In accordance with the Circular of the CPC Sichuan Provincial Committee and Sichuan Provincial Government on Printing and Releasing'the Plan of the Institutional Reform of Sichuan Provincial Government' and'the Opinion on the Implementation of the Plan of the Institutional Reform of Sichuan Provincial Government',the Sichuan Provincial Department of Science and Technology,which is a composing department of Sichuan Provincial Government （referred to as"the SPDST"）,is hereby established.
I. Adjustment of Functions：
1） Canceling such items of administrative approval as released by the provincial government;
2） Taking charge of the implementation and administration of research subjects of National Scientific and Technical Supporting Programs delegated by the Ministry of Science and Technology,the promotion of scientific and technological achievements and the specified administration of technology markets;
3） Reinforcing the administrative management and overall coordination of scientific and technological progress; optimizing the allocation of scientific and technological resources;
4） Strengthening the organization and implementation of lead duties in overall balance of Major S&T Special Projects; promoting the construction of innovation system for Sichuan Province.
II. Major functions：
1） To implement state policies and laws and regulations in relation to scientific and technological development; to draw up local policies,draft regulations as well as policies and measures in relation to scientific and technological development for Sichuan Province; to organize the implementation,supervision-inspection of the above.
2） To take the lead in drawing up and implementing S&T development plans for Sichuan Province; to put forward the layout of scientific and technological development and the priority fields of Sichuan Province; to take charge of the drafting and implementation of S&T Supporting Program,Basic Research Program,Soft Science Program; to take charge of the overall coordination of basic researches,frontier technology research,major research on social service, key technologies and common technology; to take the lead in major technological breakthroughs of key fields in economic and social development.
3） To organize the scheme demonstration,overall balance,assessment and acceptance in the implementation of Major S&T Special Projects with other departments concerned; to draw up supporting policies in relation to the above; to put forward proposals on the significant adjustment in the implementation of Major S&T Special Projects.
4） To promote the construction of innovation system for Sichuan Province; to draw up policies and measures aiming at promoting the integration of production,teaching and research with other departments concerned; to put forward policies and measures on the guarantee of S&T research facilities; to promote S&T infrastructure construction and resources sharing.
5） To draw up planning,policies and measures for high-tech industries and high-tech industrial zones with other departments concerned; to organize the recognition of high-tech enterprises; to provide guidance to the construction of high-tech industrial zones and bases; to promote the construction of enterprises' capacity for independent innovation.
6） To organize the formulation of policies and measures on taking advantage of science and technology to promote rural and social development; to provide guidance to the construction of agricultural science and technology park and experimental zones for sustainable development; to accelerate rural construction and the development of social undertakings to improve people's livelihood
7） To accelerate S&T institutional reform; to put forward policies and measures in relation to the above as well as proposals on the establishment or adjustment of related scientific research institutions; to optimize the layout of scientific research institutions; to draw up plans on S&T talents team-building for Sichuan Province and put forward proposals on policies in relation to the above with other departments concerned.
8） To take charge of its budget and final statement of S&T expenditures as well as the supervision and administration of the execution; to put forward proposals on policies and measures on the reinforcement of S&T input and the optimization of the allocation of scientific and technological resources with other departments concerned.
9） To draw up policies and measures on the promotion of scientific and technological achievements,rewards for relevant achievements as well as the development of technology markets and technological intermediate agencies; to provide guidance to transform scientific and technological achievements into production;to organize the application demonstration of major scientific and technological achievements; to undertake the assessment of provincial scientific and technological awards,the administration of scientific and technological achievements,S&T confidentiality as well as matters in relation to technology markets; to provide guidance to the construction of technological intermediate agencies.
10） To organize the formulation of plans for S&T popularization; to put forward proposals on policies and measures in relation to the above; to take charge of S&T popularization; to provide guidance to the coordination of S&T popularization and publicity; to promote the construction of provincial capacity for S&T popularization; to undertake matters in relation to the evaluation,administration and statistics of science and technology.
11） To take charge of scientific and technological communication and cooperation with other countries,the Hong Kong Special Administrative Region,the Macau Special Administrative Region and Taiwan; to organize and implement international scientific and technological cooperation plans; to undertake matters in relation to scientific and technological aids.
