including one Head of the Disciplinary Inspection Team (Special Commissioner for Supervision) and one Director of Supervision (Deputy Head of the Disciplinary Inspection Team). All the above personnel shall be subject to the administration provided in the Circular of the General Office of the CPC Sichuan Provincial Committee and the General Office of Sichuan Provincial Government on Transmitting the'Opinion of Sichuan Provincial Commission of Disciplinary Inspection,Organization Department of the CPC Sichuan Provincial Committee,the Office of Institutional Establishment of Sichuan Province and Supervisory Department of Sichuan Province Concerning the Implementation of Centralized Administration on Delegated Organs of Sichuan Provincial Commission of Disciplinary Inspection and Supervisory Department of Sichuan Province'(ChuanWeiBan [2005]No. 30).

  V.     Miscellaneous                                  

  Constitution,functions and staff structures of the subordinate units shall be prescribed separately.

  VI.  Supplementary Provisions

  These provisions are subject to the interpretations and adjustment by the Commission of Institutional Organization of the CPC Sichuan Provincial Committee in accordance with specified procedures.
