Sichuan Provincial Bureau of Tourism

  In accordance with the Circular of CPC Sichuan Provincial Committee and Sichuan Provincial Government on Printing and Releasing'the Plan of the Institutional Reform of Sichuan Provincial Government' and'the Opinion on the Implementation of the Plan of the Institutional Reform of Sichuan Provincial Government' (ChuanWeiFa[2009]No.24),Sichuan Provincial Bureau of Tourism (referred to as the "SPBT"),which is directly under Sichuan Provincial Government,is hereby established.

  I. Adjustment of Functions

  1) Canceling such items of administrative approval as released by the provincial government.

  2) Canceling the function of organizing and directing the designation of tourism facility.

  3) Canceling the function of supervising and administrating the value maintenance and increase of the state-owned assets in tourism groups and directly subordinate enterprises.

  4) Enhancing the responsibility of administration on the residents' traveling to Hong Kong,Macau and Taiwan.

  5) Strengthening the overall coordination on the development of supporting tourism infrastructure,the comprehensive harnessing on tourism environment and the joint development of regional tourism resource.

  II. Major Functions

  1) To implement the guiding principles,policies,laws,rules and regulations on tourism promulgated by the State,and draw up local rules and regulations on tourism development throughout the province; to execute law-based administration in systems and departments in the line of local tourism; to practice the responsibility system of administrative law enforcement,and to formulate local standards and industrial regulations on the development of tourism industry and ensure the implementation thereof.

  2)To formulate and ensure the implementation of the overall plan of tourism industrial development,the special plan of tourism,the trans-regional plan and annual plan of tourism; to appraise and examine the municipal (prefectural) tourism development plan and provide guidance to the implementation thereof; to supervise and administrate the tourism plan of Sichuan Province.

  3) To work with relevant departments in directing the development of tourism resource,the plan and development of major tourism projects,tourism security,tourism emergency and rescure,comprehensive harnessing of tourism environment,holidy tourism and red tourism.

  4) To work out and ensure the implementation of the market development strategy for domestic tourism,inbound tourism and outbound tourism throughout the province; to organize external publicity and significant promotion activities of the whole tourism image of Sichuan; to provide guidance to foreign-related tourism and HK-Macau-and-Taiwan-related tourism.

  5) To supervise and administrate tourism agencies throughout the province; to work with relevant departments in supervising and administrating the order of the tourism market,the service quality in tourism; to monitor the handling of tourism-related complaints,protect the legal rights and interests of tourists and tourism operators; to direct the construction of spiritual civilization and credit system in the tourism industry as well as affairs in relation to industrial organizations.

  6) To take charge of examination and approval items in relation to the establishment of tourism agencies,the application of tourism agencies for operating outbound tourism,the tourist visas of outbound tourist groups organized by tourism agencies and the qualification of tour guides. 

  7) To work with relevant departments in promoting the reform in tourism system and mechanism; to direct the development of major tourism enterprises,the plan and development of new operational types of tourism and the affairs related to investment promotion.

  8) To supervise and check the operation of tourism economy,and to take charge of the informationalization of tourism,tourism statistics and affairs related to the releasing of industrial information.

  9) To formulate and ensure the implementation of tourist talents development plan,provide guidance to education and training programs in relation to tourism; to work with relevant departments in drawing up and implementing the qualification and classification standards of practitioners in tourism.

  10) To take on such items of administrative approval as released by the provincial government.

  11) To take on other matters assigned by the provincial government.

  III. Constitution of the Bureau

  On the basis of the above functions,8 internal offices are set up in Sichuan Provincial Tourism Bureau:

  1) General Office

  The General Office shall draft and examine relevant files of the Bureau,deal with affairs in relation to official papers and telegrams,conference organization,confidential documentation,files,confidentiality,letters and visits from the public,performance administration,governance information,suggestions by deputies of the People's Congress of Sichuan Province and proposals by members of Sichuan Provincial Committee of the CPPCC. The Office shall take charge of the supervision and implementation of the resolutions and decisions of the Party and the government. The Office shall formulate and ensure the implementation of internal administration rules,regulations and systems of the Bureau.

  2) Office for Policies and Rules

  The Office for Policies and Rules shall research the guiding principles and policies on tourism development and major issues about reforms in tourism system and mechanism,draft tourism policies and local rules and regulations,supervise the implementation of tourism laws,rules and regulations. The Office shall draw up local standards and industrial norms on the development of tourism industry throughout the province,and ensure the implementation thereof. The Office shall take charge of the examination and approval on the legalization of normative documents of the Bureau,and provide guidance to the development of countryside tourism in the province.

  3) Office for Industrial Development (Office for Tourism Affairs Related to HK,Macau and Taiwan)

  The Office for Industrial Development shall take charge of tourism statistics and analysis on the operation of tourism economy. The Office shall work out plans for developing major tourism projects and annual investment,deal with affairs in relation to holiday tourism,provide guidance to the informationalization of tourism,tourism investment promotion and the development of tourism products. The Office shall take on affairs related to tours to HK,Macau and Taiwan in accordance with relevant provisions. The Office shall be responsible for the examination and check on the quota of tourists to Taiwan and the qualification of the leader of the tourist group to Taiwan,and for relevant training and approval items. The Office shall take charge of specific affairs of the leader group's office for tourism industrial development of Sichuan Province.