12） To undertake relevant items of administrative approval as released by the provincial government;
13） To undertake other tasks assigned by Sichuan Provincial Government.
III. Constitution of the Department：
On the basis of the above functions,13 internal offices are set up in the Department.
1） General Office
The General Office shall deal with affairs in relation to comprehensive coordination,official papers and telegrams,conference organization,governance information,letters and visits from the public,security,confidentiality,confidential documentation,finance. The Office shall take charge of the operation of administrative affair coordination,open administration,supervision and inspection,performance management as well as e-governance.
2） Division of Policy,Regulations and Rules （Office for Building Innovation System）
The Division shall take charge of putting forward suggestions on the formulation and implementation of principles and policies on S&T development; drawing up local regulations and rules,draft regulations and policies and measures; promoting the construction of innovation system and S&T institutional reform with other departments concerned; drawing up policies and measures to promote the integration of production,teaching and research. The Division shall undertake the vetting exercise of government normative documents; organize the investigation of major problems in S&T research and the implementation of Soft Science Research Program. The Division shall coordinate the selection of academicians of Chinese Academy of Sciences and Chinese Academy of Engineering.
3） Division of Development Planning （Major Special Project Office）
The Division shall organize the formulation of S&T development blueprints and annual plans; draw up S&T programs such as S&T supporting project,basic research and soft science research; put forward suggestions on fund allocation for S&T programs. The Division shall put forward suggestions on the construction of S&T infrastructure and major innovation bases with other divisions concerned; organize the recognition of independent innovation products; promote the implementation of Major S&T Special Projects with other divisions concerned; undertake the specified tasks of Coordinating Leading Group Office for Docking National Major S&T Special Project,S&T evaluation,S&T statistics as well as tasks in relation to the management of research subjects under national S&T Supporting Program.
4） Division of Facilities and Financial Support
The Division shall put forward policies and measures on the guarantee of S&T research facilities; promote the construction of S&T infrastructure; put forward proposals on policies and measures on rational allocation of S&T resources with other divisions concerned. The Division shall work out its budget and final statement of S&T expenditures and oversee the execution; participate in drafting policies of major S&T input and measures on S&T expenditures. The Division shall take charge of relevant items of administrative approval; examine and verify the establishment and restructuring of related S&T research institutions,supervise its state-owned assets.
5） Division of Basic Research
The Division shall draw up plans and policies on basic research; organize the implementation of the Provincial Program of Basic Research Projects and the construction of Provincial Key Laboratories; facilitate the infrastructure for S&T research and promote the S&T cooperation between units delegated by Central Government and local institutions in Sichuan.
6） Division of High and New Technology Development and Industrialization
The Division shall put forward and organize the implementation of plans,policies and measures for the development of high-tech industries and high-tech industrial development zones; promote the transforming and industrialization of high-tech achievements as well as the construction of related technological service system. The Division shall take charge of the recognition of high-tech enterprises as well as the declaration and recommendation of high-tech product guidance category; provide guidance to the construction of high-tech industrial development zones and bases; undertake the specified tasks of Office of Sichuan High-Tech Industry and Industrial Zone Development Joint Conference.
7） Division of Rural Science and Technology
The Division shall draft plans,policies and measures to enhance rural development through S&T; organize the implementation of the above; promote rural S&T progress; provide guidance to the application and demonstration of key S&T achievements. The Division shall provide guidance to matters in relation to supporting poor areas with science and technology,promoting agriculture by applying scientific and technological advances,prospering the city and county by science and technology; provide guidance to matters in relation to the development of agricultural S&T parks.
8） Division of Social Development
The Division shall draw up plans,policies and measures on S&T development in the field of social development; organize the implementation of the above; provide guidance to scientific and technological matters in the field of social development such as population,medication and hygiene,resources,environment and so on; accelerate the development and industrialization of bio-technologies. The Division shall take charge of matters in relation to the experimental zones for sustainable development; undertake specified tasks of the Coordination Leading Group of Sci-Tech and Industrial Base for TCM Modernization,Sichuan Province.
