Biography
Zhang Yan, male, Han nationality, was born at Deyang, Sichuan Province in July 1962. Mr. Zhang started his career in July 1981, and joined the Communist Party of China (CPC) in July 1987. He graduated from the Party School of the CPC Central Committee with a master’s degree of Economic Management, and from the University of Electronic Science and Technology of China with an on-the-job master's degree of Business Administration as a senior executive.
He now serves as Secretary-General of the People's Government of Sichuan Province.

Responsibilities
Responsible for governing affairs associated to government informatization and confidentiality. He also assists in dealing with the routines of the provincial government. He is associatively responsible for the General Office of the People's Government of Sichuan Province (specifically the Research Office and Counselors' Office), Sichuan Provincial Government Affairs Service and Public Resources Exchange Service Center, and Sichuan Provincial Big Data Center.
He is in liaison with the working committees of units directly affiliated to the provincial government, Sichuan Provincial Administration of State Secret Protection and the Information Office of Sichuan Provincial Government.