  4) Market Promotion Office

  The Market Promotion Office shall draw up and ensure the implementation of publicity promotion strategies and annual plans for inbound and domestic tourism. The Office shall organize publicity activities for the whole tourism image of Sichuan,take on matters related to the analysis,research and forcast on tourism market. The Office shall launch inbound and outbound exchange and cooperation in tourism,direct,coordinate and organize significant tourism and festive activities. The Office shall be responsible for releasing tourism news and contacting the media. The Office shall take on the work in relation to foreign-related procedures in respect of tourism.

  5) Office for Planning and Finance

  The Office for Planning and Finance shall work out a medium-and-long-term plan and the annual plan for tourism development. The Office shall participate in the formulation and approval of plans for major tourism programs,organize the examination on the tourism plan,take on affairs in relation to the accreditation of the qualifications of tourism designing entities and  the supervision and administration thereof. The Office shall organize the general investigation in,the designing and the protection of tourism resource. The Office shall be responsible for the work related to regional cooperation in tourism,guide and promote red tourism. The Office shall take on matters related to the application,reporting,coordination and administration of financial tourism funds. The Office shall administrate affairs in relation to the finance and assets of the Bureau,guide and supervise the administration of subordinate agencies on finance and assets. The Office shall organize and practice internal audition.

  6) Office for Quality Specification Administration

  The Office for Quality Specification Administration shall supervise and administrate the service quality in tourism and the order in tourism market,guide and practice the construction of spiritual civilization and credit system. The Office shall be responsible for approval items in relation to the establishment of tourism agencies,the application of tourism agencies for operating outbound tourism,the tourism visas of outbound tourist groups organized by tourism agencies. The Office shall take chage of the issuing of tour guide certificates and the leader's certificate,as well as the administration on tour guides and leaders of tour groups. The Office shall work  with relevant departments to carry out work in relation to tourism security and tourism emergency.

  7) Personnel and Education Office

  The Personnel and Education Office shall be responsible for work in relation to insitutional organization,labor and personnel of the Bureau and subordinate agencies. The Office shall formulate and direct the implementation of tourism training programs,provide guidance on organizing examinations in the professional qualifications,levels and capabilities of practitioners in tourism,and on work related to the appraisal and verification in these aspects. The Office shall direct the work of tourism schools,education and training institutions subordinate to the Bureau. The Office shall take charge of the exchange and cooperation with other countries in tourism education and training,and direct the introduction of tourism talents.

  8) Office for Affairs of Retired Staff

  The Office for Affairs of Retired Staff shall be responsible for affairs in relation to retired staff and provide guidance on the work in relation to retired staff in the line of local tourism throughout the province.

  The Party Committee of the Bureau shall be responsible for work in relation to Party-and-mass relationship in the Bureau and subordinate agencies. Its work organs are to be set up by the Party Group of the Bureau in accordance with provisions by the CPC Sichuan Provincial Committee.

  IV. Personnel and Number of Leaders

  Sichuan Provincial Tourism Bureau is to have 37 staff,including one Director and 3 Deputy Directors. Party secretaries are to be appointed in accordance with provisions by the CPC Sichuan Provincial Committee. The Bureau is to have 9 officials of leading roles of divisions or equivalents (including one full-time deputy secretary for the Party Committee of the Bureau or director of the Party Office of the Bureau) and 6 officials of assisting roles of divisions or equivalents.

  The Bureau is to have 2 officials under separate administration transferred from military forces.

  The Bureau is to have 2 positions for special personnel of disciplinary inspection and supervision delegated by Sichuan Provincial Commission of Disciplinary Inspection and Supervisory Department of Sichuan Province,including one Head of the Disciplinary Inspection Team (Special Commissioner for Supervision),one Director of Supervision (Deputy Head of the Disciplinary Inspection Team). All the above personnel shall be subject to the administration provided in the Circular of the General Office of the CPC Sichuan Provincial Committee and the General Office of Sichuan Provincial Government on Transmitting the'Opinion of Sichuan Provincial Commission of Disciplinary Inspection,Organization Department of the CPC Sichuan Provincial Committee,the Office of Institutional Establishment of Sichuan Province and Supervisory Department of Sichuan Province Concerning the Implementation of Centralized Administration on Delegated Organs of Sichuan Provincial Commission of Disciplinary Inspection and Supervisory Department of Sichuan Province' (ChuanWeiBan[2005]No.30).

  The control number of the service personnel for affairs in relation to retired staff is one.

  V. Miscellaneous

   Provisions for the establishment,functions and institutional organization of subordinate public institutions shall be formulated otherwise.

  IV. Supplementary Provisions

  These provisions are subject to the interpretations and adjustment by the Commission of Institutional Organization of the CPC Sichuan Provincial Committee in accordance with specified procedures.