9） Division of International Cooperation （Office of Hong Kong,Macao & Taiwan Affairs）
The division shall organize the formulation of policies and measures on the S&T cooperation and communication between Sichuan Province and others; undertake tasks in relation to the above; provide guidance to relevant governmental agencies and localities to implement the International S&T Cooperation Program; undertake tasks in relation to S&T Aid to overseas partners and International S&T Aid; take charge of introducing foreign intelligence for government departments and agencies in the field of S&T; undertake the scientific and technological communication and cooperation with the Hong Kong Special Administrative Region,the Macau Special Administrative Region and Taiwan.
10） Division of Scientific and Technological Achievement
The Division shall draw up policies and measures to promote scientific and technological achievements,awards for scientific and technological achievements and accelerate technology market development; organize the implementation of the promotion program in relation to major scientific and technological achievements and large and medium-sized technology trading; take charge of the awards and confidentiality of scientific and technological achievements; provide guidance to the assessment and evaluation of S&T achievements as well as the construction of technology markets and scientific and technological intermediary organizations.
11） Division of Science and Technology Outreach
The Division shall draw up plans and policies for the popularization of S&T in Sichuan Province; take charge of the tasks in relation to the above; provide guidance to the coordination of S&T popularization,the recognition of Sichuan Provincial S&T Popularization Base,the construction of S&T popularization capacities and facilities; undertake the specified tasks of the Office of Sichuan S&T Popularization Joint Conference; take charge of S&T publicity and the education and training of high-ranking government officials in scientific and technological administration.
12） Division of Personnel
The division shall take charge of human resources management,organizational realignment; draw up plans and policies on S&T talents team-building; promote matters in relation to S&T talents team-building. The Division shall take charge of the training of high-ranking government officials in scientific and technological administration; conduct the administrative service for sci-tech specialists with other divisions concerned; undertake tasks in relation to the declaration and evaluation of technical titles of natural science researches.
13） Division of Retired Staff
The Division shall take charge of providing service to retired staff and giving advice to affiliated agencies in this regard.
The Party Committee of the Department shall be responsible for work in relation to Party-and-mass relationship in the Department and subordinate agencies. Its work organs are to be set up by the Party Group of the Department in accordance with provisions by the CPC Sichuan Provincial Committee.
IV. Personnel and Number of Leaders：
Science and Technology Department of Sichuan Province is to have 73 staff,including one Director and three Deputy Directors. Party secretaries are to be appointed in accordance with provisions by the CPC Sichuan Provincial Committee. The Department is to have 14 officials of leading roles of divisions or equivalents （including one full-time deputy secretary for the Party Committee of the Department or director of the Party Office of the Department） and 16 officials of assisting roles of divisions or equivalents.
The Department is to have one official under separate administration and two other officials under separate administration transferred from military forces.
The Department is to have 3 positions for special personnel of disciplinary inspection and supervision delegated by Sichuan Provincial Commission of Disciplinary Inspection and Supervisory Department of Sichuan Province,including one Head of the Disciplinary Inspection Team （Special Commissioner for Supervision）,one Director of Supervision （Deputy Head of the Disciplinary Inspection Team）. All the above personnel shall be subject to the administration provided in the Circular of the General Office of the CPC Sichuan Provincial Committee and the General Office of Sichuan Provincial Government on Transmitting the'Opinion of Sichuan Provincial Commission of Disciplinary Inspection,Organization Department of the CPC Sichuan Provincial Committee,the Office of Institutional Establishment of Sichuan Province and Supervisory Department of Sichuan Province Concerning the Implementation of Centralized Administration on Delegated Organs of Sichuan Provincial Commission of Disciplinary Inspection and Supervisory Department of Sichuan Province' （ChuanWeiBan [2005] No. 30）.
The Department is to have two service officials for retired staff.
V. Miscellaneous：
Provisions for the establishment,functions,and institutional organization of non-profit-seeking institutions shall be formulated otherwise.
VI. Supplementary Provisions：
These provisions are subject to the interpretations and adjustment by the Commission of Institutional Organization of the CPC Sichuan Provincial Committee in accordance with specified procedures.
